Greetings,

As Vietnam is nearing a conclusion for our post-referendum government and a new president shall be elected I believed it wise to contact you. Moving past the extremism of the SEUOSS I would like to extend an olive branch so to say. I believe that we would both benefit from military cooperation and the establishment of a guarded trade route. Also, I believe a discussion of the Spratly Islands must happen as both Vietnam and China have claimed portions of it. Moving past the violent idealism of extremists I believe that through working together we can greatly benefit the region. The Taiwanese Secretary of National Defense Affairs Full General Yen Teh-fa would place a encrypted video call to his Vietnamese counterpart, Ngô Xuân Lịch, Minister of National Defence. The call is encrypted and Secret Call. Taiwanese Secretary of National Defense checks the rooms to make sure no one is snooping in. He would placed two armed guard outside the room. Upon green getting signals from National Security Bureau of Taiwan, the call is full encrypted and top secret.

Having just sent the message to his counterpart in China Lịch was still at his desk when he had the encrypted phone call put through to him. Adjusting his tie he would answer the call having his end encrypted by SIN. Doors were closed and curtains drawn ensuring the most privacy possible when combined with the use of SIN which actively protected the video call. His office protected by a squad of Dac Cong. Pressing a button and answering the call he would look to the camera and then screen."Greetings. Thank you for calling me so quickly." he would say glad that they had decided to call him right away.

Upon the screen opened, Full General Yen Teh-Fa would be in full military uniform, he would speak. "Greetings Mr. Lịch how are you doing today? I am surprised to see your message and willing to talk about our relationships in general. I was eagerly waiting for your call. What do I owe you a pleasure? I am happy that we can share our equal perspective and goals about our future relations."

"Well General, I am doing well today. In short, I was hoping to improve the relations between our two nations. As well as discuss the Spratly Island Question and come to an agreeable solution on it. Linking to that I would also like to approach the subject of military cooperation between Vietnam and China. Firstly in the aspect of improving relations, I would like to work with China on establishing a trade route. The first of many steps in that regard. Secondly, for the Spratly Island question, we have entered into talks with the Philippines on the same issue. I would like for there to be control of the Spratly Islands by three nations. Vietnam, China, and the Philippines. From what I have gathered so far the outposts the PRC has within the Spratly interfere directly with that notion, as well as their historical expansion of outposts. Then linking to the matter of military cooperation I believe that Vietnam, China, and the Philipines can work together to secure our interests within the region. The Spratly Islands or otherwise anything else that is within our interests."

"Definitely we can talk about the Spratly Island. On the Spratly Island, we have occupation of Zhongzhou Reef and Itu Aba Island · Taiping Island. Also we would like to talk about Paracel Islands. What do you have in mind? I am willing to hear more about the military cooperation between Vietnam and ourselves. Many nations in the world thinks that we are small nation, but I am happy once again to hear your viewpoints about us. Trade route will be greatest ideas between our nations."

"Currently the Paracel Islands are within the hands of the PRC. But we can make them a part of our plans in regards to the Spratly Islands. What we have in mind is a joint effort between Vietnam, China, and the Philippines to remove the PRC from the Spratly Islands as well as the Paracel Islands. We would of course act diplomatically at first, but as always we must plan for military action if things go to far. This is where military cooperation would come in, as our military cooperation would be based around the Spratly Islands and Paracel Islands. As well as that of the PRC of course. We would like to be able to launch reconnaissance missions from China into the PRC. That way we do not need to only rely on our current land border with them. Also, one should not concern themselves with the opinions of other nations that say that. For Vietnam was also once considered a small nation, but we have risen above those expectations. Now then, for the trade route we would need to dedicate a number of commercial vessels and military ones. Thus we would need to cooperate in maintaining it."

"What kinds of Reconnaissance mission do you have in mind? I believe military is off the table right now because we need huge amount of planning. I appreciate how you have rise above expectations. Same goals for us. Diplomatically, we need to act first. So, our goals is to set up trade route. What things would you like to trade between our nations? I believe you have international border with PRC such as Cao Bằng Province, Lạng Sơn Province and so on."

"We are looking to perform aerial reconnaissance of the PRC once we have assets for doing so gathered. It would be a part of a large planning phase prior to any military action would ever be taken. It would as always just be a precaution should things not go correctly of course. Also yes, we do have a border with the PRC, however aircraft can only go so deep before having to turn around. Thus a launching point from your country would help greatly. As for exports we can offer crude oil, textiles, rice, coffee, rubber, and coal for main exports. But what would you have in mind for exports?"

"We are hereby authorizing you to perform aerial recon mission from our Taipei Airbase. When would like to perform reconnaissance mission to PRC? We have various goods that we exports. Electrical machinery equipment, Crude Oil, Computers/Laptops, Optical, technical, medical apparatus, Organic chemicals and lastly vehicle. Apart from these goods, would like to sign fair trade agreement? Not only it will benefit our national economically but also acquiring products would be less pricey."

"Very good. We will begin after we have acquired a more suitable number of recon aircraft from our suppliers. But we may make an early flight within the week. I will be sure to call ahead before any aircraft are sent. Also, I would recommend that we hold a conference with other nations we intend to be involved against these operations. The Philippines being the other major one that should be involved. Anyhow for exports we can settle on those to exchange. Also yes, the establishment of a fair trade agreement shall be necessary."

I agree with you that before committing such actions, I think it is necessary to conduct conference where no media will be present and we think that Hanoi would be best place to hold the meeting. I am thinking to dispatch a frigate where it will dock to your naval base, if permits. For exports, we would like to acquire textiles, rice, coffee, rubber, and coal and what do you like to acquire from us. Given we are technological based country, we can offer computerized products as describe a few minutes ago as well as crude oil to export to your nation. We would like to offer $50 per barrel of crude oil."

"At this moment no, we do not have one written up for China. However we do have a so called 'generic' one if that is what you would be interested in. But yes, a conference will be needed so that we can find the way forward. Also using naval assets to transport attendees is more than acceptable. Just make sure that when the time comes to park in the military section of the port. Now then, for what we want from you I think that Crude Oil will be somthing that we want to import for a number of reasons. However we are also interested in Computers/Laptops, Optical, technical, medical apparatus, Organic chemicals and vehicles."

"We have prepared the Free-Trade Agreement. Under this agreement we can benefit a lot. For vehicles we have many transport vehicles such as for daily use Luxgen S3 Sedan, Luxgen U5, Luxgen U6; All Acer Computers, Laptops, Smartphones, Taiwanese all medical, optical and technical products we can trade them. Organic Chemicals that we produce are mostly from organic products such as live organisms and environmental aspects. Okay then we can export the crude oil. For transporting officials to the conference, I will dispatch our frigate, and our top naval personnel will be representing. When are you sending the Recon plane, so I can let the Taipei Air Base know your arrival. Also I have emailed the FTA. Please have a look: Free Trade Agreement.

Full General Yen Teh-fa would grab the document that signed by Republic of China Foreign Secretary of Asian Affairs, Zhi Ruo, walked to the fax machine. He would look around the paper to check to see whether there are any mistakes or not. He would make a copy for his own record. He would then sent the Original copy to Minister of National Defence, Socialist Republic of Vietnam. He would then come back to his seat, drank water.

General Yen Teh-fa would continue to speak upon looking at the screen.


"I hope you received it and it was sent to five (5) minutes ago. We will conduct recon by our navy to monitor activities in the area. We would like the defense pact with SRV. What do you say?"

After having the faxed document brought to his office by an intern Lịch would take the FTA and start to read it as the intern would leave closing the door behind them."I have received the document, one moment..." he would say as he would finish reading it."Hmm, alright this is all agreeable." he would state after having finished his reading."As for the defence pact what did you have in mind? Would there be any exceptions within it?" he would ask as he would sign the document and buzz for the intern to come and pick the document up.

“Chinese president reached out to our president regarding to recognize Taiwan as an Independent country. Our vice president currently attending in Beijing. Hope that works out. In regarding to military/defense treaty, we would like to have a pact where we can defend ourselves and help our allies during intrusion, invasion. Are you planning to arrive anytime soon? So, that I can provide necessary arrangements and plan our next steps very carefully.”
