The A-545 and A-762 family of assault rifles are improved variants pe fe AEK-971 and their currently in use with various Russian special forces units. We are of the the opinion that if your armed forces desire a rifle that's a relative of the AEK-971 Assault Rifle, then the A-545 and A-762 Assault Rifles should be seriously considered by your armed forces, as these are much improved variants of the AEK-971 Assault Rifle, which address some the problems that you laid out earlier.

As for the infrastructure development that you have mentioned, this intrigues the Russian Federation greatly and the Russian Federation is extremely interested in helping our international friends and partners develop their nations economics, industries, infrastructure, etc. I am going to pass your message regarding civil development on to one of my colleagues, who will better able to answer the many technical and highly in-depth details which a project of this magnitude needs to answer before it can fo forward. The current situation at the border was instigated when a unit of our Border Defence force while on a border patrol was spotted by the Thai armed forces. Following this they were buzzed by a Thai helicopter which entered our airspace before touching down with a team of Thai soldiers who proceeded to demand the surrender of our troops. Upon refusal a firefight broke out and is ongoing at this moment. The Thai were suspiciously quick to respond with a motorized detachment. We believe they may have been caught in the midst of preparations to attempt a forced border adjustment based on their border conflict with Laos.

We have transferred the funds for the United Shipbuilding Corporation Heavy Maintenance/Overhaul Proposal #1, Rosobonexport Proposal #1, and Rosobonexport Proposal #2. At this time could you put together a final proposal with prices for the Naval infantry Division, Airborne Division, and 14 Border Garrisons. Once those are listed with final prices we can make the transfer for that as well. Also for the ships please let us know which ships you would like to get to work on maintenance for first and we will have them transferred to you.

We would like to go with the A-762 as we have a large surplus of the 7.62×39mm. Does it take the same attachments as the AEK-971? Also what vehicles would you recommend for our Dac Cong units?

Given the current hostilities with the Kingdom of Thailand, does the Vietnamese People's Navy wish to decrease the number of vessels that will sail to Russia to begin heavy maintenance/overhaul work at United Shipbuilding Corporations maintenance and repair facilities? If so, United Shipbuilding Corporation would be much more comfortable with our Vietnamess colleagues selecting the vessels for heavy maintenance/overhaul work, given the potential for hostilities within your region. However know that we can accommodate 1 aircraft carrier, 2 cruisers, 4 destroyers, 8 frigates, 16 corvettes, 5 SSN's or SSBN's, and 10 SSK's at one time. So plan your maintenance schedule accordingly and United Shipbuilding Corporation will accommodate whatever warships are sent by the Vietnamese People's Navy.

At present we have to determine the export price for the A-762 Assault Rifle, though we can say with certainty most of the AEK-971 Assault Rifle attachments can be fit to the A-762 Assault Rifle. Are their any attachments in particular that you're concerned about adapting to the A-762?

Given the wide-scope of missions the Dac Cong is asked to partake in, equipping such a unit with vehicles is a bit of a challenge, as they can quite literally face 3 or 4 different challenges in a single day. Therefore, I've made a list of equipment that we feel the Dac Cong must have, while leaving out more specialized equipment which might be useful to the Dac Cong in certain situations, but would mostly be underused. The equipment we have selected is as follows -

We believe that is possibly them trying to assert their territorial claims on Laos, which they were beaten back on decades ago. it is possible that they saw the transition of power here in Vietnam as a moment of weakeness and had been preparing to exploit it. Unfortunately for them they were very wrong about the state of readiness of our military.

We have put forward the funds for all three proposals and await confirmation and for production to start. I also at this time doubt that the Thai navy will be much of a concern, so it will be the best for us to as many as possible so we can move through the current ships. At what date are you going to be able to start on maintenance? Also where would like them sent?

The attachments we are looking at are the GP-34 grenade launcher, 1P63 collimator, 1PN100 4x day/night scope, TGP-A supressor, CLN1-KIR Laser aiming device, 1P78 2.8x scope, and "Shahin" 4x thermal sight. These will all fit with the A-762 yes? Also we are interested in having the RPG-27 for general service on a mass scale.

We would like to split the Dac Cong up into different roles so that they do not end up having to do everything under the sun. Thus we believe that as amphibious/naval commandos they can be split up as counter terrorism, urban defense, sabotage, and recon. Also I am not sure how but one category could be a counter special forces unit, like as they were originally conceived. This would of course require a different mindset for equipment, and some heavy hitting stuff.

Itt would seem that the leadership of the Royal Thai Armed Forces made a grave miscalculation if your assessment of the ongoing border crisis is indeed correct. It seems to me that world opinion has mostly sided with your nations as this crisis has unfolded, would you say that's accurate? Should the Royal Thai Armed Forces escalate the border crisis, the Russian Federation understands that they will need to be taught a lesson, so that they never again feel that they can act in this manner again. I would however advise your nation from disproportionately retaliating against the Kingdom of Thailand, as that would possibly turn would opinion against your nation. However, should the Royal Thai Armed Forces deploy fighter aircraft, helicopters, armoured vehicles, etc, into the area of contention and they engage your forces, the Russian Federation will fully endorse your forces retaliating against these hostile units and destroying them in detail. Though we can not stress enough, that while your forces might need to operate within Thai territory, your nation should refrain from annexing any territory from the Kingdom of Thailand at this time. Though the Thailand certainly deserves a bloody nose over this incident.....

Now to equipping your armed forces and your border forces, production has commenced and some products have even been delivered to your armed forces already, however Rosobonexport misquoted the price of the BTR-80 8x8 APC. The current export price of the basic BTR-80 8x8 APC variant is $1,500,000, while the export price for the far superior BTR-90 8x8 APC stands at $1,800,000. Due to this, I would highly recommend that your border forces adapt the BTR-90 8x8 APC over its older counterpart. Seeing as you've already paid $560,000,000 for the delivery of 700 BTR-80 8x8 APC's at the wrongly quoted unit price of $800,000, Rosobonexport would be happy to adjust your order to 700 BTR-90 8x8 APC's for an additional $700,000,000, which breaks down to $1,000,000 per unit (Taking into account $560,000,000 you have already paid for the 700 BTR-80's). Does this work for Vietnam? If so production can begin immediately upon receiving the transfer of $700,000,000.

Excellent! Maintainence on your vessels can begin immediately in Vladivostok. All submarines and half the warships should be sent to Ship Repair Center "Dalzavod" and the other half of the warships should be sent to the 92nd Order of the Red Banner of Labour Ship Repair Factory, both of which are located in Vladivostok.

I am told that all of the attachments that you've listed for the AEK-971 Assault Rifle are able to be integrated onto the A-762 Assault Rifle as well. Though should you have any difficulties, simply let me know and modifications will be made at no cost to your armed forces. Rosobonexport will gladly provide Vietnam with a Transfer-of-Technology to domestically produce the RPG-27 at $250,000,000. Does that sound reasonable to you?

The Russian Armed Forces agree with splitting up the Dac Cong Commandos into different specialities, as this makes training and equipping them so much easier. As for the counter special forces unit of the Dac Cong that you've mentioned, let me do some research on the ideal equipment for this role, as the equipment must be heavy hitting as you stated, yet light and highly mobile enough to seek out and destroy special forces units in extremely difficult and varied terrain. I'll confer with our experts in this field, our Alpha and Vympel Units, and report back to you on their recommendations.

Additionally Rosobonexport has a few more recommendations for your armed forces, which they've put into a new proposal. While the Russian Navy and Rosobonexport believes that the Vietnamese People's Navy has one of the most powerful fleets of capital ships on earth, your navy troublingly lacks a sufficient number of smaller warships, such as frigates and corvettes, which are absolutely crucial for your fleet, as they provide the outer layer of defense for your capital ships, aircraft carriers, transports, etc. Corvettes are also a cheap and effective way of defending your EEZ, islands, coastline, etc, from a wide-range of threats, without your navy needing to deploy your fleet of capital ships, which is obviously quite costly. The Russian Navy and Rosobonexport also believes that the Vietnam People's Navy should acquire additional SSN's in order for them to serve as both an offensive platform against enemy fleets and as a protective shield for your fleet of capital ships. While the Russian Navy and Rosobonexport also feel strongly that your naval aviation should be expanded to include fixed-wing ASW/MPA Aircraft and Tu-22M3M Supersonic Maritime Strike Aircraft. While the Russian Air Force recommends that your nations air force acquire additional frontline air superiority fighter aircraft, to reinforce the hundred Sukhoi Su-35S Super Flankers that you're currently operating. At this time we believe that the majority of nations are neutral on the conflict. However we do not feel the need at this time to annex any Thai territory. Rather as you put it we will simply need to bloody their nose until they come to the table and apologize for the incident.

The BTR-90 8x8 APC will work fine for our requirements and we will be transferring the needed funds shortly.

On both accounts for the RPG-27 and A-762 this sounds reasonable and we will want to include them in the Dac Cong acquirement as well as the addition of the RPG-27 for general use. I believe that a line can be set up at the Z111 factory rather easily. Would you be able to sell us the tooling required in order to ease production?

Also thank you, I look forward to hearing back from you on matters relating to the Dac Cong. Also, I know that this is not official, but while you are at if if you can send a thank you note to any of your advisers that were in the country during the 70s and 60s that would be rather appreciated.

You make a fair point in regards to our navy, as well as aspects to our air force. Thus I think we will want to acquire an air wing of Tupolev Tu-22M3M, Ilyushin Il-38N Sea Dragon, and Sukhoi T-50. How many of the Yasen-Class SSGN would you recommend? I was thinking two forces, one for defending our fleets, and one as a attack squadron. How many frigates and corvettes would you recommend? As we are dealing with Russian ships your naval doctrine would best apply I believe.

NPO Bazalt will certainly assist Z111 Factory in setting up an RPG-27 production line within Vietnam. Likewise the Degtyaryov Plant will assist the Z111 Factory in setting up a production line for the A-762 Assault Rifle within Vietnam. A Transfer-of-Technology for the A-762 Assault Rifle will cost $25,000,000 and the requested tooling equipment can be provided for $5,000,000. All of this comes with Russian technical support for Z111 Factory built into the price. So in total you are looking at $280,000,000 for the ToT's for the RPG-27 and A-762 Assault Rifle and the necessary tooling equipment. How does that price sound to you?

It would be unreasonable for us at this time to do such an over reach into Laos for a border confrontation. We have made two separate funding transfers for the RPG-27 and A-762 as well as the tooling to make both. In the past when we have aquired DPRs and even in some cases rights to equipment we have struggled with production due to a lack of tooling. In the past back during what the Americans called the Cold War Russia assisted other nations in the creation of tooling. But some nations were able to make their own high quality tooling. I look forward to hearing how this is implemented at the Z111 factory, and I believe with these and the proper tooling they can pick up pace rather nicely. But there is the matter of the other equipment you recommended for the Dac Cong. What is the pricing for that equipment?

I think a joint exercise between your Spetsnaz and our Dac Cong would be a wonderful idea.

I believe a ceremony with both our veterans and your veterans would work very well. I believe the majority of your Veterans came here in the form of anti aircraft crews and experts. Of course, there were others there without a doubt, and I believe that they had a great deal involved with our Dac Cong as well as the hunting down of macv sog. I wouldn't want to endanger anyone however and believe we should be careful in who comes to the ceremony publicly of course. The Americans after all tend to have a long memory when it comes to their major enemies. American tourists after all find it very hard to understand why we do not hate them for what they did in the past. Very good, I am glad that we paid attention to their recommendations as we have made the transfer of funds for the two proposals. The screen ships and submarines are a much needed addition to our navy and will make deployments of fleet assets more secure. Also, speaking of having the best air force in our area we are interested in the MiG-31 series of aircraft. Specifically the MiG-31BSM, MiG-31BM, and MiG-31K. Also another matter came to my attention recently, one that we should of thought of sooner. There are many places and areas in our area where doing a para drop is not ideal. Deep forests, heavy vegetation, and terrain like that. We would require a device that can clear a landing zone quickly and not in a permanent manner like chemicals would. We believe the use of the Aviation Thermobaric Bomb of Increased Power (ATBIP) can be used in a manner similar to the American BLU-82B/C-130.
