Minister of Arts and Culture Ihor Kalynets would contact the Prime Minister of Japan's office via a private and encrypted phoneline. He would be sure to take the time difference between Ukraine and Japan into account when calling so as to avoid waking the Minister or interrupting a meal. He would explain to any secretary or phone screener that his call concerned the Olympics.

The Chief Cabinet Secretary would pick up the phone.

"Moshi Moshi? Anata wa dare desu ka?"

Minister Kalynets paused. "I apologize, I'm not sure I have the correct number." He would then hang up the phone, incredibly confused. Since the Japanese could not be reached, or would not cooperate, he would have no choice but to contact the International Olympic Committee.
