A completely randomised draw of the hat would determine which countries are in which groups for the purposes of the preliminary round. The results would be:

Group A:Group B:

Vietnam
Serbia
Spain
France

Sweden
Canada
Liechtenstein
The Netherlands

Based on that, a completely randomised schedule would be created for the preliminary rounds to allow each team to verse each other team in their group. There would be a total of 6 days with a game from each Group played, the semifinals would be played by the top two teams in each group on the 7th day with the final and third place round on the 8th day.

Group A:
Day:Team 1:Team 2:Venue:

Day 1

Spain

France

Colisée Pepsi, Quebec City

Day 2

Serbia

Vietnam

Colisée Pepsi, Quebec City

Day 3

Spain

Vietnam

Colisée Pepsi, Quebec City

Day 4

Serbia

France

Colisée Pepsi, Quebec City

Day 5

Vietnam

Colisée Pepsi, Quebec City

Day 6

Group B:

With the allocation of groups and the schedule, the teams would be formally invited to make their way to Canada, specifically to Quebec City if in Group A or Halifax for Group B. Security arrangements would begin being prepared.

Security arrangements would begin to be prepared, with the competition being spread across Quebec City and Halifax there would be distinctive areas of operations. The Service de police de la Ville de Quebec would be in charge of security operations in and around the Colisee Pepsi arena located in the Lairet area of Quebec and the Halifax Regional Police would be in charge of security operations in and around the Scotiabank Centre located in the heart of Downtown Halifax. Those police would provide primary frontline duties such as foot patrols and vehicle patrols around the stadium, including scanning bags and operating metal detectors. They would also generally remain vigilant for suspicious activity and checking numerous spots for the possibility of devices being planted (bins, etc). Concrete barriers and bollards would also be put in place around stadium entrances and open areas to mitigate vehicle attacks. The Service de protection contre les incendies de Quebec and Halifax Regional Fire and Emergency would also be on standby with a few units to provide the arenas with firefighters and paramedics.

The secondary line of duty would be provided by the Surete du Quebec in Quebec City and the Royal Canadian Mounted Police in Halifax, being their respective provincial police forces. They would provide each arena with counter-terrorism officers and other specialised abilities such as air and water support on standby along with general intelligence collection about possible attacks.

The Swedish Ice Hockey Association book an exclusive flight from Stockholm Arlanda Airport (ARN) to Newark Liberty International Airport (EWR) flown by Scandinavian Airlines, on-board is the Sweden Ice Hockey team as applied alongside numerous media crews, association representatives, family members and friends all of which will fly together in the Airbus A330. Equipment, uniform kits and personal effects are also on-board for the duration of the flight - no security personnel are present. Upon arrival at Newark Liberty International Airport the congregation will board a connecting flight to Halifax Stanfield International Airport on-board a Units Airlines Embraer RJ-175. With the expectation of high media attention as a result of the International Ice Hockey Federation World Championships publishing and a huge number of international teams flooding into Canada the players are all dressed in branded tracksuits upon arrival.

The Spanish men's national ice hockey team would depart Madrid-Barajas Adolfo Suárez Airport (MAD) as they head towards Québec City Jean Lesage International Airport (YQB) aboard a flight belonging to Evelop in their Airbus A330-300 and would be joined by coaching staff, representatives from the Spanish Ice Sports Federation and even the Minister of Culture and Sport, Maxim Huerta was travelling on board to watch the games in Canada. All equipment and kits would be in the hold alongside the personal suitcases of those in attendance.

On a second aircraft, that being an Airbus A350-900 chartered from Evelop Airlines would be family, friends, media crews and senior delegates from companies sponsoring the Spanish team who had been invited by the Spanish Ice Sports Federation. Fans would have to book packages through the Spanish Ice Sports Federation if they wanted to travel to watch the games. Ice Hockey in Spain was not a popular sport and the Spanish Ice Sports Federation has currently sold 853 travel packages which fans would also travel to Canada to watch the Spanish national team.

The Canadian Ice Hockey team would be spread across the country in their respective towns and cities. Air Canada, the official sponsor of the championships would provide seats on Air Canada flights across the country for the team to get to Halifax. Air Canada flies to Halifax Stanfield International Airport from Toronto, Montreal, Ottawa, St. John's and Calgary along with smaller maritime cities such as Charlottetown, Saint John and Moncton. Players who lived in other cities would connect through mainly Toronto or Montreal, particularly those living all the way in Vancouver. There wouldn't be any players who required more than one connection as Toronto, Montreal and Calgary would cover most of those connecting flights. Air Canada would also paint a Boeing 777-300ER and Boeing 787-9 in livery with the slogan "Go Canada Go!" on the side.

Arrangements would be made for accomodation for the players as they begin arriving to Quebec City and Halifax. For the teams playing in Quebec City the Canadian Government would pay for rooms in the Château Frontenac, the most iconic building in Quebec. For the players staying in Halifax they would be put up in the Lord Nelson Hotel, one of the two grand hotels in Halifax. The players would be asked to be respectful while staying in the hotels, being representatives of their countries. Local Police would also provide a low-level of security, about 5 officers stationed at each building overnight patrolling the lobbies and floors where players were staying.

The Vietnamese Team would depart, after an extensive training program in Saigon, to Canada to perform in their tournament. Chartered on board a repainted Airbus A380, the team would fly directly out of Vietnam to Canada.

French Men’s National Ice Hockey team and their coach Dave Henderson along with French few sponsors, journalists and other family members, French Ice Hockey association members with equipment, uniform kits would fly together by Boeing 787-9 Dreamliner aircraft of Air France. The plane would depart from Charles De Gaulle International Airport, Paris (CDG) towards Québec City Jean Lesage International Airport (YQB). All equipment and kits for French Ice Hockey team would be in the hold alongside the personal suitcases of those in attendance. It would take them to reach Québec City within 7 hours 55 min.

The Spanish men's national ice hockey team would enjoy their stay at the Château Frontenac hotel in Quebec City, the team would undergo extensive preparations as they trained each day at the Centre Bionest de Shawinigan which had been hired out by the Spanish Ice Sports Federation, it was just under a two hour drive from their hotel in Quebec City to the arena and had hired coaches from a local company to transport the team, coaching staff and the needed training equipment which they bought with them from Spain.
