I would like to introduce myself to you. My name is Charles Taylor and I am the first President of the African Republic. Our country recently went through a civil war, however the African Patriotic movement came out on top.

It is time to rebuild the African Republic. I have the utmost respect for you and your government. I am extremely interested in forming diplomatic relations. In addition to that, the Defense Minister and I are equally interested in seeking defense products from Russia.

I am most interested in the outcome of the situation in Liberia and will be watching the situation in your nation with the utmost interest. We would like to pursue diplomatic relations as well with the reafirment of embassies and diplomatic missions. As for your request for military equipment we can go more in depth in person or if you were to contact our Minister of Defence. However, what are you interested in? I've heard some things in regards to the reestablishment of our armored trains like the BP-1 Armored trains and BTL-1 armored trains with the attached tanks and armored personnel carriers. We also reactivated the MBV-2 Mod. 1948.

But maybe you are interested in airforce?

I am sure all of this and more can me made available at discount, in exchange for a military base. One possibly on a 99 year lease.

Thank you for your swift response. I am overwhelmed with joy with your response. We would definitely want to establish diplomatic relations.

I feel that due to the nature of conversation it would indeed be best to meet in person. I can depart for Moscow at the earliest convenience. I could use a vacation! I doubt you have heard but we recently have been seeking foreign contractors to help with the design and construction of a square in the capital city of Monrovia, much like the Red Square in Moscow. So far we have had one very impressive Scandinavian company respond. Is this anything you would be interested in pursuing as well? As for the armored trains you mentioned, that indeed sounds amazing. But I would want to talk more in depth about them, their capabilities and uses in person.

I am on my way to Moscow. I should arrive by tomorrow night. For the square, as of right now we dont have exact details. I have attached a document that may be useful.

The African Republic of Liberia would be informed to have their flight land at Kubinka air base as it was a secure location where the 370th Special Purpose Detachment would pick them up and escort them.

The 370th Special Purpose Detachment would wear VSR 93 Uniforms with Sphera helmets, 6B5-15 Vest (with inserts), and meshok packs. Each was given a breakfast ration, lunch ration, and dinner ration. Ten each would load into a GAZ-3934 "Siam" and of those ten four were equipped with AK-74M assault rifles with ten thirty round magazines. One was given a Dragunov SVD with five ten round magazines and a Makarov pistol with two 8 round magazines. One was given a PK machine gun with two 100 round boxes. One was given a OTs-14 Groza with 10 thirty round magazines and a RPO-A Shmel. One was given a OTs-14 Groza with 10 thirty round magazines. Two were given AK-74M assault rifles with 10 thirty round magazines and a GP-34 grenade launcher with two frag grenades and two tear gas grenades. They also all had shooting earmuffs/earplugs and two canteens of water.

Leaving in a convoy fashion with four car lengths between them they would Get on P22/Е119 from Тамбовская Окружная дор and follow that for 22.9 km before Continueing on P22 and then Taking М-4 to ш. Наро - Фоминское in Кубинка and continue that for 504 km. Then after getting onto Take ш. Можайское/А100 and following it for 8.2 km they would arrive at Kubinka air base and take a brief break as well as refueling their almost empty vehicles which have an endurance of 700 km.

Four GAZ-3934 "Siam" with forty men would stay behind for the pick up while the rest would leave to establish the route.

By now the plane would have entered Russian airspace and the pilot would follow the directions to land at Kubinka Airbase. Upon landing, Charles Taylor and Alexander Weah would exit the plane and head to the tarmac. They would both be excited as this was their first trip together abroad.

They would meet the Special Detachment and follow their lead to the next destination. Charles Taylor would be impressed by his reception. The two would look forward to what happens next.

They were greeted by Spetsnaz at either side with one officer standing at the bottom."Welcome to Russia! I appreciate the arrangements you have made for us." The President would be very impressed by the Spetsnaz, he would whisper to the Defense Minister "We're in he right place for Military improvements.

They would get into the GAZ trucks and get comfortable for their ride to the Ministry of Defence. The President would privately text the foreign minister that he has arrived.

He would sit next to them, and the convoy would be along its way through the previously established route. However, Lieutenant Colonel Krutikov Petr Valeryevich noticed something odd."Ah, is that one of those cell phones? A couple of years ago they installed some cell towers in Moscow. I don't think you will get a signal until we reach the city limits. Also, are you typing a message on it?" he asked curious as he looked at the Nokia 1610 Plus, the first phone capable of texting in such a way in 1996.
