President Yeltsein smiled when offered a drink and said "Vodka on ice please! Brand doesn't matter, I'm sure whatever Vodka is served in the Casa Rosada is good enough for me. Just make sure the waiter keeps them coming.". The President winked at his Argentine counterpart and then reclined, as he began to think of where to begin this meeting of great importance and significance between the President of the Argentine Republic and the President of the Russian Federation.

Deciding he would start the meeting on the topic which had been dominating Russian political discussion in recent days, President Yeltsein said "Why don't we discuss arms sales and cooperation first? As this has been the hot topic of the week, with the Russian Federation making major arms deals on several continents in recent days and it seems we have another major arms deal in the works north of the border in Brazil as well. While we would also like to discuss technical cooperation, as we have a number of projects being discussed which we feel may be of interest to the Argentine Republic.".

Minutes later a waiter would knock on the door and after getting permisson enter and serve the indicated drink to the leader of the Russian Federation. The argentine president would thank and dismiss him.

"Let's start there then. Firstly, i'm glad to hear that you are getting alone and even signing arms deals with Brazil. As you surely know, the Federative Republic of Brazil is our main regional ally and a strategic friend globally. We have multiple deals going on, including a mutual defense agreement.

But back to the military sales. Our Armed Forces rely heavily on russian made equipment, specially the Navy and Air Force. They are made up mostly out of russian hardware. Couple of years age we even made a deal with a previous russian government who sold us the technical manuals to carry out major maintenance duties of that equipment here in Argentina.

At the moment we are very interested ine xpanding our quantities of certain units. We would like to add two new Gorshkov-Class Frigate Squadrons, each operating 4 of these ships for a total of 8. Each of it would have a Ka-27 helicoptar on board. Also, we would like two establish three new combat groups to be based in the Mediterranean sea operating a total of 18 Karakurt-Class Corvettes. Also, to provide air coverage, we would like to acquire two S-400 batteries. All this also supported by by some Tupolev Tu-22M3M's, some 18 of them."

This would be only the first batch, as in the near future we would be expanding our purchases."

The President spoke freely, knowing that they were in the privacy of his personal office.

President Yeltsein thanked the waiter for bringing him a glass of vodka on the rocks and then immediately proceeded to empty the glass of any trace of Vodka. The President of the Russian Federation then motioned for another Vodka on the rocks to be brought to him.

As this was occurring, President Yeltsein was listening to his Argentine counterpart speak with great interest, even though the Russian President was still somewhat "Tipsy" from a night of heavy drinking the day before.

Once President Herraro was finished speaking, the Russian President said "Though I'm not at liberty to go into great detail about President Putin's negotiations with President Romero, as the Brazilians have not given us the authority to speak on the negotiations, I will say that if the initial deal that's been put forward is signed, Brazil will be GREATLY strengthened in terms of defense. Therefore Argentina will also be strengthened greatly, as your Brazilian allies are on the cusp of gaining significant power-projection capabilities.

Needless to say I am very happy to see that an axis of friendship has developed between Argentina, Brazil, and Russia. The Russian Federation is also quite friendly with the Vietnamese and Taiwanese, where does Argentine relations stand with these two Asian powerhouses?

Yes I've been made aware that the Argentine Armed Forces have been major customers of the Russian military industrial complex for going nearly a decade and let me assure you that the Kremlin strongly desires to maintain this arrangement with Argentina, by providing the Argentine Armed Forces with state-of-the-art weapons systems at affordable prices. So I'm very happy one of the previous Russian governments provided the Argentine armed forces with the technical manuals to conduct major maintenance/overhaul work here in Argentina and should the Argentine Armed Forces desire any additional technical manuals, please let me know and we can negotiate a deal regarding the sale of those manuals and any other necessary technical equipment for maintenance to be carried out within Argentina.

"We have a long standing commercial relation with Vietnam. Long ago, before the marxist and radical-left minded groups took power there, we had a political alliance together with other nations, in which Russia was briefly part. That organization was commonly known as the Hainan Concordant, and for a brief moment, it managed to rival even ISAF. But due to political diferences failed to prosper, and eventually our political relation with Vietnam went cold.

However, since the political landscape seemed to be shifting again in the asian country, it seems that we begin to have again more in common with Hanoi. Time will tell if we can make the step from commercial partners to political allies.

As for Taiwan, well, until the recent deal they stroke with China we didn't recognized them as a sovereign nation, therefore our links were limited to commerce and trade. Since the recognition, we have begun to establish certain degree of political talks, but they are still incipient.

Regarding your proposal for the sale of equipment, we plainly accept it. And instead of the near 9bn you are requesting, we will transfer $10,000,000,000.00 as a financial aid in order to help your economy get up and running. Transfer will be made immediatly."

The president would sign some executive orders and make an aide come get them.

President Yeltsein finished another glass of vodka and without hesitation the Russian President called the Argentine waiter over for another glass of vodka on the rocks. President Yeltsein was in a rather jovial mood as he met with his Argentine counterpart, whom the Russian President already liked a great deal. Perhaps it was the beautiful weather in Buenos Aires and the meeting with President Herraro trending in a positive direction, but the gloomy, highly irritable, and seriously stressed attitude that had hung like a cloud over President Yeltsein had seemed to lift somewhat during his meeting with President Herraro.

Smiling widely, the 6ft2, well over 260 lb, President Yeltsein, took President Herraro's hand and shook it emphatically. The Russian President saying "Bless you my friend..... Bless you... On behalf of the Russian people, thank you for your amazing gift of financial aid to the Russian Federation. Russia is a very unique country, unlike any other nation in the world, for a multitude of reasons, the most obvious being the sheer size and scale of Russia. Russia has a great many advantages, a GREAT many, however due to the failures of past Russian administrations, culminating in the recent collapse of the Neo-Soviet Union, the size of the Russian Federation has become a temporary weakness. Our government has to spend vast sums of money to rebuild the nations many institutions, such as the armed forces, the security forces, and many other critical government institutions. Most of these institutions quite literally need to be rebuilt from the ground up, which is a very long and expensive process, as we have to invest vast sums of money and time into the training of personnel, never mind equipping our personnel. All the while we are having to ensure the sovereignty and interests of the largest nation in the world. It is a daunting task to say the least and though it may not seem like much, the financial aid that you and the Argentine people have bestowed upon the Russian people means a great deal, especially to me personally. So know I will always be incredibly grateful to you and the Argentine people for your kindness and support, during this time of transition for the Russian Federation.".

President Yeltsein took a long sip of vodka and then continued speaking, saying "I was unaware of the Hainan Concordant and your nations testy relations with Vietnam in the past. It would seem that it is not only the Russian Federation that's emerging from a period of chaos, but rather it's much of the world that's emerging from this chaotic period that you've described. I think that we could be at the dawn of a new era and a new world order, well let me assure you that the Russian Federation wishes to be a bright mourning star, heralding a new path forward for the world and all of humanity.".

President Yeltsein chuckled and said "I apologize... My wife calls me something of a dreamer and I suppose I am. Nevertheless I'm glad to hear that you've begun finding that Hanoi and Buenos Aires share some common interests, as Vietnam is a major commercial partner and potentially a strong military partner of the Russian Federation. While I also believe Vietnam is a crucial cog within your South-South Agenda and good relations between Buenos Aires and Hanoi only strengthen your initiative regarding the Southern Hemisphere.

As they've been mentioned, what is the current Argentine view of ISAF?

As I'm sure you're well aware, the Russian Federation has traditionally been closely aligned with the PRC in nearly all things. Due to that, the Russian Federation did not have diplomatic, much less military relations with the ROC. However the recent deal between the PRC and ROC, has allowed for the Russian Federation to engage in the fruitful blooming of an early friendship with the Republic of Taiwan, as we enjoy full diplomatic relations with one another, engage in significant bilateral trade with one another, sales of Russian military hardware to Taiwan have taken place, and we are even discussing maritime security cooperation, to ensure the safety of our nations merchant vessels, as they travel between Russian and Taiwanese ports. So while our relationship with Taiwan is very good, the Russian Federation is somewhat disheartened that it appears that the PRC and Russian Federation no longer enjoy the same closeness that we once did for some unknown reason. Though I hope this can change soon, as we have yet to have any dialogue with the PRC since our administration came to power.

Rosobonexport has processed your order and your equipment is currently all under production and shall be delivered very soon. Once again I can not begin to thank you enough for the financial aid that the Argentine Government and people have provided to the Russian Federation and the Russian people, who shall always remember this kind gesture of friendship. Rosobonexport is very happy at the speed at which this deal was closed and all of us eagerly await doing business with Argentina and the Argentine Armed Forces in the very near future!

With the Russian Federation needing to rapidly rebuild its many large governmental institutions from scratch quite rapidly and the Russian economy something of a rollercoaster lately, I would like the Russian Federation to apply for a small loan from the Central Bank of Argentina. The Central Bank of the Russian Federation is seeking a loan of $15,000,000,000, in order to ensure that the funds required to rebuild the nations institutions, infrastructure, and meet all of our budgetary obligations, are in place and they can all be met simultaneously. Would the Central Bank of the Argentine Republic have an interest in issuing such a loan to the Central Bank of the Russian Federation?

"Argentina and ISAF had always a rocky relationship. More than once we were at the brink of an open war, with massive fleets from ISAF nations crossing the South Atlantic ocean, just few hundred km away from our coasts, specially relating to the Malvinas conflict. But ever since ISAF began to loose some of its major players due to governmental changes in its member countries tension has decreased. ISAF no longer has the capabilities it once had and truth is that only the US and the UK can project their power beyond their own court. besides from that, my nations own military reached a point were it could be considered a strong contestant for any other nation. With that said, we continue to criticize their sometimes interventionistic and world-police policy, which is now less obvious. We mantain cordial relation with the UK at the moment and have a good channel of communication with the Netherlands. The US is still a little bit further away.

China is indeed an important nation, but at the moment Vietnam is still the major power in Asia. With India out of th game for the moment, I would see it very wise to foster your relations with Hanoi and to set up an strategic alliance that would help bring security to your long borders.

As for the credit, of course we are willing to lend you a hand. We will have to sign one of the standard contracts the Central Bank issues, however, I'll talk to the Director in order to reduce the interest rate, considering the political context of this partnership.

And for the Rostec proposal, please, call him in, I'll do the same with the resident representative of ArgenDef here at the Casa Rosada."

The Russian President nodded and said "So it would seem that ISAF is an organization that's in transition at the moment according to your assessment? What nations have recently left ISAF? I'm glad to know that war between the Argentine Republic and ISAF over the Malvinas was averted, as the cost of such a conflict would be enormous to both sides. The age of simply sailing a huge fleet a few hundred km's off an enemies coastline and winning hostilities through the power of ones fleet are over, as anti-ship missiles have become so advanced, that an entire fleet can be savaged by coastal defense batteries disguised as shipping containers. While I similarly have no doubt that ISAF's fleet would have done significant damage to Argentina and set your nations development back many years.

So I thank God that a cordial relationship now exists between Argentina, the UK, and the Netherlands. The Russian Federation believes that the UK and the Netherlands are both reasonable and responsible nations, whom we certainly desire cordial relations with as well. Once the Prime Minister and I are finished with our tour of Latin America, we hope to tour Europe and meet with the leadership of several European nations.

The United States of America seems quite distant and isolated, which given the massive size and scale of their armed forces is somewhat unnerving to the Russian Federation. We have no idea what their intentions are, due to their lack of diplomatic outreach, and if they tend to act like a "World Policeman" as you've said, the Russian Federation believes that this could be quite dangerous. While the Russian Federation desires cordial relations with the United Stated of America, we can't accept another nation acting as a bully, or unilaterally deciding the international order. Not that I'm saying America does this, as I do not have enough information. Perhaps you could tell me a bit more about their behavior?

The Russian Federation feels a bit of unease with the PRC, due to their lack of diplomatic outreach, at least concerning Russia. With the Russian Federation and the PRC having enjoyed such close ties in the past, their silence is somewhat unnerving for the Kremlin. Though it could very likely be nothing. I've instructed the Ministry of Foreign Affairs to reach out to our Chinese colleagues very soon, so all shall be revealed one way or another. Nevertheless as you've said Vietnam remains the dominate power within Asia and with the Russian Federation fast moving towards a strategic partnership with Hanoi, the Russian Federations overall geopolitical and security outlook within the Far East is quite positive, despite the state of our governments institutions during this transitional phase for Russia.

Thank you very much for all your help in assisting the Russian Federation in securing the requested $15,000,000,000 loan from the Central Bank of the Argentine Republic. I also can't properly express my deep gratitude to you and the Director of the Central Bank of the Argentine Republic, for issuing the requested loan at a discounted 10% interest rate. "The United States we know of, under the current administration at least, tends to be rather reluctanct to engage in intensive diplomatic exchanges, as you well pointed out. But, in what military interventions refer, its quite the opposite. We could identify them as rather "trigger happy" in the form of immediatly dispatching a complete task force to any point of the planet they seem to identify a conflict arising. It almost seems as they look actively for it.

We received a call from its Department of State few months ago, where they expressed an interest in establishing a line of communication with my administration, but such thing did not prosper in the end due to lack of interest from both sides to further pursue the issue.

There is nothing to thank! Argentina always looks to help its friends and allies, and Russia is one of them. We sincerely hope this is just the first example of a line of mutual favors we can do each other to mutually boost our positions.

As for commerce, while we wait, Argentina would be very interested in setting up multiple trade routes to russian ports in order to export national products and commodities. For example Lihitum, Fossil Fuels, Meat, Grain and Vehicles. In return we would obviously open our doors to russian products your nation would like to export."

A superpower that's armed to the teeth and doesn't understand that the mark of a great power is knowing when to use force, when to use subterfuge, and when to use diplomacy. Unfortunately it seems that the Russian Federation must keep an eye on the United States.".

President Yeltsein then smiled as the topic changed and said "It is President Herraro, if the Russian Federation can do anything to help the Argentine Republic, you need only ask. From this point onwards, consider the Argentine Republic and the Russian Federation strategic partners in all matters.

When it comes to trade, the Russian Federation is obviously one of the worlds largest exporters of mineral fuels and cereals, however we would love to import Argentine lithium, Argentina's world renown quality meats, and Argentine vehicles into the Russian Federation. Argentine exports to Russia shall enter Russia via our major Black Sea port, Novorossiysk Sea Port. I believe that we should start with bi-weekly deliveries and depending on demand, increase the frequency if necessary. While the main exports of the Russian Federation are mineral fuels, steel, precious metals, copper, and cereals. All of which we would be happy to export to Argentina via Novorossiysk Sea Port.".

Even though we can provide guarantees from our bae in Alexandria, how is your relation with the Ottoman Empire?

Murmansk Shipping Company will be the Russian firm handling Russian exports of precious metals, steel, and copper to Argentina. I'll inform Murmansk Shipping Company that all Russian exports to Argentina should enter via the Port of Buenos Aires.".

President Yeltsein took a drink of vodka and said "Unfortunately due to the extremely harsh winter weather this year, our Baltic and Arctic ports are inaccessible to merchant vessels that haven't been specially designed to handle significant amounts of ice. The ice is so thick that an escort from one of our nuclear-powered icebreakers isn't enough to guarantee the safe passage of merchant vessels that aren't designed to operate in severe arctic conditions. This has led to a temporary over-dependence on Novorossiysk Sea Port, which as you've quite rightly pointed out, requires merchant vessels to navigate the Dardanelles Strait in order to reach Novorossiysk.

This is an obvious vulnerability and the Russian Navy has begun heavily investing in the dramatic expansion of our Black Sea Fleet, in order to ensure that our trade route through the Dardanelles Strait remain open. In the meantime I would like to thank you for the guarentee you've provided us, as access to the Black Sea is absolutely vital given the ice in the Baltic and Arctic, and our recent investments into our Black Sea Fleet will take a bit of time to fully materialize. On the diplomatic front we have yet to reach out to the Ottoman Empire and our relations with the Ottomans are currently neutral, though we intend to make contact with them in the near future. How are the Ottomans in your dealings with them?

I have seen a copy of the draft on financial regulation and as soon as we appoint an Ambassador to the GA, the Russian Federation will vote in favor of your proposal. We see this regulation as necessary and once the Central Bank of the Russian Federation is on a stable footing and begins issuing loans, they wish to have the sort of protections that your proposal puts the weight of international law behind. So Russia is all in on your proposal and you can count on our full support once our Ambassador to the GA arrives.".

"Yes, I heard that the winter has been catastrophic up in the north. Should you require additional shipments of cereals to bolsters possible crop losses just tell me.

To be honest, the Ottoman Empire is one of the few nations we still have to establish a diplomatic link with, our priotities where not put on that area for the time and so we decided to begin talks with other interactors, but of course we will eventually.

Speaking of the Dardanelles, I understand that Rumania has also currently an active government. It would be interesting to hear their worldview and foreign policy and perhaps begin tri-lateral talks on shipping lanes and cooperation in the Black Sea - Eastern Mediterranean Sea area. Did your Government had any contact with them?

As for the GA, Argentina very much appreciates Russia's support on the matter, given we consider this draft to be of high importance not only to Argentina, but to international financial stability. We hope it passes

However I know this meeting is critical for the future success of the Russian Federation and my presence was absolutely necessary here in Buenos Aires. While the majority of our main agricultural regions aren't experiencing the worst of the weather, I feel we should air on the side of caution. Therefore the Russian Federation will agree to import Argentine cereals until this crisis passes and the threat to our grain production from this extreme weather ceases. Bi-Weekly imports of Argentine cereals would be perfect for now and they may enter Russia through the same port as your other exports to Russia. Thank you very much for your help during this time of crisis for the Russian Federation, Europe, and indeed the whole world.

As it would seem likely that we will be the first nation reaching out to the Ottoman Empire diplomatically, I'll have the Ministry of Foreign Affairs provide you with a report on their assessment of the Ottomans. No doubt this will prove useful to your nation, once you're ready to reach out to the Ottoman Empire.

The Russian Federation is currently forging strong ties with the Diarchy of Romania, as Romania has historically been a major part of the Russian/Soviet sphere of influence. At present we are engaged in high-level discussions with the Romanians, with the Minister of National Defence of the Diarchy of Romania and the Count of Centru, Dregător Nicusor Kogalniceaunu, meeting with Minister of Defense Sergei Shoygu in Sochi. The Ministers have already signed an arms deal which has seen Rosobonexport produce and deliver a variety of Russian made arms to the Romanian Armed Forces and a deal granting Avioane Craiova the right to domestically produce the Mikoyan Mig-29SMT Multirole Fighter for the Romanian Air Force. While some foreign policy matters have also been discussed and we are quite certain that the Diarchy of Romania shares the same aims and goals as the Russian Federation in terms of foreign policy. With that said, the Russian Federation feels that holding tri-lateral talks on shipping lanes and mutual cooperation within the Black Sea and Eastern Mediterranean Sea is an excellent idea and your Minister of Defense is welcome to travel to Sochi to begin this dialogue.

I'm told that our Ministry of Foreign Affairs has selected an Ambassador to the General Assembly and he will be arriving there shortly. Once he's acclimated to the GA, he will speak in favor of your proposal and support Argentina to the hilt when it comes to seeing said proposal passed.".

We look forward to this meeting with the romanians. We would like to share with Russia and Bucharest our experience in navla operations in order to speed up your process of reaching full operational capability. We have been actively operating in the eastern Mediterranean sea from our base in the National Territory in Alexandria, where we have a respectable naval and air force stationed at the moment. We even have plans to expand the military presence there, in order to gathe a standing point close to our new allies in asian and eastern Europe.

We would like to move on with the meeting in Sochi you mentioned, for which we would dispatch people from our Ministry of Defence, in order to get the joint exercise planning."

"Yes, we are currently following the events related to the so called "yellow vest" movements. To be honest, we do not have a formed position regarding it, as the social differences between the western european society en the argentine one do not help making a straigh parallel line between both. Our society is by no means an easy one to handle, but the problems are of a different kind, so we are not really worried about this specifically.


However, as you well mentioned, we are preoccupied about the potential impact on some of our european allies such as Russia. We understand that your nation has some secessionist issues going on in the south-western region like Chechnya, which could have the separatist groups feel empowered by this rise in european social conflict. We would advise to have intelligence assets intervene the area to prevent any rebel cell from getting too organized and rally excessive support.

As for the naval exercise, we do not have had yet the chance to maintain a fluent contact with Romania, thus we are not sure about its capacity of surviving in the long term. Anyway, we will carry forward with this exercise bilaterally with Russia, both in the Black Sea as well as in the Mediterranean.
