CONSUL-GENERAL OF AUSTRALIA TO HONG KONG AND MACAU

SECURITY CLASSIFICATION: PROTECTED (Encrypted)

3 June 2000

Dear Chief Executive of Hong Kong,

My name is Susan Boyd, I am the Consul-General of Australia for Hong Kong and Macau. Since the handover of Hong Kong from the United Kingdom to China the relationship between Australia and Hong Kong, which has historically been strong due to colonial ties, has become sour. As we are aware, Hong Kong is able to conduct its own foreign affairs under the Basic Law for Hong Kong. I would like to meet with you to discuss a potential free trade agreement between Hong Kong and Australia and to look at other areas in which we may cooperate.

Yours sincerely,
Susan Boyd.

Dear Ms. Boyd,

It would be my please and honor to arrange a meeting between ourselves to discuss a free trade agreement. It is regrettable that our relations have soured but I truly hope that we can rekindle relations between our two great nations. Would it be possible for a meeting in Australia rather than Hong Kong? The new administration is unlike previous administrations in how they conduct their affairs and we would rather discuss certain topics in a more secure location such as Sydney if that suits you. Please send my office details regarding a meeting and we can meet at your earliest connivence.

Best Regards Regards,

Tung Chee-hwa

Dear Mr. Chee-hwa,

As I am based in Hong Kong as the Consul-General for Hong Kong and Macau I am unable to meet with you in Sydney. However, Simon Crean the Minister for Trade can meet with you at the Commonwealth Parliament Offices in Sydney. Usually most government business would be conducted in Canberra but the Minister will be in Sydney and Sydney operates as a de facto second capital, with a residence for the Prime Minister and Governor-General as well as the Commonwealth Parliament Offices as Sydney offices for cabinet ministers. He looks forward to seeing you there.

Yours sincerely,
Susan Boyd.
