16 February 2000

Dear Mr. Adderton,

It's so good to see the New Zealand Government back on the scene. In a way we have been particularly lonely in this part of the world. As our closest ally and oldest friend I think it is only fitting that I propose that I visit Wellington to meet with you and discuss a range of issues, including Turkey, the South Pacific Forum, mutual defence, trade and free movement. I just want to say that we have been particularly on the forefront of protecting New Zealand citizens abroad in your absence. Recently we evacuated New Zealand citizens from Thailand following attacks by the Congo and we have also previously evacuated New Zealand citizens during Turkey's first movements against Israel. Thailand is safe to return to now bar some areas in the south with rebel activity. Things with Turkey are heating up and Saudi Arabia only recently launched an attack on Israel where our forces responded with full force. I want to warn you given your proximity to Australia that there is a possibility of retribution attacks by Turkey or Saudi Arabia in any form, but particularly we're concerned about ballistic missiles. They have both declared war on Australia and we and the United States have declared war back. I'm not sure how many New Zealand citizens have gone back to Turkey since we evacuated them at the first sign of a war but I can't say there would be much incentive for them to go back seeing as tensions have persisted since that time and have no deteriorated to this point. As you can see, there is plenty to discuss. I wish to visit Wellington at your next convenient time.

Yours sincerely,
Kim Beazley.

RE:

Dear Mr. Beazley,

I'd like to thank you for having contacted me at this time, as you may indeed know it is the traditional policy of New Zealand to pursue and encourage the fostering of good will with our Australian brothers and sisters whom we've had the pleasure of fighting side by side in the past.

It therefore is most fitting that I should have the pleasure of partaking in such discussions on the subjects of mutual defense, mutual assistance, and the freedom of movement between our nations. Naturally, I am greatly appreciative of the lengths, which Australia has gone to secure the well-being of our citizens in light of terrorism and acts of waton aggression on the part of certain actors on the world stage as of recent. I understand that hostilies have surfaced between members of the coalition and Turkey, developments of which my country is rather hesitant to invest its collective energies. Nevertheless, the presence of a foreign ordinance threat is extremely detrimental to the maintananence of peace in the region. My government seeks to establish a dialogue with Turkey and is committed to the use of international bodies in bringing about the timely resolution of the present conflict for which yourselves and the US are no doubt engaged. I'm willing to meet with you on the 25th of Feburary over Tea in Wellington at 2 pm, assuming of course that your schedule is a roomy one.

Sincerely,
Jim Adderton
Prime Minister of New Zealand

The Prime Minister and a group of staff would take off from RAAF Base Fairbairn in Canberra onboard a No. 34 Squadron Boeing 737BBJ. They would take the short 3 hour flight across the Tasman Sea to Wellington and would land at Wellington Airport. The High Commissioner of Australia to New Zealand would be waiting at the airport with a private fleet of cars from the High Commission to pick up the Prime Minister. Given the security situation with Turkey and Saudi Arabia and the threat of assassination, 10 armed plain-clothed Australian Federal Police officers would escort the Prime Minsiter while in New Zealand. The New Zealand Police would be alerted about this and asked for extra security around the two Prime Ministers. The motorcade would take the Prime Minister through Central Wellington to the High Commission which was just a couple of blocks north of the Parliament and the Beehive. The Prime Minister would meet with the High Commissioner first, discussing the agenda and organising a series of treaties and agreements to sign. Afterwards, the two would head to the Beehive to meet with the New Zealand Prime Minister.
