Furthermore, my government would like to apologise for the flagrant abuses and exploitation of the colonial era, too smooth things over and lay the foundations for harmony and friendship between our two people's. Minister,

My apologies for the late reply, your message was lost in a small mixup. The Democratic Republic of the Congo is open to the establishment of a Belgian Embassy in Kinshasa, as well as a Congolese Embassy in Brussels. We do not want an apology, nor reparations, for the actions of a previous government. Instead, we wish for promises to avoid a later incident. The plot against Patrice Lumumba, and the eventual assassination of the same man, are almost certainly the actions of American and Belgian government officials. The failed dictatorship of Zaire, under Mobutu, is also an act of these officials. We desire justice for these neo-colonialist plots, any confidential or classified information on these plots made public, and a sign of goodwill from the country in the shape of public recognition and the complete legitimization of the current government in Kinshasa.

Following this, we are open to discussions on trade, non-aggression, and other bilateral relations.

Rest assured, there is no need to apologize.

My government is grateful to hear of your openess with respect to the establishment of diplomatic bilateral relations between our two country's and shall arrange for the departure of a new ambassador to reside in Kinshasa while making the providing for the accomodation of your own diplomatic official in particular your ambassador to Brussels.

We understand, that these incidents were in the grand scheme of things extremely problematic and therefore detrimental to the natural progression and exchange of ideas between ourselves and the many communities in the Congo. With this in mind, I will contact my government and bring to attention the requests presented be for me on matters relating to justice for victims of colonialism.

Once the documentation is released and the officials responsible will be brought to the high court

Minister,

The National Assembly of Belgium has just enacted legislation concerning the status of the country's neutrality and open border's policy. In light of sections 3 and 4 of The Neutrality and Border Policy Act 1996, Conglolese citizens shall no longer require a travel visa or a passport to enter Belgium.

On another note, my government would like to express its interest in participating in the foreign teaching inititative be it through means of funding the establishment of a new school or deploying peacekeepers to ensure the safety of all in their respective learning environment.

At the end of the day, we as Belgians must realize that a strong, confident, and secure Congolese state is essential in helping the third world stand on its own two feet and it is policies like these that ought to be commonplace.

Minister, I have been tasked by my government to notify you and the government of The Democratic Republic of Congo of the passage of measures designed to enable the declassification of documents relating to state operations in the Congo prior to independence as well as after independence in particular the infamous role Belgians played in assassinating Patrice Lamumba. We trust that this information could be used to bring the perpatrators to justice and for historical purposes.
