After being identified and transferred, the call was routed to Koichi Kato 加藤 紘一, Deputy Minister of Foreign Affairs. "Greetings, this is Deputy Minister Kato. We apologize for the delay. How may we help you?"

"Hello, this is Cedric Van Houten, Belgian secretary of Asiatic-Oceanic Affairs, the delay is fine. I would like to discuss the nature of our diplomatic relations and how we could best improve them."
