Sitting in his newly remodeled study, chomping on a high lit Cohiba, sifting through papers and generally growing frustrated looking for things, Brazilian President Victor Romero decides to call his Friend President Herrero of Argentina.

The Brazilian Cyber Team encrypts the call and when he is told it s safe to pick up, he jabs a finger at the button designated for Argentina.


"Hello, this is President Romero. May I please speak with President Herrero? I will hold."

"Correct again, Mr. President. The Admiral's on the ground will take care of the day to day operations and report back. The group of islands they are using as part of the exercise are the Saint Peter and Saint Paul Archipelago. We would like to propose a base there. A joint base. It sits 1000km directly Northeast of Natal. We would like the base to be able to accommodate, 1 carrier, 20 warships and 3 subs. We propose building a 2500m runway and enough hangars for for 24 combat jets and 10 helicopters. We also wish to have a wing of at least 12 bombers on site as well, especially our Xian-H6 bombers.

We are planning to put a Battalion of 1000 marines on the island group as well as well as a Club M Coastal Battery, radar Station and SAM Battery, possibly the Pantsir 2 we already employ.

I would be open to any suggestions, and would hope you would be willing to contribute some of your formidable airpower on the island as a "Mid-Atlantic Quick Reaction Squadron."

"We are very interested in the strategic potential of this Atlantic base, mostly because of the importance of monitoring maritime and aerial traffic coming and going to and from what we consider our "mare nostrum", the South Atlantic. The extra-continental powers holding colonies there are always a concern for us.

This airbase would be perfect for stationing Anti-Shipping and Maritime Patrol Aircraft."

"I think we can even go one step further and think about possibly building artificial islands. A string of three or four throughout the Atlantic. My Army Corps of engineers as well as the private sector investigating where, when and how much a potential string of islands may cost. perhaps you can do the same and call me back when you have some information or ideas?"

"That is indeed an idea we mentioned more than once within our Government. Multiple defense specialists and analysts suggested the idea of creating advanced monitoring and resupply stations in the atlantic oceans to help counter the potential threat of foreign powers operating there without the proper surveillance of the argentine navy.

I will try to speak with the proper specialists and see if we can come up with a better idea for potential islands and even an approximate cost"

The largest Belmonte is not large enough to accommodate a 3500 meter runway for hangars for jets. Belmonte island is roughly 5.3 meters square. I suggest we build an artificial runway on the western side of the island. Using the space we have on Belmonte Island we can store anywhere from 75 -100 hangars for fighters and or bombers. As well as the necessary space for radar installations, control towers, barracks for troops and pilots, trenches, SAM and Ballistic missile batteries.

Challenger Island, Nordeste Islet and Cabra island can be used as a series of ports for our North Atlantic fleet. Enough for a Carrier fleet to reside full-time in. Enough for a sub base.

"I think the international situation has now improved, and economically speaking we could move on with the construction of this naval base. Argentina will provide one of our secret developments, the Petrel Long Range Maritime Radar. This strategic OTH radar has the capacity to detect and track ships at a distance of up to 3,000nm. Locating it at this point would neable us to monitor almost all maritime traffic crossing the Atlantic Ocean from north to south and viceversa.

Modern warfare doctrine includes aerial and ballistic strikes as one of the most frequent maneuvers before any other land or naval strike. We should take this into account at the moment of fortifying the islands."

"Yes, of course, We will be able to provide 1 Arrow 3 ballistic missile system. The Arrow 3 can fire 6 missiles that have a range of up to 2,400 km. They can be reloaded within an hour. We will also provide a battery of 5 BUK3 SAM's which have a range of 70km and can engage air sea and land targets. We will need to acquire some Surface to ship missile defenses as well, but remember this will be a naval port as well, so we will have ships that can combat enemy ships.

But I do believe at this point we need to talk overall construction at this point and how it should or can be accomplished. The 5 islets have a combined emerged area of about 11,500 square meters, or about one and a half football pitches, it is not a lot, but we hear the Chinese are doing the same and they are just starting with coral reefs.

Will will need to dredge all of the areas surrounding the 5 islets first and then using dredgers we can, using the sand from the islets seabed, place sand on the existing rocky islets, and then place thick layer of rocks are on that. Finally, a thick layer of cement is added to the first two layers. Once this is completed we can then flatten out the entire island we have just completed and continue to expand on it.

The small size if the archipelago is to our advantage as it should not take long time to fill in the gaps between each of the islets, once they are dredged.

The longest part will be to dredge and fill the cove between all of the main islets. But time is on our side.

WIll it have some kind of environmental impact? Do we have some local fauna or flora we should we aware of, in case environmentalist groups hear of this plan? We estimate the cost of the project to be 5 billion dollars. We believe the project can be completed in a year's time, given that we already working with 15,000 m2 of land to which we can build on. Thankfully, flora or fauna or nearly absent from the islands. The islets are mainly rocks, however they are mostly barren, except for some sea algae and fungi that can tolerate the salt spray. The only animals are seabirds. Brazilian fisherman fish the islets for tuna, my government will just have to come to an agreement and compensate them.

I believe the cost is worth the potential of the base. As you said we will be able to monitor the entire Atlantic ocean from here. With the proposed airbase it will be like a permanent aircarft carrier and a heavily defended one. With the naval we will be able to launch any naval or relief operations almost anywhere in the world, from Africa to Europe.

"I believe the base, though stationed in Brazilian waters, will absolutely be a joint Argentine/Brazilian Base. We believe this to be a truly be a collaboration between two friends. We are completely ready to share all resources with you. We envision a base with up to 75 fighters and bombers, a helicopter wing, and a UAV wing. The make up of those is entirely dependent on what each country can provide. As you have heard me say before, the naval aspect of the base would make room for an entire Carrier group, plus a small sub base. We would also like to garrison at a 1000 Marines on the base. The main point is that we can balance each other.

I believe one thing Argentina could provide would be a battery of four DF-21 missile systems. Yes, it would pull a battery from Argentina, but given the location, this would actually extend Argentina's footprint. We should also acquire a battery of 4 or 5 S-300 or S-400 SAM's. We have been working the SEUOSS about acquiring S-400's from them.

As far as Columbia, yes, we did receive an unencrypted message from them. We have responded with an encrypted phone call.

A few months ago you told me Brazil would be able to procure a loan of 10 billion dollars to assist with a military purchase that will increase the capabilities of both of our countries.

France is currently producing 100 Rafaele Dassault M's that we can employ on the two air craft carriers we are going to refurbish with your assistance and arms industry."

"The loan offer still stands. If my memory is right, it had a repayment clause with a delay of 6 months and then they were monthly installments right? Do you remember of how much each month? That is for us to redact the contract so that we can sign and transfer the money asap.

The Rafale is a very fine and modern aircraft, which will significantly improve your combat capabilities."
