To: Foreign Ministry of the High Kingdom of France From: Minister John Manley To Whom it may concern, I hope this message reaches you well, my name is John Manley, the Minister of Global Affairs for Canada. It is my pleasure to be the one to reach out to you and open diplomatic dialogue between my nation and the High Kingdom of France. The policy of the re-elected Canadian government is to reach out globally and form friendships and connections with the nations of the Earth. It is our belief that Canada and France have the potential of forming a very close relationship. It was France that first colonized what would become New France and Canada. We served together in both World Wars, Charles de Gaulle himself re-entered France via the Canadian captured beach from the Nazis. However, while I would love to begin relations with the discussion of diplomacy, trade, tourism, and perhaps even a visit from myself to France or vice-versa. I don't believe that we will be able to move forward without first discussion the continuous issue that has strained our nation's relations in the past: Quebec. Canada must make it clear that if we are ever to reach a diplomatic level of relations that France's stance on Quebec must be known and fixed. We ask that from now on no future visits are to be planned to Quebec City, Montreal, or to any Quebecois politician and that Quebec is recognized by France as Canadian territory, ideas of its sovereignty abandoned.
