Minister,
I would like to congratulate you on your appointment, and for your Governments rise to power. We look forward to see what widespread reforms and modernization process Kenya will undergo under your leadership. Africa needs active, strong and ambititous nations to make up for years of colonization and relegation.

Under these circumstances it is that President Mando Safar wishes to mantain a private call with his kenyan counterpart in order to discuss potential ways of cooperation on different matters, as well as see where Egypt can help to quicken Kenya's growth. Please, let us know when it is a good moment for said call.

Sincerely yours,

Sadiki Aswad
Minister of Foreign Affairs
Arab Republic of Egypt

"President Moi, pleasure speaking to you. Everything is fine here, just keeping an eye on the latest events in the region regarding Iraq and the presence of foreign fleets in the area. Seems Desert Storm isnt even cold yet and we have another war here..."

"Yes, it seems Saddam and the West cannot get enough of each other, soon I am sure they will be fully locked at one another's throats again, and more Western interference will come with it I am certain. It does highlight the importance of having our own regional security plan in place, my government has already began desperately reorganizing our armed forces, so that they can perform at the necessary levels to ensure regional stability. This will in turn support the growth and prosperity of Kenya and her neighbors."

"Its good to see that our Governments seem to be on the same level in relation to our foreign policies and worldviews... How is that re-equipment going? Egypt would be delighted to put our military industry to use and help to modernize the kenyan armed forces.

We would also like to discuss potential trade opportunities.

"We have ambitious reequipment and reorganization plans, a regular mechanized army of 27 Regiments, 54,000 men, as well as a standing Gendarmie, and the most modern Air Force in Sub Saharan Africa is our goal, we plan to achieve this in several steps, as well as strengthening the police and security apparatus within Kenya itself. We would be most interested in welcoming Egyptian Engineers and advisers to help us construct modern military installations to house our soon to be purchase aircraft, naval assets, and ground forces.

We believe that full mechanization of our ground forces will take roughly 1,000 APCs, 250-350 IFVs, 1,000-2,000 Utility trucks, various artillery equipments, support equipment, and recon equipment.

As for our Air Force, we envision at least 72-128 Air Superiority Aircraft, as well as various transport, close air support, counter insurgency, and large helicopter support forces. Re equipping our armed forces is of the top priority. The Fahd APC is of particular interest to us, as it has a great reputation as an effective and versatile fighting vehicle."

"We would be delighted to provide you with a good number of stock equipment to at least cover the basic needs of your armed forces. We would also like to give Kenya DPR's on all Fahd variants, given you mentioned you could use its versatility.

Regarding Air Force, we suggest you contact Israel, which is famous for its multiple models of fighter aircraft.

What about naval needs?

"We would be happy to purchase excess stock from your armed forces to fulfill the needs of our own reequipment and reorganization process, we are currently planning on contacting the Israeli and Russian governments about air forces armament, as for naval needs, we do not imagine the need for a large navy, rather a coastal defense navy focused on missile ships and submarines, capable of punching much above their weight, but perhaps less capable of projecting force. We are looking at Israeli and Japanese vessels for such needs."

"May I suggest you look into the small hydrofoil missile boats the japanese have to offer? They carry long range AshM, four of them, and are very cheap to produce. Having a good number of them is a real threat to any bigger navy given you can deal a lot of damage for very little money.

Regarding ground units, we could be able to transfer you several hundred vehicles in few weeks if needed.
