The Federal Office for the Protection of the Constitution (Russian: Федеральное ведомство по защите Конституцииor VpZK) is Russian federal domestic intelligence agency. The federal agency is tasked with intelligence-gathering on efforts against the Russian democratic basic order, the existence and security of the federation or one of its states, and the peaceful coexistence of peoples; with counter-intelligence; and with protective security and counter-sabotage. The VpZK reports to the Federal Ministry of the Interior and tasks and powers are regulated in the Federal Judiciary.

Together with the Federal Security Service, the VpZK is one of two federal domestic intelligence services authorized by the Russian Constitution. The VpZK has been a controversial office and accused of domestic

The VpZK investigates efforts and activities directed against the federal level of Russia or transnational, in matters of foreign policy significance and at the request of a state authority for the protection of the constitution.

The VpZK is alleged to be a monitoring tool of Russia's political opposition under the guise of "protection of Russia's democratic order". Under the Federal Penal Code, the VpZK can infiltrate political parties to conduct intelligence gathering operations to monitor extremist parties.

Under Directive 50381 the VpZK has begun to investigate Uzbek state activities inside Russia aimed at subverting the democratic order and supporting Russian Communist Movements. Following Italy's civil war the VpZK has begun investigating French activities in Russia aimed at restoring a Russian Monarchy.

Active Operations​ Mogul​

Under Verordnungen Untersuchung französischer Aktivitäten gegen die demokratische Ordnung, 28 August 2003 BGBl. I S. 095 the Federal Government of the Russian Federation has begun investigations into French state and non-state activities that are aimed at subverting the Democratic Order of Russia. Pursuant to Verordnungen 50381, the Empress of the French Republic is being investigated for efforts to undermine the Russian Democratic Order in response to compelling allegations made by previous European officials of France's involvement in the Italian War of Restoration and other European Monarchies.

Pursuant to credible intelligence that Maria Vladimirovna and Nicholas Romanovich Romanov, competing members of the defunct Romanov Family, have conspired with foreign and domestic actors to undermine Russia's Democratic Order. Shadow and Summer are a known accomplice of Winter Ghost, a member of a movement of Russia's far-right extremists aiming to undermine the Russia's democratic order. Ongoing investigations are seeking to detail the extent of his activities as well as intelligence they are central figure in a restored monarchal order for Russia. Intelligence operations are ongoing to determine if he has any involvement with French or Canadian officials.

Winter Ghost ​

Winter Ghost is an alias for an unidentified member the Russian Security Apparatus. Winter Ghost was identified by three undercover VpZK Operatives. Winter Ghost is assumed to be a former agent of the Russian KGB and is still an agent within the SVR/FSB apparatus. Efforts to identify Winter Ghost have been unsuccessful. Winter Ghost has been intercepted in communications with Russian aristocrats, defense and intelligence officials, and economic elites. Their actual identity remains unknown. One agent has been killed trying to ascertain this information. The VpZK has classified this discovery and has reported Winter Ghost's existence only to the President of the Federation.
