It is with great enthusiams and honor that the Portuguese Republic and myself, invite to the I Iberian Summit, to be held in Lisbon, Parque das Nações in the Pavilhão de Portugal, we would be most honored to recieve you in discussing a joint cooperation, joint diplomatic approach to events that endanger the stability of Iberia. We view this summit as a way to keep all our nations connected, and also to build a strong relationship between the three.

If you wish to join this venture to bring closer together our cultures, a date can be for next week (IRL) after all preperation for your arrivals are done. As such I also send you a brief agenda of what we will be discussing during this summit.

Preperations would start after all nations had agreed to join. In Lisbon's Pavilhão de Portugal, a dynamic transformation of the locations would be preperared, it would be the stage for the historic First Iberian Summit, where Portugal, Spain, and the United Kingdom will converge and decide together a diplomatic course of action for the Iberian Region. Its main purpose would be to try and united these three nations in a common idea and path. Converging into a single line. With that's has been happening in Europe and abroad, the Iberian Peninsula must decide together on a diplomatic course of action. It would also serve to try and align these three nations growing their relationship.

The pavilion, adorned with the cultural richness of each nation, many decoration would show the three nations cultures coming together like they have never came together before. Security measures are discreetly woven into the summit's fabric, to ensure all dignitaries security ensuring the safety and confidentiality of diplomatic proceedings. Inside, a cutting-edge audiovisual technology facilitates seamless communication, fostering an environment for open and constructive dialogue, with any of the drawbacks. Cafeterias and catering would also be provided, and the preparation of the state dinner would also be made, with food from the three nations, world renowned chef would be doing the cooking, while the serving staff would accommodate for every possible need.

Culinary excellence takes center stage as renowned chefs collaborate on a menu that transcends borders, offering delegates a taste of Portugal, Spain, and the UK. Sustainability is at the forefront, with eco-friendly practices echoing a commitment to responsible event management. Cultural showcases punctuate the summit, celebrating shared history and artistic expressions. A large room would also be prepared, for the meeting to be done, a donut table at the center for each representative, while behind it rows of tables for all accompaning diplomatic staff. Accomodations would also be arranged in state owned palaces incase any of the Representatives of the UK or Spain needed to stay in Portugal after the event, or if they arrived sooner so that they could rest a bit before the event. As the world eagerly awaits the outcomes, the Pavilhão de Portugal stands as a symbol of diplomacy, unity, and a shared vision for the future.

The Airport of Lisbon would also be on high alert to recieve the dignitaries, with a clear and secure path to the event, taken care by the SIRP, the Portuguese equivelent to the US secret service. The SIRP would cooperation and coordinate with the diplomatic protection brought by the Spanish and the British.

It was all prepared to start recieving the British and the Spanish, which would be notified.​

Receiving confirmation that the summit, although delayed, was still able to continue, the Royal Air Force set out to ensure a Lockheed Martin TriStar KC1 was configured for VIP Transport. The guest list consisted of Prime Minister Lawrence Adams and Environment Secretary, Lucas Harris. The original manifesto included the Defence Secretary but due to other engagements, his position was taken by Charlotte Baker, the Business Secretary.

They would be accompanied by a number of individual aides and a small security detail from the Diplomatic Protection Group for the duration of the visit. The flight plan was filed and the Portugese Government made aware of their departure. After the relatively short flight, the TriStar begins its approach into Lisbon Airport providing air traffic was ready to receive the aircraft. Providing no issues with regulation, the flight made its landing and taxi to the relevant ramp to be received by the authorities. Bruno Zak

A delegation led by Prime Minister Pedro Sánchez had been in many meetings throughout the day before official confirmation had been given for the departure of the delegation to Lisbon. The delegation departed early morning from the Palace of Moncloa towards Torrejón Air Base where an awaiting Airbus A310 which was used to ferry government ministers across the globe had been prepared to take them on the short hop to Portugal alongside a handful of security agents from the Civil Guard. Among the Prime Minister was:

- Deputy Minister of Foreign Affairs Ángeles Moreno Bau

Upon landing in Lisbon, the Prime Minister and his delegation would ferry themselves to the assigned hotel or accomodation which had been selected by the Portuguese government so that they could recuperate and finalise any meetings and notes before making themselves ready for the summit to begin at the assigned location.

Upon the arrival of both dignitaries of Spain and Britain, they would be redirected towards two palaces to serve as accommodation for the duration of their stays. The British delegation would be designated to stay at the National Palace of Queluz, which could easily accommodate them including their staff, interestingly enough this palace was also used to accommodate Queen Elizabeth II in the British Empire. 60s.

The Spanish Delegation would be redirected towards the Palace of the Marqueses de Fronteira, which could also easily accommodate their big delegation, managing to keep them all together for comfort and ease of access of information between them.

Food and beverages would always been ready to be served by the best teams in the country, and they would cater to their every needs.

After both delegations had time to settle in, various VIP convoys would be waiting for them to take them towards the Pavilion de Portugal, to start the Iberian Summit. Upon arriving, they would notice the high security measures all around them, alongside reporters and journalists. Each convoy would stop on a red carpet, flanked by Portuguese Ceremonial Guards, they would each be greeted by the Portuguese President, António Guterres, taken pictures and exchanging in greeting talks.

After all of them were inside the main meeting room, which houses many journalists, reporters, delegation from the nations and the prime representatives around the round table, the Portuguese President would start his welcoming speech. He would rise up from his chair at the front of the desk, flanked by Prime Minister Pedro Sanchez and by Prime Minister Lawrence Adams, the heads of the guest delegations.

“Ladies and gentlemen, most esteemed delegates, and most honored guests!

I want to welcome you to the beautiful and historic city of Lisbon, where history and innovation converge every day to make a brighter future. We stand on the precipice of a new chapter in international relations of both our three nations. It is my great privilege, honor, and pleasure to extend a warm and joys welcome to the distinguished delegations from our neighbors in this Iberian Peninsula, the Kingdom of Spain and the United Kingdom of Great Britain and Northern Ireland. As we gather for the historic and momentous First Iberian Summit.

We find ourselves here in the Pavilhão de Portugal, a venue that embodies the unity of our diverse cultures, built in the 90s. As we look around, we see the visual tapestry of our nations woven together and a symbol of your commitment to cooperation. The azulejos of Portugal, the symbols of Spain's rich cultural heritage, and the regal symbols of the United Kingdom. It is a visual testament to the harmonious blend of our unique identities.

This summit is not a meeting of nations, it is an opportunity for dialogue, understanding, and collaboration between cultures, people, and governments. The challenges we face today, whether they be economic, environmental, or geopolitical, are global in nature, they affect us all equally such they demand a collective response that transcends borders and politics and fosters a spirit of cooperation. It is within these walls that we embark on a journey to forge partnerships and strengthen the bonds that tie our nations together in Iberia! As we follow into discussions over the coming day, let us remember that the true measure of our success here will leave a positive impact on the lives of our citizens and our relations. Let us seek common ground between us, find innovative solutions between us, and build bridges that connect our countries.

I am confident that the outcomes of this summit will not only shape the trajectory of our nations... But also set an example for the world! It is a chance for us to show that when nations come together with respect, openness, kindness and a shared commitment to progress, we can overcome any challenge that stands before us. So, let us embark on this journey together, with a spirit of cooperation, understanding, and goodwill. Let us embark into the unknown like our nations did all those centuries ago, sailing into the unknown, armed only with the courage of their hearts, the strengths of their spirits, on board a wood boat... But let us, in this age, do it together, hand in hand!

May this First Iberian Summit mark the beginning of a new era in our relations, one characterized by unity, friendship, and shared prosperity.

With that speech, the word would be passed to the delegation of the United Kingdom, Prime Minister Lawrence and then Prime Minister Pedro Sanchez.

Following directions as indicated bgy their hosts, the British Delegation settled comfortable in the National Palace of Queluz as arranged and took the opportunity to eat the food and beverages where possible to make the most of their experience. Once comfortably settled in, the delegates led by Prime Minister Lawrence Adams exited the Palace and boarded the waiting VIP transport ready for the Iberian Summit. After the short journey, they'd be dismounting and making their way into the main chamber that was growing busier as time passes. Press from the BBC had also arrived alongside other national media teams and political figures. Listening to the opening speech intently, Lawrence took a couple notes on his notepad in preparation for his which was due anytime now.

Minutes later, following the conclusion of the Portuguese Presidents speech, Lawrence stood up to begin his own.

"Ladies and gentlemen" he started "Esteemed leaders of Spain and Portugal. It's an honor to stand here today to mark the start of the Iberian Summit. I'd like to start by expressing my gratitude for hosting this significant summit, one that will foster cooperation and strengthen the relations between all of us. It's no secret that the world is always facing unprecedented challenges but as demonstrated in current military activities in the Strait of Gibraltar, the UK, Spain and Portugal have a shared commitment to working together.

There isn't much I can say without repeating what my honorable friend, the Portuguese President, has already stated. Every decision we make will intentionally or otherwise impact the future for generations to come; we should seize this moment to strengthen ties to ensure a better future for our children, and their children. We are reminded every day of the challenges we as individuals and a collective face. The Economic challenges which can echo across borders as displayed with the change in direction from Sparrow Industries. Political confrontations caused by a difference in ideals or simply misguided trade agreements. We don't know, we can't know, what tomorrow brings. All we do know is that we are stronger together.

By collaborating, we can reduce the impact anything has on future generations, or work to prevent catastrophe. I look forward to the productive discussions and meaningful outcomes from the 1st Iberian Summit and hope it allows the partnerships between us can flourish. Thank you."

The Spanish Prime Minister listened attentively as the Portuguese President and British Prime Minister delivered their addresses to the room. Engrossed in the weighty discussions, the Spanish leader scanned the room, taking note of the reactions and expressions from fellow dignitaries. Aware of the significance of this gathering, the Prime Minister was keenly focused on finding common ground and forging stronger relationships with his counterparts, leveraging the shared commitments and potential of the Iberian Peninsula for the benefit of all involved

"Mister President, Prime Minister Adams and all attending government officials, it is an honor to stand before you today at the inaugural Iberian Summit, where we commence a new era of collaboration and dialogue between our great nations Spain, Portugal, and the United Kingdom. This historic gathering marks a special moment in our shared journey, as we recognize the immense potential that lies within our collective abilities, resources, and geographic proximity. Today, we can pledge to foster strong diplomatic ties, build excellent economic partnerships, and promote cultural exchange, as we embark on a path towards a prosperous future. Together, we can tackle global challenges, such as climate change, terrorism, and economic disparities, using our individual strengths and expertise to pave the way for a more secure, inclusive, and sustainable Iberian Peninsula. With that, a round of applause would erupt after each intervention from the Prime Ministers. The President would initiate the next item of the agenda, with a brief overview of what would be talked about and its objectives. It was also informed to the guest that about midway through, a small recess would happen, a coffee break so to speak, with culinary delights from the three nations, including pastries, sweets etc. After a couple of hours, lunch recess would also happen, and it would be done in one of the most charming rooms of the pavilion, made by three top chefs of Portugal. The menu would include dishes from Portugal, Spain and Britain, alongside entries and desserts. The three leaders would be sat next to each other.

After this was informed, the Portuguese President would start point two of the agenda, which was the Diplomatic Relations and Bilateral Cooperation point:

• Overview of diplomatic relations between Portugal, Spain, and the UK.
• Discussion on strengthening bilateral cooperation in various sectors, including trade, technology, and education.
• Proposals for joint initiatives to enhance diplomatic ties.

“So, let get to work gentlemen, on point two of our agenda we have a diplomatic overview of our three nations. For the Portuguese Republic, we view Spain and Britain as natural partners in our external policy, our nations share a deep commitment to peace, prosperity, and security of Europe. Now, Portugal does seek greater involvement and a great friendship with Spain, since we haven't had many meeting together, but I do believe this summit will be a great cornerstone to your future relationship and future meetings.
Regarding the relationship with the United Kingdom, we have had some cooperation and various talks, which always turned out fruitful and insightful. However, my cabinet does wish to extend this into a greater relationship, based on mutual respect and cooperation, especially in the security of Europe and joint partnerships in the Global Assembly, this would be the same with Spain. I would like to hear also the overviews and objectives of both our guests, so that we can discuss possible strategies to strengthen jointly our relationships.”

"Over the years, Spain and Portugal have stood together through various challenges, demonstrating our steadfast support for one another. Our cooperation spans across diverse domains, including trade, security, culture, and environment. Unfortunately, under my government, we have had no diplomatic meetings which does hurt me a little and I will be reaching out to the Portuguese Government over the next few weeks following this meeting. Furthermore, Spain and Portugal have not shied away from working hand in hand to address global challenges and international security concerns, our countries have consistently stood shoulder to shoulder, championing common solutions and advocating for our shared values on the international stage.

Spain also hasn't held any diplomatic meetings with the United Kingdom and we will be reaching out to them in the upcoming weeks but we two nations bound by history, culture, and enduring ties, Spain and the United Kingdom have consistently demonstrated a commitment to dialogue and collaboration under previous governments. We have worked together on numerous fronts leveraging our collective strengths for the benefit of our citizens and the international community. The pressing issue that stands between our relations is Gibraltar and of course this was probably going to be brought up during the summit so I would like to shed light on Spain's position regarding the issue of Gibraltar.

Our objective is not to undermine the people of Gibraltar or the choices they have made. On the contrary, we seek to engage in constructive dialogue to establish a framework that respects the rights and aspirations of the people while recognizing the historical, geographical, and legal context of Gibraltar. Spain will be presenting a letter to the Foreign Office in the coming weeks so that we can discuss the situation surrounding Gibraltar before returning any ideas and discussions to the wider Iberian Summit which we would like to make an annual or bi-annual summit rotating around between Portugal, Spain and the territory of Gibraltar.

Overall, Spain values the United Kingdom not only as a valuable partner but also as a close friend. We acknowledge the historic bonds that tie our nations together, and we are determined to strengthen them further, forging a prosperous and sustainable future for both our peoples."

Lawrence Adams took a moment to gather his notes before beginning to speak regarding the relationship between the UK and Portugal before proceeding onto Spain: "The United Kingdom have, at least going back to 1995, had intermittent dialogue with Portugal. In recent years, it's developed slowly into a bigger reliance on defence and a bigger political understanding between our nations. Something we intend to push further with both Spain and Portugal in the summits and between each one. Unfortunately, as already stated, there has been nothing that progresses relations with Spain but going forward, we should see that change quite quickly.

Gibraltar is certainly the main talking point and is the sole contribution the UK has in terms of the Iberia. It's also the main benefit of the Iberian Summit as it provides reassurances that Portugal, Spain and the UK have the same values, in the same region. What happens to Portugal or Spain can influence the happenings on Gibraltar, vice versa. This in itself justifies the closer relations we're all hoping to build here today and I truly appreciate the current stance from the Kingdom of Spain. We can look forward to UK-SPA conversations further to establish a better, working relationship as far as Gibraltar is concerned. This would offer benefits for those living and working between Gibraltar and Spain. With that said, I will give the Foreign Office notice and to keep an eye out for first contact.

I agree that a bi-annual summit would be beneficial. I appreciate this is the first one but I think going forward, a more specific agenda ought to be set by all involved. For example, each of us putting forward specific topics, whether that is between two or all three nations involved. I also think it would promote growth and cooperation by rotating between the three of us as to who would host it. Gratefully, Portugal has held the 1st Summit and then the second could be hosted in Gibraltar or Spain in 2005. This is a fantastic opportunity for us to explore the cultures of all three states."

Prime Minister Lawrence stopped talking, allowing his friend, Business Secretary Charlotte to begin speaking "Gibraltar is a major commercial port in the region and it's something we'd like to invest in further. We're looking to pump billions into the local economy to expand the ports available. This would have the facility to benefit Portugal and Spain as a bunkering port, or to direct trade routes through Gibraltar into Spain via road or track in the event of any issues with their end destination." "I wholly agreed with both your statements, I believe Gibraltar as the potential to be a major commercial port and the entry point for commerce in the Mediterranean, and I believe that our three nations have much to gain in this aspect. Which is why I would like to propose a joint investment by our three nations in modernizing and growing this port to allow for bigger trade routes into the Mediterranean, it could work in conjunction with our Sines Port, which is a deep water port, to serve as a two pronged approach. Vessels coming from the Mediterranean would stop in Gibraltar and then refit in the Sines Port for open sea operations and vice verse. Becoming two linked ports feeding into each other. Both ports can serve as transshipment hubs for goods moving between the Atlantic Ocean and the Mediterranean Sea. Connecting these two major waterways can enhance shipping routes, providing more efficient options for transporting goods between Europe, Africa, and the Americas. Shipping companies could also diversify their trade routes and reduce dependence on a single port, making them more cost-efficient. In which in essence, one port could focus on specific types of cargo or services, while the other specializes in different areas, this division of labor can enhance overall efficiency and competitiveness." He would pause. "Regarding the summit, I do believe it would be fruitful to have it be a bi annual summit, with its host rotating between our three nations and where its agenda would be more concert and specified and geared towards a more focused point, which I believe it would be beneficial."

Charlotte nodded in agreement before beginning to speak "I would be able to put some more accurate calculations together but I have already secured funding for up to 10 billion dollars for Gibraltar which includes the port. This could offer an expansion to the bunkering services it offers; it's already considered the largest in the Mediterranean in that regard. The funding would provide additional tugging services and port security; as well as the refurbishment of the older facilities. Marketing it as the entry point to the Mediterranean could certainly work as an invitation to other shipping companies to use it more. We estimate around 60,000 vessels travel through the Strait of Gibraltar each year. Many of them that pass, is simply business lost as far as I'm concerned.

With cruises also operating from the Port of Gibraltar and of course, ports in Portugal and Spain, we could collaborate on joint marketing campaigns to attract international tourists and cruise ships to the region; developing it as a tripartite tourism initiative to promote the region as a unified destination, highlighting historical, cultural, and natural attractions. This would give us the opportunity to receive more trade partners and increase the tourism industry." Zak Bruno

Spain's Minister of Development listened carefully at the points being made by the Portuguese and British delegations respectively. He made notes from each of their interventions before standing up and speaking to the room.

"The Spanish Government has already been drawing up plans at the Ministry of Development to further develop the Port of Algeciras. It is a commercial, fishing and passenger port. Primarily a transshipment port, its position near the Strait of Gibraltar and key east–west shipping routes establishes it as one of the busiest transshipment hubs in the world. It consists of numerous maritime infrastructures scattered throughout the Bay of Gibraltar. It currently has a capacity to handle around 60 million tonnes a year but we wish to extend this to around 100 million tonnes a year by 2013.

We're also looking to introduce better road networks between Malaga and the border at Gibraltar and develop a rail network between the two destinations, as you may know Charlotte, the Costa Del Sol is a massive tourist hotspot for British tourists from the mainland United Kingdom and many flock to Gibraltar to capture its VAT-free shopping as well as the excellent historical importance of the territory, a comprehensive plan is going to be developed by my ministry. Firstly, conducting a feasibility study to assess the cost, potential routes, and environmental impact of road improvements is going to be crucial. This can help determine the optimal design and necessary budget. Simultaneously, exploring options for railway infrastructure, such as identifying potential station locations and necessary upgrades, should be considered. Collaboration with local authorities and experts is essential to secure funding, address regulatory requirements, and ensure community support. Finally, the plan should include regular progress monitoring and evaluation to make adjustments as needed."

"Thank you for sharing the insightful updates on the plans for the Port of Algeciras, Mr. Minister of Development." he would pause "It's encouraging to witness the proactive measures taken by the Spanish Government in enhancing its infrastructural capacities and connectivity of the port, which would great to interconnect with Sines and Gibraltar! The strategic importance of the Port of Algeciras as a transshipment hub is duly noted, these three ports working together will bring great prosperity to the region, it might become one of the central trading areas in the globe, re-routing trade from North and South America, Africa and Europe."

"Regarding the investments, my cabinet still needs to convene and set a budget towards investments in both Sines, Gibraltar and Algeciras." He would pause looking at the agenda and would decide that Point II and III had merged, as such he would continue with the interchange.

"At the moment we are already working on the deepening and expansion of the Port of Sines, which will be complete in the end of the next moth. We are also doing improvements in intermodal transportation links and logistics capabilities aim to connect the port to road and rail networks, facilitating seamless cargo movement, which will make Sines one of the biggest and most advanced ports in Europe, like Algeciras and Gibraltar. It is a lucky coincidence, actually, since we began this project about 4 months ago."

Charlotte took a few notes whilst her colleagues from Spain and Portugal shared their intentions "It sounds like we all have, more or less, the same vision for the ports of Gibraltar, Algeciras and Sines. I have, despite been sat in my office in London, started a proposal that'll cover much of what we've discussed but specifically for Gibraltar. It should be complete within the next few weeks and sent to the House of Commons for approval. Once I've finished, I'll send you all a copy to show the intention for what we want to refine for the port of Gibraltar which will help with trade elements. Once work commences, we'll be aiming to outsource to local companies in Gibraltar and if able, to companies in Spain and Portugal too." Charlotte stopped, allowing Prime Minister Lawrence to take over to hopefully progress the meeting.

"Perhaps working together to create an agreement would be beneficial, to stipulate all our vested interests in maritime trade and tourism in the region? I appreciate it can't be done overnight but if we look to have a draft together before the end of the year? This could cover key aspects of promoting cooperation, enhancing infrastructure and logistics and reviewing environmental sustainability. I'd be happy to arrange for an initial draft to be written if you have any specific ideas on what you'd like to see be included on it?" Zak Bruno

"We strongly support Prime Minister Lawrence's idea of a comprehensive agreement. To make this collaboration effective, we propose specific amendments for Sines, Algeciras, and Gibraltar, this would include Joint Logistics Planning which would establish a committee to coordinate infrastructure and logistics across the three ports for optimized efficiency. With members from the three nations; Information Sharing, so i we would implement a real-time data-sharing system for shipping schedules, cargo volumes, and challenges, fostering better communication, so that the three ports could interchange shipping lanes, transshipping et cetera. Mutual support clause that would develop a framework for resource-sharing during peak periods and coordinated responses to challenges, so that no cargo ship would wait to be unloaded, so for example, Sines, if overburdened, would redirect towards Spain or the Britain, before these ships had arrived, so that profits wouldn't be lost. These amendments aim to create a strong foundation for our collaboration and equity. We look forward to discussing and refining these ideas together."

Palace of Moncloa Chief of Staff Susana Diaz was sat next to the Prime Minister as he listened into the statements given by both delegations. She received an alert on her phone in which she ushered the Prime Minister out of the room for a few moments as she was briefed on the affairs surrounding France and Canada. The pair returned to the conference room after a few short moments and when it was his turn to speak, he spoke into his microphone.

"I apologise for my departure from the room. Spain would support a Joint Logistics Planning framework to allow the diversion to other ports in the region and then onwards to their final destination. I will have my Minister of Development work on suggestions to allow the three of our ministries surrounding shipping to forge an excellent working agreement. I have to turn the attention to some shocking news that I have just received from my advisor. Canada has just declared a state of war out of nowhere against France and I have news filtering through to me that military forces have captured French territory in the Caribbean."
