Ladies and gentlemen,

I am deeply grateful for the trust the Assembly has placed in me by electing me as the second Secretary-General of this Organisation. The challenges before us are formidable—climate change, inequality, finance, and peacekeeping, to name a few. Significant action must be taken across these critical areas.

However, it is the unwavering determination of the Member States to address these challenges that will propel us forward. Together, we can rise to meet the demands of our time and make meaningful progress toward a more sustainable, just, and peaceful world.

Excellencies,

As we convene today in this esteemed Assembly, we are reminded of its unparalleled role as the ultimate forum for international dialogue. Here, the principles of multilateralism are at the forefront, guiding our collective efforts towards a better, more cooperative world.
However, we must also recognize the immense and complex challenges facing the world today—challenges that cannot be addressed by the plenary alone. To meet the demands of our time and to rise to these challenges, the Assembly must enhance its capacity to act swiftly and effectively.

I therefore call upon this Assembly to take bold, decisive steps toward institutional reform. In my forthcoming report on the functioning of the Assembly, I will strongly advocate for the creation of an International Security Committee, dedicated to deliberating matters concerning the maintenance of international peace and security.

Additionally, I will recommend the establishment of an Administrative and Budgetary Committee to streamline and strengthen the internal operations of this Organisation, ensuring that it remains efficient and responsive to the needs of its Member States.
Let us seize this critical moment to reinforce and revitalize the foundations of our multilateral system, ensuring that it remains fit to confront the challenges of today and tomorrow.

Excellencies,

As the Assembly continues to expand the activities of the Organisation, it is crucial that we also acknowledge the financial costs that come with this growth. I call upon all Member States to remain open to contributing the necessary funds to support the work of this Organisation.

At the same time, we must ensure that the distribution of these responsibilities is fair and balanced, taking into account the varying economic capacities of Member States. It is vital that we recognize the diverse circumstances of each nation, so that no one is unduly burdened.

Let us all remember that we do not live in a zero-sum world. The investments we make in international cooperation will not only strengthen the Organisation but will also contribute to broader global economic development. Through collective action, we can build a more prosperous future for all.

Excellencies,

One of the most significant threats to global peace is the proliferation of strategic weapons. These weapons, with their immense destructive power, make no distinction between combatants and civilians, endangering the lives of innocent people worldwide.

I fully support the growing global calls for action on this issue and urge the Assembly to not only recognize the severity of the situation but to actively foster and facilitate a thorough debate on how we can prevent the spread of such weapons. It is critical that the international community unite in addressing this urgent challenge, taking decisive steps to safeguard the future of humanity.

Excellencies,

One of the core principles upon which this Organisation was founded is the commitment to maintaining international peace and security. To fullfil this mandate effectively, we must continuously adapt to the evolving nature of global conflicts. A critical aspect of this is ensuring that peacekeeping operations are not only responsive but also capable of rapid deployment when the need arises.

In this regard, it is essential that we re-examine and refine the procedures related to the establishment of peacekeeping missions. The ability to act swiftly and decisively in moments of crisis is paramount, and this requires not only strategic planning but also the readiness of personnel and resources.

The responsibility to provide the necessary personnel, assets, and logistical support ultimately rests with the Member States. It is they who must ensure that their contributions are readily available when needed, facilitating timely responses to emerging threats to peace and security.

I therefore call upon the Member States to fully embrace their responsibilities and actively engage with the Secretariat to negotiate agreements that will ensure the availability of stand-by forces for rapid deployment. These agreements will be crucial for enabling us to respond effectively to future peacekeeping operations, ensuring that we can act without delay in situations where lives, stability, and peace are at stake. By committing to this readiness, we will enhance the Organisation’s capacity to address global crises swiftly, making a significant step toward strengthening international peace and security.

We stand at the threshold of a new era for this Organisation, and I am honoured to lead the Secretariat as we embark on this journey. The role of each Member State will be vital in shaping our path forward, and I look forward to working closely with all of you to address the many challenges ahead.

In this, I am no more than a servant of the people—a title I hold not with shame, but with the deepest humility." He paused, allowing the solemnity of his words to sink into silence.

"Coming from a nation that treasures social justice and equality so deeply that it often causes liberal democracies to clutch their pearls and question our 'humanity,' the people within the borders of the Thai State have always held one enduring, audacious aspiration." As the floor was opened, she would let out a small sigh/grunt as the first person to take the stage was the Thai representative, notorious for giving very long and convoluted speeches that were steeped more in politics and ideology rather than anything substantially useful to the assembly. She would sit there listening to it, struggling to keep her eyes open. She would be texting on her phone occassionally. She would perk up when the Thai representative decided to use an expletive towards the end of his speech. She would raise her eyebrows at the complete lack of decorum by the Thai representative and then the other Thai delegates chanting "Long live the people's revolution". It was clear to her that Thailand had become a complete looney-bin of the world. She would sit there waiting for the next speaker, not actually planning on speaking herself.

For a figure like Thaksin, the irony was almost too perfect. The Deputy Secretary-General, in their sanctimonious display, had embodied the elitism Thaksin had just lambasted in his speech. It was comedy of the highest order. Yet, despite the absurdity, Foreign Minister Surakiart insisted on adhering to protocol, a position he carried to successful effect. Ambassador Kantathi, however, had little interest in such formalities—his focus was elsewhere, his defiance palpable as he observed the unfolding farce.​

The Spanish contingent led by the heir-apparent to the Spanish throne Princess Leonor entered the chamber of the Global Assembly, dressed in a sophisticated yet elegant navy blue dress, felt the weight of her new role as she glances around the room. Despite her youth, she carried an aura of poise and grace, instilled by years of preparation for moments like this. As they reach their designated seats, Leonor looks up at the towering walls adorned with artwork representing the global cooperation and peace of the Global Assembly.. Her heart races slightly, the significance of the moment settling in. She had often imagined attending such events but never did she expect to do so alongside the Prime Minister of Spain during her first official diplomatic engagement.

I am probably the youngest person to ever address the chamber at nineteen years old but it is with great pride and profound humility that I stand before you today as the Princess of Asturias and heir to the Spanish throne. This moment marks a significant milestone for me as it is my first official engagement on this scale, one that embodies the values my family and I hold dear, service, unity, and commitment to the betterment of global society. I would like to begin by acknowledging the absence of my father, His Majesty King Felipe VI, who, due to becoming ill a few days prior, is unable to join us here today. Though he cannot be present, he extends his deepest regards and unwavering support for the vital work we are all engaged in through this esteemed institution.​

The people of Spain have recently elected Mariano Rajoy to become the new Prime Minister of our wonderful country and I am sure that he and his government remains steadfast in its commitment to the principles and purposes of the Global Assembly. It is critical now, more than ever, that we reaffirm our dedication to multilateralism and cooperate across borders and cultures to address the pressing needs of our global community. We are dedicated to fostering peace and security, with a special focus on promoting human rights and democracy. Each nation has a role to play in eradicating inequalities and ensuring that every individual, regardless of their background or circumstance, has the opportunity to thrive. Spain stands in solidarity with the vulnerable and marginalized, believing that the attainment of sustainable peace is achievable through unity and cooperation.​

As I conclude my remarks, let us remember that the Global Assembly stands as a beacon of hope for peace and progress. It symbolizes our collective aspiration to foster dialogue and collaboration. It inspires us to envision a future where dignity, justice, and human rights flourish unimpeded. Despite the ongoing crisis on Mayotte it had been decided that the Empress' place was at the plenary session, she would be escorted by a small army of staff and liaison in permanent contact with the palace, government and military anyway so if anything happened that required her direct involvement she would be able to return swiftly. As a back-up should she have to leave the Minister of European and Foreign Affairs, Sophie Dubois would also travel along with her to the Netherlands.

Flying the impressive Air France Flight 001, one of 2 Airbus A380 in permanent use by the crown but operated by a mix of Air France and Imperial Air Force staff would depart from Paris Charles de Gaulle and arrive at Schiphol Airport. From there the Peugeot 607 Paladine escorted by 4 Peugeot P4s (painted black rather than the camo they usually have as part of the Army) who carried the Azure Guard and black DS4s carrying other personnel would travel to the Hague. Travel arrangements had been communicated with Dutch authorities in advance and French personnel would observe all applicable laws and regulations while in the country. If given permission to be armed the Azure Guard would be equipped with the PAMAS G1 and two guards withFN P90s. If however no permission to be armed was granted they would rely on their extensive martial arts training to protect the Empress.

As the Spanish Princess finished and with permission from the Deputy Secretary General the Empress would ascend to the stage.

"Mr. President of the Assembly, Esteemed colleagues, honourable delegates.

First of all, I would like to congratulate both the Secretary General and the Deputy Secretary General on their elections. I am convinced the Global Assembly will prosper under their capable leadership.

The world is in a precarious position. For a decade now the very structure that underlined global stability in the post-World War 2 order has been gone. No longer is there a United Nations Security Council, no longer is there a certain balance of power maintained by two ideological rivals controlling the means to destroy each other.

Paradoxically the end of nuclear weapons, while making the world safer in case of a global war, has also made the world less safe in the way that there is no real weapon left that can deter aggression. And we have seen the consequences of this. The Canadian War of Aggression against France just a year ago, the conflict with Turkey a few years prior, a stand-off with the now defunct People's Republic of China, and the list goes on.

Not since the Nazi occupation of Europe and the Japanese occupation of Asia has the world been as unstable and volatile as it is right now. Even in this Assembly we can already see the ripples forming along ideological, strategic and economic lines. I predict that if nothing is done, the global powers and other major powers will find themselves in a war before the end of this decade with the potential to kill millions, even without nuclear weapons.

I do not want to see this happen, not for my people who I serve nor the rest of the world who I hold dear. It is because of this that I strongly believe in strengthening the institutional capabilities of this Global Assembly, to reform it into an institution with the power to act to preserve world peace and global stability. I am not certain about how to arrange this specifically in a way that properly represents the world at large, with an emphasis on the Global South that has often been left behind, and still maintains efficiency but I do have some suggestions.

The creation of a security council, right now the Global Assembly will always be slow to act due to the simple reality that the Assembly at large being required to vote on matters will cause delays. In emerging crises including war between major powers and the threat of genocide those days can prove vital. As such I believe a security council should be created. This Security Council should consist of a number of representatives from continents proportional to their population and unlike the original United Nations Security Council not have permanent members or veto power. Whenever the Secretary General deems a matter to be an international crisis, they should be empowered to refer the matter to the Security Council for a swift resolution. This will then afterwards be sent to the Global Assembly for review, but in the meantime the Global Assembly will already be able to implement the measures proposed.

To show our commitment here is stronger than words, I am hereby making an Armoured Brigade of the Imperial Army available for use by the Global Assembly for international missions.

In addition to war there is also the threat of global terrorism and international crime in general. The list of countries affected by this blight is simply too large to mention. While few of these groups operate across borders, many operate similarly. It is my firm belief that the world will benefit from increased police and intelligence cooperation. Because of this I propose the re-creation of Interpol as a global body capable of coordinating police efforts and collecting data from each member state's authorities. Interpol would not have the ability to operate as law enforcement inside a country, but they would be able to point relevant law enforcement agencies to threats and where to take action.

Finally, I believe the Global Assembly should create a committee of experts to determine which institutions it needs to effectively execute its functions. While the United Nations was often criticized for its inefficiency due to the veto holding members of the Security Council, many of its organizations such as UNICEF, UNESCO, the World Food Programme, and many others were incredibly effective in their purpose. If we are to create a fairer and more equal world we must work on sharing the wealth from richer members to poorer ones. Especially as many of us in the Global North carry responsibility for poverty in the Global South.

To conclude, we find ourselves at an incredibly vital crossroads. There are many ways the world can go to hell. But on the flipside there are also many ways that the world can become a heaven on earth. For our children I hope we can all agree that the second of those options is what we should pursue. I can commit the resources of the Empire of France to any effort to bring about a more stable, peaceful and equal world. Thank you very much"

I stand before you today as the representative of Portugal, a nation deeply committed to the principles of peace, cooperation, and multilateralism. We are gathered here at a pivotal moment in history, where the actions we take and the decisions we make will shape the future of our world.

Portugal commends the Secretary-General for her visionary leadership and her call for institutional reform within the Assembly. We share her conviction that a stronger, more efficient Global Assembly is essential for addressing the complex challenges of our time. The creation of an International Security Committee and an Administrative and Budgetary Committee, as proposed, would significantly enhance the Global Assembly capacity to act swiftly and effectively in the face of global crises. The need for a Security Council however is unnecessary, as it will erode the diplomatic principles of this Global Assembly, all voices must be heard and all opinions must be addressed. The few cannot decide for the many.

Portugal remains steadfast in its commitment to human rights, democracy, and the rule of law. We believe that these principles are the foundation upon which lasting peace and prosperity can be built. As we move forward, let us remember that our strength lies in our unity and our shared resolve to create a better future for all.

In light of recent events, particularly the attack in the Red Sea, the importance of maritime see security cannot overstated. We are committed to working with all Member States to strengthen maritime security protocols and to develop a comprehensive framework for rapid response in times of crisis. Portugal is dedicated to working with all Member States to address the challenges of our time. We are confident that through open dialogue, mutual respect, and collective action, we can forge a path toward a more stable, just, and prosperous world.

“Mr. President of the assembly and my esteemed colleagues.

As my friend, the Portuguese delegate, I stand before you as a representative of the Kingdom of Poland another nation that is deeply committed to peace, cooperation, and multilateralism.

I would like to reiterate Portugals commendation to the Secretary-General for her visionary goals to better the Global Assembly by the formation of key committees such as the budgetary committee and administration committees. I also stand in unison with our Portuguese friends about condemning the action of installing a security council within the Global Assembly whose goal is to diplomatically handle crisis rather than deploying combat forces. This is no longer the time of the Cold War when nuclear fire threatened to reign down on the heads of the citizens of the world. Nor are we at the tail end of. A world spanning conflict that claimed tens of millions of lives. The Global Assemblies mandate is peace and by creating a Security Council we violate that mandate in force. What I propose instead of a Security Council is a Council for Humanitarian Aid. This council would function as a deciding body for when humanitarian aid is to be delivered and what kind. Whether that be food, medicine, or even Global Assembly Peacekeepers. That further instills the humanity of the Global Assembly and allowing her to respond to crises without violating the mandate of our cherished institution.

My second form of address is to officially offer my condemnation for Thailands words earlier in the meeting. This is a meeting regarding the Global Assembly and not a soap box to preach about which form of governance is better. I would also like a condemnation for the inflammatory words directed towards the Christianity that can only be seen as a direct attempt to cause conflict amongst member nations of the Global Assembly. What the Thai representative has said today displays the incredible lack of decorum they hold for fellow member nations. We are willing to continue with them present but should they continue these defamatory words we would vote to have them censored from the meeting.”
