[AUTHOR]: Frañseza Bonheur [DATE]: 28/01/1997 [TYPE OF RESOLUTION]: BINDING [TOPIC OF DISCUSSION]: Emergency Resolution for the Situation in Rhodesia [DRAFT RESOLUTION]: The Global Assembly CONSIDERING, the destruction wrought by the collapse of the Government of Zimbabwe ACKNOWLEDGING, the lack of a stable government and law enforcement in Rhodesia WHEREAS, the people are in need of monetary, humanitarian, and material support; WHEREAS, the Provisional Government of Rhodesia has requested aid from the International Community THEREFORE, this Assembly proclaims this "Emergency Resolution for the Situation in Rhodesia" as binding and justified under international law. have agreed as follows: ARTICLE 1 INTERNATIONAL AID 1. The Global Assembly will coordinate to provide international aid to the Provisional Government in Rhodesia a. The Global Assembly shall provide monetary and manpower aid to restore operation to Telecoms, Power, and Infrastructure apparatuses in Rhodesia b. The Global Assembly shall establish a joint humanitarian mission between the nations to restore access to food and clean water to the people of Rhodesia c. The Global Assembly shall establish a fund, funded by the Member States, to fund and maintain these efforts d. Member-states will be required to pledge at least $100,000,000 to this fund ARTICLE 2 PEACEKEEPING FORCE 1. Pursuant to the Resolution on Peacekeeping, the Undersecretary for Security and Peace Operations shall establish a peacekeeping force in Rhodesia a. This peacekeeping force's mandate shall be to establish security and safety in Rhodesia's major cities and prevent banditry, or the rise of armed non-state terrorist or rebel groups. b. This peacekeeping force shall assist in the deployment and distribution of humanitarian aid, such as food, water, blankets, and other important aid supplies c. The Undersecretary for Security and Peace Operations shall appoint the Force Commander with input from the Provisional Government in Rhodesia d. The Assembly shall reserve the ability to disband this peacekeeping mission once the crisis is satisfactorily abated. |
