Minister,

My name is Han Dae-Jung and I am the Deputy Secretary General of the Global Assembly. I am reaching out to you today in the hope to bolster the bilateral relationship between this organisation and your nation. It is the Secretary General's wish to bolster the international presence of the Global Assembly in order to promote international cooperation. I have therefore received the mandate to seek the establishment of regional headquarters on each continent, which will be my primary objective in these communications. Having reviewed the options, it is my opinion that it is in the organisation's best interest to establish the Global Assembly's Asian Regional Headquarters within the State of Japan.

I hope that we can begin discussing this subject, I therefore wish to invite yourself, or member of your government who can assist me in this endeavour, to the GA Campus in the Hague. If there a discussion in-person is not suitable, then I am always available for a conference call.

Kiyotaka Akasaka made his way through the halls of the assembly building of the Global Assembly towards the office of the Deputy Secretary General. He made his presence known to the assistants and waited for the Deputy to call him for the meeting.

Upon the arrival of the Japanese Representative, the private secretary of the Deputy Secretary General escorted the representative into the office. The Deputy Secretary General rose from behind his desk and he gestured for the representative to take a seat across from him. "Mr Representative, thank you for being able to meet me on such short notice. Have you been briefed on the situation?"

The Japanese representative bowed politely to the Deputy Secretary General. “Yes, Mr. Deputy Secretary General. I was copied on the email and informed by my government. I have been given instructions to assist in any way I can to coordinate the construction and/or acquisition of space for a regional headquarters. Please let me know what you need us to do.”

The Deputy Secretary General respectfully returned the bow before taking his seat, "As I mentioned in the communication, it is the Secretary General's wish to expand the presence of the Global Assembly with the establishment of regional headquarters across the continents. We are now looking to establish the first of such regional headquarters in Asia, and we believe that your nation to be a most suitable host. We're "

"I do want to mention that due to the lack of any constant stream of revenue, the organisation is hoping that your government is willing to assist us with any financial obligations that might come with the establishment of such a headquarter."

"That will not be a problem, we are committed to international cooperation and are happy to assist with the financial needs of this headquarters. Send us any information as to location or construction needs, and we can look to purchase land or even a fully built building that would meet the Assembly's needs"

“Hmmm... it would likely depend on the building size and security needs you are seeking. If the needs of both are large, likely a new building rather than attempting to re-tool and existing one. How much office space will you require and how secure is the building to be?”

"We would be looking for a headquarters large enough to accommodate staff from all offices and departments of the Secretariat. Alongside that we are also looking at headquartering the Strategic Arms Disarmament Organisation within this regional headquarters, therefore we are looking for a somewhat large complex. Depending on the size of the complex, we are looking at deploying between 100 and 200 officers from the Global Assembly Police Organisation to provide internal security, while we hope that Tokyo Metropolitan Police Department can provide external security."

"For a building of this size and complexity, then, we suggest the purchasing of the Toranomon Towers Office Building. It recently underwent a refurbishment and is looking for occupants. It is across the street from a luxury hotel and central to most embassies in Tokyo. It should be large enough to accommodate your needs. If this building is acceptable, we will purchase it from the developer and lease it to the Global Assembly at a subsidized rate the Global Assembly can afford. If the Global Assembly cannot afford any leasing arrangement, we will still purchase the building and allow it to be used by the Global Assembly, however, we will need to figure out a means of recouping our expenses in some form. We want this building in Japan for a number of reasons, and we know that the high paying jobs it will bring will boost Tokyo's economy. If the Global Assembly cannot afford a leasing arrangement, perhaps the first floor can accommodate luxury dining and entertainment. This would provide a place for lunch meetings and to bring the Assemblies guests."

The Deputy Secretary General took a moment to review the building which the Japanese Representative had suggested, "your proposal seems to be exactly what we are looking for and meets all our needs. While we are willing to sign a leasing agreement, there is a limit to what I can agree to. As I mentioned before the Global Assembly does not have any revenue stream as the Member States are not required to pay any membership fees, therefore there is a limit to our financial capabilities. We would of course appreciate your support in providing for any financial obligations. As the building would be required to have the same protections as a diplomatic mission, I'm unsure that I can accept your luxury dining and entertainment proposal as it could not be open to public use."

"Of course, that is understandable. We will purchase the building and make necessary security upgrades. We anticipate the cost of the building plus the upgrades to cost around $120 Million. Whatever the Global Assembly can afford to pay, if anything, would be appreciated. For now, however, we will absorb 100% of the costs. Please submit any security measures you would like to be in the design and we will include them in the purchase project."

"Thank you, for security measures we are primarily looking to secure the entry and exit points to the building. We'd like to see most entries into the building funneled through the main entrance. Within that reception area we wish to see a common area accessible to anyone entering the building, within that area there should be a large central reception desk. On both sides of the reception desk should be turnstile gates which limit entrance to those with valid access cards. Each access should also be logged in a central database for security purposes."

"Before you proceed with the purchase of the building, it is of utmost importance that a legal agreement between the Organisation and your nation is drafted. This is to ensure the smooth operations of the headquarters as well as set the rights and responsibilities of each party."

The Deputy Secretary General slid over a draft to the Japanese Representative whilst saying, "This version is a first draft and open to revision, if there are any topics you wish to see added or amended."

Kiyotaka Akasaka read over the draft. He excused himself and made a quick call to his headquarters. After a few minutes, he returned and signed the draft. "We find these terms acceptable and necessary to ensure the smooth operation of the new office in Tokyo. If this is all, we will put in the purchase order for the building and began making the necessary upgrades."

"Do you have the authority to sign this agreement, or should I fax it to your government in Tokyo? We're also pleased to proceed to the following phases and eagerly await the opening of the office. We will be looking at maintaining a staffing level of around 2,600. A majority of those will support the Secretariat in its work in the Asia region as the Secretary General's Special Representative to Asia Harsh Schulze will head the office, alongside staff from the Strategic Arms Disarmament Organisation, which will be headed by Rokurou Satō."

“Excellent, yes, as the representative of Japan to the Global Assembly I gave authority to sign any and all matter related to Global Assembly affairs. This agreement was approved by the Foreign Ministry. I will have my government begun the process immediately.”

The Deputy Secretary General picked up a pen from his desk and handed it to the Representative alongside a second copy of the agreement for the Representative to keep once signed. "Once you've signed the agreement I will have one copy archived within the Global Assembly, you may keep the second copy to deposit with the Japanese government."

Once to copies had been signed and the DSG placed one securely in a draw in his desk he looked back to the Japanese Representative. "Unless there is anything else you wish to discuss, then I believe we have come to the end of this meeting."

If there was nothing else left to discuss, the DSG would rise from his chair and extend his hand to shake that of the Representative.
