Mr Chairman,

In response to the passing of [A/R/0004] Resolution for the Situation in Rhodesia, I am inviting you or a representative of your government to a meeting at the GA Campus in the Hague at your earliest convenience in order to discuss the implementation of the terms of the resolution. Due to the current situation within your nation, my Office is seeking to establish and deploy a well organised peacekeeping force. However, we will not act in haste and seek to involve the Provisional Council with the decisions regarding the establishment of the force.

Upon your arrival at the GA Campus, please inform security of your arrival and you or your representative shall receive and escort to my office.

Dear sir,

I am still in Holland after being summoned to provide insight on the current situation occurring within Zimbabwe, so I will be able to appear in person to consult with you. I would also like to personally thank you and The Global Assembly for its speed in taking action after the successful vote on the resolution.

With the response sent, Trevor left his hotel and took a taxi to The Global Assembly Campus. Upon arrival, he presented himself to the reception/security staff and informed them of who he was, and that he had been summoned by the undersecretary.

Upon the arrival of the Chairman at the security checkpoint, he would be welcomed by the professional GA Police staff who verified his identity and logged his arrival into the system. He would be assigned a personal escort who escorted him to a waiting vehicle which would drive them the short distance to the Secretariat Building. Stopping in front of the main entrance the officer stepped out and held the door open for the Chairman.

The officer guided the Zimbabwean into the building and through security. The officer would continue to lead the way and the elevator would take the pair up to the 2nd floor where the office of the Undersecretary was located.

Informing the personal secretary of their arrival, Chairman Hawkins would be shown in. Aung Lin rose from his behind his desk to shake Hawkins' hand before gesturing him to take a seat in front of him. "Chairman Hawkins, a pleasure to meet you. Can I offer you any refreshments prior to beginning these discussions?"

The Undersecretary nodded and glanced at his secretary who quietly left the room in order for the two to continue their discussions in a private and confidential manner. "As you are aware the Assembly recently passed Resolution [A/R/0004], which has mandated my office to begin organising a Peacekeeping Operation within your nation. As this will be the first of such a kind for the Global Assembly, I see it as being imperative to doing so in a manner which can test our capabilities in organising and maintaining such an operation. All peacekeeping operations are conducted with the consent of the local government, which is why I requested to meet you here today."

"Since the Resolution lacks specific details regarding the operation, it gives my office a broad mandate. Which is why I'd like to discuss the specifics of the mandate with a representative of the Provisional Council. Would you be willing to inform me of the operation you wish to see conducted within your borders?"

"What I envision is an expansion of the framework that currently exists," Trevor replied. "UZACOM currently possesses 8 nations other than Zimbabwe, two of which are not members of The Global Assembly. As such, I don't believe that having The Global Assembly absorb UZACOM would be met with open arms by Argentina and Zaire. You could, perhaps, unify all of the members contributions under a single unified Assembly banner for the purposes of streamlining and encouraging cooperation and integration, but whether that would be appropriate to the individual members, I'm not sure. What about you, do you have anything in mind?"

"I see, well it would of course be imperative that GAPFOR-Zimbabwe and UZACOM cooperate in their joint operations. I would suggest a course of action where military operations within the country are carried out by the GA's Peacekeeping Force in cooperation with the Zimbabwean Armed Forces and Police Forces. UZACOM can then primarily focus on the delivery of humanitarian aid and the carrying out of redevelopment projects. This approach would leave UZACOM as an independent entity, open to both GA and non-GA members to assist in the rebuilding efforts of your nation. UZACOM can then rely on GAPFOR to conduct security and policing operations in cooperation with national authorities."

"I believe such an approach would limit any chance of friction between numerous independent peacekeeping forces by combining them under a single command."

"Such an approach would indeed be preferable. My only issue with that at is that both Argentina and Zaire have deployed, or intend to deploy, military or law enforcement officials for peacekeeping and security missions, as well as humanitarian functions. Whether they would be willing to have their forces cooperate with, or under, The Global Assembly, I'm not entirely sure. It is something that we would have to consult them on. However, the idea does have some merit."

"We recognise that the final decision on the matter rests with the Provisional Council and I understand that no immediate decision needs to be taken, we can adjourn this meeting at any time for you to contact the Council."

"I aim to send out a communication soon to take note of any interest of participation in the GA's Peacekeeping Force. Once we have a better understanding of the amount of participants and personnel they are willing to deploy we can plan for future operations. We can also then also discuss the appointment of a Force Commander, acceptable to both the Secretariat and the Provisional Council, out of the participating nations."

"Right. I would like to say that, right now, the biggest crisis UZACOM is grappling with is logistical in nature. With the collapse of the government, the state-owned transport links to the rest of the globe have shut down. The only link right now is Mugabe International on the outskirts of Harare, and we are in dire need of cargo aircraft to fly food aid in to feed the capital. There are 3.5 million mouths to feed, and no food being imported by road or rail, because there's no currency. Why would a company sell food to a Zimbabwean shop if the currency they are using to buy their goods is worthless. Until measures are implemented that provide Zimbabwe with a way to import or grow their food naturally, food aid measuring in the thousands of tonnes will be needed."

"While this is more of a humanitarian matter reserved for the Undersecretary of Humanitarian Affairs I believe the Secretariat aims to use the Rhodesian Humanitarian Fund, established as part of Resolution [A/R/0004] to assist with any financial assistance the Provisional Council needs when it comes to financing humanitarian operations. This fund can also be used to contract cargo airlines to provide the logistical support required to transport food-aid from across the world. However, my office would also seek to use any airlift capabilities attached to the GAPFOR to assist with logistical challenges."

"That would be fantastic." Trevor said with a smile. "We are currently flying in food, but the capacity is far too small. We need, approximately, 7,300 tonnes of food being brought into Zimbabwe per day to feed Harare alone. Zimbabwean agriculture has been failing since Mugabe came to power, and we've become dependent on food imports to keep ourselves fed. With them gone, people who aren't able to turn to subsistence farming are going to go hungry. Do you have a timescale regarding when this peacekeeping force will be operational?"

"I will have that information passed on the the Office of Humanitarian Affairs."

"In regards to a time-frame, we are of course looking to be operational as soon as possible, which I hope will be as soon as the end of the month. I would like to take a small break to allow you to relay this information back to the Provisional Council and for the Council to decide upon a course of action. I also wish to use that time to, with your approval, call upon the Spanish Representative to the Global Assembly and offer them the position of Force Commander of GAPFOR-Zimbabwe."

"I'll do that," Trevor replied before standing. "I'm literally the only government official outside Zimbabwe right now, and they'll definitely want to be informed about the good news."

The chairman leaned over and grabbed a pen so he could write down his contact details on the nearest scrap of paper.

"Before I forget though, here's my contact details if you, or any of your colleagues need to get in touch with my via phone or email."

"If you wish, I can offer you the conference room here to contact your government. While you're in discussions I'll use the opportunity to contact the Spanish government to offer them the role of Force Commander, upon the conclusion of your discussions we can then resume the meeting in a trilateral setting and discuss the finer details of the Peacekeeping Operations."

The Undersecretary smiled, "We promote the practice of sovereign equality, the head of state of one nation is given the same respect as the head of state of any other nation, that respect is also extended to the representatives of sovereign states. The conference room will offer you the necessary privacy and we can then proceed the meeting in that room with the Spanish representative." The Undersecretary rose from behind his desk to guide the Zimbabwean Chairman to the conference room across the floor.

Leaving the Chairman to conduct his business and relay the proposals, the Undersecretary returned to his office and picked up his phone and opened an encrypted line to the office of the Spanish Representative to the Global Assembly. In the event the representative or an aide was available and picked up the phone the Undersecretary phrased his request, "Mr Represenative, this is Undersecretary Aung Lin speaking. My office has received your notification of intention to participate in the GA Peacekeeping Operation in Zimbabwe. We are currently looking for a nation to take up the position of Force Commander and we wish to offer this position to your nation. If your government accepts this proposal, then I would welcome you to my office for trilateral discussions between yourself, my office and the Chairman of the Provisional Council of the Republic of Zimbabwe to discuss the finer details of the operation."

The Spanish Ambassador , Armando Salazar, would answer the call himself. He would first exchange pleasantries and then listen to the Undersecretary proposal.

"That is very interesting Mr. Undersecretary. The Kingdom of Spain is very interested in this position, however how many nations are currently under the Operation force? This is so we have a general idea of the Force Capabilities. Also I will have to comunicate this to my government to get an official answer first."
