[GA] Message to the Provisional Council of Zimbabwe

"As of this moment we've received confirmation of participation from both Spain and Poland, we of course hope that the number of participating nations increases over time based on the requirements of the operation. In regards to specific details, alongside your possible deployment, Poland is willing to deploy a Mechanized Brigade."

"Good good, I'll then relay this information towards my government, and I'll immediately call you back."
After a few minutes had passed, and after a short conversation with the Minister of Defense of the Kingdom of Spain, the Ambassador would call again the Undersecretary with a private and encrypted line.

"Hello again, I just got off the phone with the Minister of Defense. The Kingdom of Spain will gladly take up the control of the GA Peacekeeping force. May I then join the trilateral conversation with the Mr.Undersecretary and the Member of the Provisional Government of Zimbabwe?"

The Undersecretary waited patiently as he was placed on hold. Upon hearing the response Lin responded, "That's great to hear. If you'd please make your way to the Secretariat Building I'll have someone waiting at the reception to escort you up to the conference room."

With the instruction passed on, the Undersecretary made his way back to the conference room and knocked on the door before entering. "Mr Chairman, I've just received confirmation of the Spanish government being willing to take the role of Force Commander. If you're finished with your call, then the Spanish Representative will be meeting us here shortly to allow us to discuss the finer details."

With that the Ambassador would make is way to the reception of the Secretariat Building, and after been escorted he would meet with the other two.

"Good Afternoon, I hope everyone is well." He would greet both the Undersecretary and the Chairman.

"Yes, of course, it didn't take long." Trevor replied before offering a hand for the Spanish Ambassador to shake. "I am well, and thank you for accepting this position."

"Mr Representative, before we proceed we can establish a conference call connection with Madrid, if you believe it would be helpful to have a military representative to assist with finer details of the peacekeeping force."

Mr. Salazar would be elated, however he would feel just as if a deva vu had happen.

"Sorry, yes. I'll ask the Spanish Armed Forced if they can provide us with a High Military Official to help us." After some time a encrypted and private call would be established with General Miguel Ángel Villarroya Vilalta, the Chief of Defense Staff for all Branches of the Armed Forces. He would greet everyone in the conference call.

"Greetings, I'm General Vilalta. I'm here to coordinate the GAPFOR efforts. Its a pleasure to meet you all."

"Welcome to the meeting General Vilalta, this is Undersecretary Lin speaking. Its a pleasure to be speaking to you and I hope to be able to meet you in person at a later date, perhaps once the Peacekeeping Force has been set up I will visit Zimbabwe to conduct talks with the Provisional Council and inspect the force."

"Now, before we proceed, Mr Chairman how has the Provisional Council reacted to my proposal in regards to splitting responsibilities with GAPFOR-Zimbabwe focussing on security and peacekeeping and therefore allowing UZACOM to lead humanitarian aid efforts and rebuilding?"

"I spoke to them, and they have given their approval of the idea." Trevor said. "Thank you for spending your time with us, General."

The General would speak. He was a down to earth man, straight to the point with no faffing around the point. He was no politician nor a diplomat, however he understood that in time like these, caution was a priority and helping Zimbabwe was his now top objective.

"Good, that way the GAPFOR can focus its resources on securing the nation from hostile forces. Tell me Mr.Trevor at this time, could you give me intelligence regarding the current hostile forces or even warlords around the country? Especially near the Harare Area, I believe that first and foremost, before the UZACOM can make its magic, securing the surrounding area of the capital should be a priority correct?"

"Thus far, we have no information regarding what is going on outside of Harare Province, sir. UZACOM's members have limited their activities to securing the capital due to a logistical bottleneck that prevents expansion of the humanitarian effort outwards from the sole point of entry, Mugabe International." Trevor replied, his experience as an infantry captain in The Rhodesian Army flickering back into life as he intended to give the general a full intelligence report. "Until the bottleneck is sorted, exploration of areas outside of the capital are logistically impossible. As such, UZACOM has seen fit to focus on procuring as much transport aircraft as feasibly possible, so that, at the very least, the people can be fed while long term measures are established.

No information has reached Harare regarding enemy forces or warlords, however a number of powerful ZANU and ZAPU leaders fled the capital when Mugabe was deposed. These individuals wield great personal influence, and support in the parties they are members of. In fact, I actually have a copy of some dossiers I drafted on them myself."

The chairman retrieved a set of files from his briefcase and handed them to the Spanish ambassador.

"You should be able to fax them to the general for perusal. They are, at the moment, unaccounted for, but they are potential leaders of a communist-aligned insurgency. They are all veterans of The Rhodesian Bush War, so this will not be a new experience for them."

The Commander would notice the clear and concise way Mr. Trevor was talking, and he would be elated that he was speaking with a army man also.

"Do these leaders have a powerful enough forces that could threaten the GA forces? Or by extension the UZACOM? I do believe that if they do have, our effort should be made more with Air Power than Land Power then. Also does the Provisional Government want these men to be held accountable for their actions and face justice?"

The Spanish Ambassador would turn to the UnderSecretary.
"How are we looking at the current number of members withing the GAPFOR?"

"At the present time, it is unknown what is occurring outside the capital, sir. These individuals are well known, and wield both personal and collective popularity, and some are professional soldiers, so while there is no definitive evidence proving they are actively organising an insurgency at this time, they have the ability and skill to do so, which is why vigilance is required. Meanwhile, it is preferable that they be captured, instead of killed, however if not alternative is available at the time of an attempted capture, their elimination is regrettable, but understandable."

"General, we are currently looking at two participating states, namely yourself and Poland, with the government of Poland has offered the deployment of a Mechanised Brigade. Upon the conclusion of this meeting I will be taking the time to privately correspond with other member states in an attempt to bolster the force."

"Until such a time, I'd request that you proceed with the drafting of operational plans in order to actively deploy forces as soon as possible."
