"So the USA says units on the ground whereas Vietnam says journalists, bit of conflicting sources. For the US it could mean it either as troops on the ground or is actively contacting the nations troops. Which is worrying, is this why you are against this resolution? No matter. I do think it was asked for outside nations not to intervene in the conflict but perhaps I was wrong. We will not comment any further until the vote is made, thank you"

This is the response of the Global Assembly, NOT of Norway.

The British police guarding the General Assembly would allow the Serbian men into the building, however they would not be permitted into the chamber. Outside of the doors, they were told, "I'm sorry, gentlemen. The General Assembly is in session right now. You may not enter the chamber. We could bring him a message, or you could talk to the rest of the Serbian diplomatic corps and relay the message to them."

"Secretary General, if I may... the Argentinian document is outdated. Serbian military forces no longer are present in Kosovo nor do they occupy any part. Kosovo has declared it's sovereignty. This nullies two proposals of the Argentinian resolution... they should either amend their entire resolution or the newer and more relevant proposal should be voted upon first."

The Norwegian ambassador's aid sent him an encrypted text message. The ambassador stood, and promptly spoke after his Vietnamese counterpart. "I can confirm American reports that civilian centers in Kosovo's capital are being attacked. The Norwegian embassy has been hit by an artillery shell, and the Norwegian Ambassador to Kosovo has been killed..." He turned his head and looked directly at the Serbian ambassador, "This is an act of war."

"We once again call the SG to immediatly call for the vote as to be able to move on to avoiding any new events. If not, the Secretary General will have blood on its hands and will be an accomplice of this for stalling this debate and avoid reaching a Resolution.

Kosovo is not, and never will be under these circumstances independent. Its a part of Serbia unless Belgrade decides otherwise."

This is the response of the Secretary General, NOT of Norway.

The message from the Serbian strongmen would be relayed to the Serbian ambassador. Meanwhile, the Secretary General would speak up. "We have heard a continuous string of new information come in to this chamber. I'm sure there is much more information to come, but I think it's now time that we vote. First, we will vote on the amended resolution submitted by Argentina. If this does not pass, then we will vote on the resolution with the Dutch amendments. This vote will conclude in (72) hours."

RESOLUTION ON THE BALKAN CONFLICT BETWEEN
THE REPUBLIC OF SERBIA
AND THE

TERRITORY OF KOSOVO

The General Assembly,

Considering the long history of territorial, ethnic and religious conflicts that mark the Balkan region;​

Taking into account previous armed confrontations;​

Noting previous Agreements referring to the Dispute between Serbia and the territory of Kosovo;​

Concerned about the possibility of an armed escalation of the present conflict;​

Resolves that:​

1.- The Republic of Serbia has to immediately recall all armed forces operating within the territory of Kosovo and refrain from pursuing any military action on said territory, with consequential economical and political sanctions should the present Article be ignored.​

2.- To call all involved third Parties to refrain from intervening, directly and/or indirectly, in this conflict. Should any of them violate the present Article, they will be made automatically subject to international sanctions, economic and political, in the form of embargoes and monetary fines to be paid to the General Assembly, among others.​

3.- Return complete political control of the Territory of Kosovo to the Republic of Serbia, made effective by the mobilization of non-military, security forces, from Serbia to said territory, preserving and guaranteeing all rights and properties of the local population.​
4.- Economic sanctions will be put in place with the signature of the present Resolution against the Republic of Serbia for violating the Charter of the General Assembly by attempting to use force when diplomacy was still valid. Such sanctions will rise to $5,000,000,000.00 and have to be deposited into the account of the General Assembly.​
5.- A Special Kosovo Development Fund, administrated by the General Assembly, will be created with the funds emanating from the financial sanctions against Serbia. The funds will be employed to improve infrastructure and living conditions in Kosovo.​
6.- Kosovo, while remaining part of the Republic of Serbia, shall obtain a high degree of autonomy, excluding Foreign Relations and Defense, which shall continue to be managed by the Republic of Serbia.​

7.- All further conflicts surrounding the Balkan region to be brought immediately to the General Assembly to be resolved through diplomacy.​

As the Delegate left the GA's Chamber and entered the lobby to meet with them, the two Gendarmery Officers would grab him and slam him to the ground, handcuffing him as such. As they did so, his screams would most likely be audible even in the chamber. "Sir. By the Authority of General Mila Mihailović, You're under arrest on charges of treason. You have no rights, and you will be afforded none. Do you understand this?"

They would prepare to be challenged by the GA's Security for this as they dragged him back out to their vehicle. They would both have a vehemently angry, mean look on their faces.

[REASON]: The current resolution proposal carries numerous fallacies and dangerous precedents that effectively sweeps the entire issue under the rug and will ultimately create unsafe conditions for the nations involved. Kosovo has expressed it's wish to be independent and has effectively fought and repelled all Serbian forces from Kosovo. To force Serbia to commit to a full withdraw, to block any third party state from intervening, and to place Kosovo under Serbian control in the General Assembly while it is currently in an armed uprising that cannot be dealt with due to demilitarization of the area will set dangerous conditions that will not be solved in the coming future.​
