The emperor would check his watch, looking over at the unresponsive Vice President. Did he have some sort of illness? Was he having an episode? He considered calling out for assistance from the driver.

The Vice President thought about a response to the Congolese Emperor, a little taken aback by his comment.

”Things could be better, Emperor, but as you know Turkey can and will stay strong through this ordeal and the next. We have the people on our side even through his trying time and that is what matters. By the way Emperor, I just saw your delegation sail away, is there a problem? I hope not, I really would like to have a close relationship with you and your nation in order to make Congo the Superpower it would already be if not for the Westerners.”

The Car would continue it’s escort to the Hotel when all of the sudden a shaking would occur across the city and the city lights would shut off for a brief moment. Alarmed, the Vice President would await a Congolese response and finish their conversation before heading to the Justice Palace in a separate vehicle to find out what just happened(Earthquake 70km away).

"Yes, we have sympathy for you and your people, we have been through too much that is similar. There is no issue though, our naval forces were... required elsewhere for immediate and urgent matters. Rest assured, it only means we put faith in the security you provide." With the shaking, after the VP left the vehicle, a fully armed Congolese soldier would take his place. The high volatility of the region was not lost on the Emperor, and the risk that the rolling blackout was potentially an Israeli weapon sat heavy in his mind as they continued on to the Hotel.

President Acho and his staff have awakened and had a leisurely breakfast at the hotel breakfast buffet, Fortified for the day they head back to their rooms for a short meeting awaiting the phone call from the Vice-President to meet for the day.

After depositing much of his personal compliment at the hotel, the Emperor would continue on to their rented villa with his Chief of Defense and Minister of trade, the heads of all other service branches having departed for the Congo in the air of recent, urgent matters. When the sun rose in the sky, the Emperor would once again board a car and begin the drive back to the city. His security staff would flank his car on all sides, prepared for anything.

The Emperor would impatiently await for the meeting to be called.

The Turkish Delegation would send a message to the Chinese and Saudi Delegations asking of their status and when they would be available for the summit. The first day of talks would start without them. Meanwhile the Nigerian and Congolese delegations would be notified that the meeting will start at high noon and that the Vice President and Security Council were waiting at the Justice Palace for their arrival. Heavy security would surround the area with over a thousand Gendarmerie forces patrolling the area in armored vehicles of the 6th Gendarmerie Combat Battalion. Once the Nigerians and Congolese were seated they would begin a business lunch with the Vice President.

Once the emperor arrived, he would sit down at the table while his security detail joined the Turkish detail as sentries. The Emperor would shake hands with the Vice President once again and await the other nations' delegates.

The (Formerly Vice) President would leave for a period of time before returning and greeting the Emperor.

“Emperor, sorry for my quick leave of absence earlier… I just Had to attend to some pressing matters. Now Emperor I think we need to discuss a matter while the other members are away which has become apparent to my administration. It seems that Congo is embroiled in conflict right now, there are local media reports of gunfire and attacks across Congo which are very very concerning for me, I am a man of Peace and I don’t won’t innocent Congolese to die, especially due to insurgents. That’s why, no matter the situation I am offering to send a contingent of some of my best to assist the Congolese Government in whatever way possible. I head a private defense contractor with highly trained proffesional soldiers that could sweep up any resistance against your administration. I would also be willing to send various ground attack aircraft to ensure stability in the region at all costs. If you do not choose to accept I fully understand, but look at it as a gift from my administration to yours.”

The Emperor would smile, listening to what the Turkish President had to say.

"A contingent of armed soldiers would be very greatly appreciated, though we have committed our armored regiment to the gang violence crisis in the capital, our infantry forces are very poorly organized at the moment and unable to take full control. Fighting has raged and hundreds are dead there, though I am sure well-trained individuals could clean up this mess quickly. The Congo is however fully set when it comes to aircraft.

I would also like to commend you on your ascent to the presidency- I must admit I admire the work your new government has done so far. However, I do not believe that you fully understand the opposition you face. For a reason that is beyond me, it would seem that international attention has been redirected from the atrocity of Swedish colonialism in South Africa to your just war. The international theatre is a corrupt landscape of forgive-and-forget attitudes and strongarmed dominating world powers who exert force across the globe and gather smaller countries in mindless mobs to burn down those they do not agree with. I will give you the best advice I have for you at the moment: Deescelate the middle east. Build back your economy stronger. If there is to be yet another world war, do not stand alone. At the moment, our assets are occupied not just locally but, indeed, secretly, internationally. A nuclear submarine under my personal command is preparing to launch a barrage of cruise missiles at a foreign entity as we speak. There is no chance that you succeed in your war against Israel- focus your efforts elsewhere."

The Emperor would call for a waiter and order a bottle of top-shelf whiskey.

The Waiter would give the Emperor a healthy glass of whiskey, made in Istanbul.

”Very Good, I will send a Message to the Ministry of Defense to prep the soldiers for combat, your defense ministry will get a detail report soon on the extent of the force.

Now Emperor I am going to respectfully disagree on that one, I don’t think you even realize the might of the Turkish army After our recent buildup. We are by far superior in every way to the Israeli Armed forces and would crush them under a combined arms strategy that would effectively reduce Israeli opposition to nothing, in fact we have a larger armed force than any in Asia and we surpass every military in Europe. Additionally I absolutely doubt that many western nations will get involved, did you see the South African Invasion? Not a peep from the West, just lots of Bureaucracy and posturing And nothing more. In the end if we did commit to an invasion we might attract the attention of some far off state which wouldn‘t even be able to compete with our forces on our own turf. I also have the commitments of the Saudi Arabians, contrary to what they posted on social networks today they have agreed to a defense pact months ago and have already mobilized forces to their northwestern border. We have yet to contact each other recently but there is no question in my mind that they will assist us When the time comes.

But you see Emperor, I want you instead to join our cause not for us really instead Because I think it would be highly beneficial for your nation to do so. Others see Congo as a weak third world nation with zero international influence, they also see congo as a nation filled with conflict within it’s borders but this can change all of that. Others will see Congo as a wealthy power capable of sending armed forces to the other side of the world in support of it‘s own interests. It would introduce your nation to the world stage and show that Congo is open for foreign investment as well, I mean, is a country that has domestic issues really sending troops to a another continent? No they aren’t and that’s the point, everyone will see Congo as a stable nation and foreign investment will arrive in the millions to support your economy. I’m also going to try to get the support of various other powers including Nigeria and Thailand who also could support our effort. If we are allied we would make intervention a much less inviting prospect for Foreign powers. We also would be willing to give Congo Monetary and military assistance, in fact we have a variety of outdated weapons that your government could get for free of charge.”

After a moment's thought, The Emperor would take a drink of the whiskey.

"I see what you are doing, sir. And I can say that it will work. We can commit the second Fleet of the Airforce to your cause- That's 36 MiG-23s and 24 Su-25Ks. That should be a sufficient complement to your own advanced airforce. Once we get our infantry in order, we would be willing to send up to 10,000 men. Past that, our intervention is a no-go. If the war goes poorly and our resources are at risk, we will pull our assets out. This is a gesture to you of our support and to the international community of our strength. These troops will not lead an assault into Israel, nor will they be your last defense. They are supporting troops for your own forces. If that is understood, I can begin drawing up orders. Does this please you?"

“Absolutely Emperor, we respect any of your wishes and are thankful that you will support the cause With such a large force. I assume these forces will just be peacekeeping forces in Palestine and I can make sure the navy will provide adequate accommodations for your forces. Please have your aircraft land at Incirlik air base where we will have fuel and other resources for your pilots. Why don’t we celebrate our friendship with a toast, yes?”

With that he would wave over a server who would have a fine champagne poured for the two men. By this time it was getting late and still no word from the 3 other attendees. The President would drink the champagne and smile, happy that Turkey had found a reliable international power.

The Emperor would share the champagne, though shortly transferring back over to the whiskey.

"The soldiers will arrive in short order. I will remain here for a few days to observe your operations, then I have other international meetings to attend on my Tour. For now, I can stay here at this table until the other rather un-fashionably late representatives arrive."

The President would reply after putting his drink down.

”Quite late indeed, may I ask you a question Emperor? I just want to make this short so I tell you now, how would Congo like to join an International Economic, Military, and Cultural Alliance with Turkey? The purpose of the meeting is establishing this alliance and I would like you to join it, it would show the world that if you oppress one member you will incur the wrath of another member. This way we can conduct our affairs without opposition, since no nation would like to fight us together, we in fact are publishing the details of the alliance shortly and it will mimick many previous international alliances. Think of it as a sort of NATO but for non western members, it would allow easy access to all airports and ports within each member, boosted trade capabilities between members, and increased incentives for travel between member states to boost tourisim. How does this sound? if you like it we can get into some of the details after the Nigerians and Saudis Arrive.”

President Acho and his staff would arrive. President Acho and a few staff of French and Arabic speakers and his two foreign policy aides. Greetings, all. Sorry. Late to the party. I had been waiting outside my suite all morning. I am interested in what you have planned for today.:

"I understand, that some state partners that agreed to come here to Turkey, have obviously not appeared. Nature of the Game. But Nigeria has been. Maybe there are some side issues you others want to get involved in. But Nigeria has been here since the get go. And we are here to see this out. We came here to hear opinions of the countries that are somewhat side-stepped or overlooked by the GA. South Africa is a huge problem....So is having agents gunning down a sitting Foreign Minster.

We are coming to the point that none of have us any idealistic ideals but Turkey. Turkey is on a mission. Turkey at least wants to free Palestine. Turkey doing something just nation-building at this point. There is merit in that. I want to follow in this mold. Congo just wants to stir war, for war's sake. I want none of these wars but I need allies. I need smart allies. Allies I have something, not racially or geographically in connection with. I want an ally I can build my country with. That is what I have come to say today. I am willing to listen to the rest."

The Emperor would look up at the late arrival. After the President finished speaking, he would erupt into laughter, quickly stifling it after remembering his manners. Taking a moment to collect himself, he would begin to speak.

"You... Have arrived late for the meeting. And without waiting for any words from any other party, you begin to criticize my governance? And then, you have the GALL to claim that I, and my entire nation of honorable men and women, are starting conflicts simply for the sake of war... Quite honestly, this is a disgrace upon not only you but your government as well."

He would stand up, gesturing with his hands in wide sweeping motions.

"You say this, and so I ask you, what warmongering activity have I participated in? What wars have I started "for war's sake"? I feel that you have made an initially poor impression on me, and that, my good man, cannot be undone. Now, with that bigotry against the other African peoples done and over with, let us continue."

He would sit back down once again, taking a drink from his whiskey before calling for a waiter to take it away and bring him a bottle of club soda.

The chinese delegation would reply to the turkish officials that they are ready anytime for the summit and would like to confirm when will the summit start so the delegation can immediately depart from the hotel and head towards the venue to attend.
