Igor would carefully consider his words as he toop a sip of Cognac, "While Ukraine certainly has no dedicated military aviation industry currently, we do have plans to create a branch of Antonov for the creation of military jets, I think our engineers could work together and setup two new companies in our respective nations perhaps? As for that pun... please don't do that again, I'd hate for our negotiations to crash over poor taste."

Igor finished that statement with a smirk as he moved pushed his pawn on d4 to d5.

I would be more than happy to accommodate such an idea." Friedrich proceeded to move his right-side bishop to A6, already a plan in mind. However, another thought came to him. It was something that he had heard from his last plenary session

"Tell me Igor...what is your opinion on social credit?" he asked, clasping his hands together in thought, "My government seems to be rather spooked by the idea, seeing as it's a highly socialist idea, but I cannot say that I'm not interested in the concept, especially with the new freedoms that have been given. Everything has a cost to it."

Igor would wonder about that last question and pondering if it was a good time, "Well, as you know, the Ukrainian Federative Directorate is a meritocracy and as such it is inherently socialist but we try to keep the system egalitarian and fluid. We've been having thoughts on developing something akin to social credit. Let me explain." Igor would finish that last thought with a sip and a move his last bishop on the attack to a6 and take Friedrich's bishop while half-smiling.

"Essentially my government has been theorizing on a new system of tiered citizenship based on fluid social credit systems. we call it Citizen Systemic Individual Name (CSIN) and it would in essence completely replace all legal documentation for an individual and include subtypes in the form of Visa Identification Serial (VIS) and Asylum Identification Serial (AIS). It would be based upon a network of data centers which all back eachother up for redundancy and computation speed and would provide an extremely strong network for keeping citizens safe, legal and responsible. the Citizen Tier System (CTS) would be based on percentiles much like a credit score based on various social factors and contributions to society." as Igor would finish his explanation he'd look at Friedrich with a cocked eyebrow.

"What's your thoughts on that Your Majesty?"

The Kaiser's eyes widened, first looking to his missing bishop's former spot, then to Igor. The idea was certainly interesting, but his bishop!

"Verdammt, mein Bischof!" he hissed, before looking back to Igor, stammering to find his train of thought again as he contemplated the theory that the Ukrainians had. From what it sounded like, it was an interesting system that could make bureaucracy far more manageable.

"Umm, well...while it certainly sounds...interesting, is it possible you could give me an example of how such a system would work? Let us assume that, umm...say, someone does something to go 'down' on this social credit scale. What would be the consequences, the punishments?" He then proceeded to move a pawn, the pawn right of his Queen, two spaces forward, now believing it an appropriate time to bring out such an important piece.

Igor chuckled at the Kaiser's response while eyeing the pawn with a predatory look. "You're willing to sacrifice your pawns to give yourself room to maneuver, effective in chess but I don't get the sense you'd do the same in real life. Especially given that question."

With a short quaff from the glass, emptying it, Igor would move his right knight to e5 and eliminate the offending pawn.

"There is no punishment, citizenship in my opinion is something earned, something worth merit. If you lose your tier and fall down, you lose certain rights but are always guaranteed basic services after attaining citizenship. In the Ukrainian Federative Directorate citizenship is given after military service or some other equally important state service. Tiers are fluid and not arbitrary, certain privileges come to those who genuinely better their community and provide their work to the state to improve life for all." Igor would look at the Kaiser to gauge his reaction.

"Currently we need funds and other resources to create this system, including better semiconductor technologies but once we have the pieces needed to create this system, it would be best to have other partners. Perhaps you would be the first to consider it. Given your initial inquisition on social credit." The Premiere would look the Kaiser in the eye and maintain contact until the Kaiser responded.

"You...certainly have my interest on this idea of yours, despite its very socialist roots. From what I hear, Die Linke is considering to ask for SPD's vote on a social credit system, and from what I have been told, they've already planned to present a Resolution to the Reichstag that will give a trial opportunity to the German people on a basic social credit system." — he then proceeded to lean in and whisper, as though he was telling a dirty political secret, his eyes locked with Igor's — "Don't tell anyone I told you that!" Before he moved away from the Premiere, the Kaiser gave a smile before moving his Queen from D8 to C7, leaning back and clearing his throat as he did.

"However...I may see an issue with implementing such a system within the German Constitution: it may contradict or violate the rights of German citizens if they lose what are said to be certain 'privileges'. What would be a suggestion of such privileges to use for such an ambitious system?"

Igor would shake his head ever so slightly, "You're a wily one Your Majesty, it does indeed have roots in socialism but nothing in moderation or rational usage is inherently dangerous especially when you put checks and balances on it... no? Igor would smirk slightly and move his pawn on f2 to f4.

"Privileges are nothing that would violate the basic principles of human rights much less affect the citizenship of an individual in a persona non grata manner. It would be mediated fairly and simply restrict certain 'luxuries' such as the ability to run as a representative of a community, holding important political postings, ability to own firearms, as well as affecting various government subsidies such as reimbursement of money by the state as stipulated by the social contract of any functioning modern state driven by the will of its people. The system seeks to punish those too lazy to serve others and to reward those who take their lives and roles in the world seriously." Igor would finish with a bit of flare as temper flared just a bit thinking of how easy it is abuse a government due to beauracracy.

The Kaiser's brow raised at Igor's flare, seeing much of the same hatred for bureaucracy as he had for it. Moving his bishop to G7, Georg took a deep breath.

"I absolutely understand how you feel. Bureaucracy is the abuser of the People, and it is why I have fought so hard in my country to eliminate it at every turn. This system that you have in mind...CSIN...I can see the benefits, but I can't really see any drawbacks. If I had the authority to implement something along those lines, I would be lying if I said I wasn't tempted, for sure, but I always feel like that there has to be a catch to something that sounds this good." The Kaiser thought for a moment, curious. Perhaps he could push SPD in the right direction to help Die Linke put the bill into action, but who knows. He wracked his brain, trying to find an answer to such a problem, until his mind returned back to the prospects of mutual cooperation.

"So...about civil projects for this mutual cooperation pact; how could we help each other in that regard? I suppose, aside from tourist benefits, that there would be something we could do for each other's businesses aside from implementing a trade agreement?"

"I'm glad you're enthused by this idea, don't worry about it afterall my own government has not yet began implementing the system much less building it, it will take time." As Igor was saying this a maid would politely knock on the wood door softly. She would enter with a demure smile pushing a trolley of amenities such as Hors d'oeuvres, small toasted sandwiches, bags of snacks and candy and hot water for tea along with a full assortment of teas alongside a pot of freshly made coffee.

Igor would politely ask for the entire pot of coffee and two cups while replying to the Kaiser. "As for civil projects, trade is always welcome, Germany makes medicine and Ukraine needs medicine for example. But I suppose you meant something more hands on than simple trade? Perhaps infrastructure or large joint projects perhaps? You'll have to elaborate Your Majesty. The maid would look expectantly at the Kaiser as she completed the Premiere's order and Igor would take a healthy sip of his coffee as he waited politely.

Georg looked to the maid and proceeded to politely ask for a box of junior mints, two toasted sandwiches, and for the teapot with an herbal tea included.

"Dankeschön, Fräulein," he thanked quietly before dismissing her, turning back to the game and moving his Queen to remove the rather dangerous-looking knight at E5, giving a content smile as he looked at the board before him. He was doing remarkably better than he usually did. He hoped it was because he was secretly a chessmaster, but he thought it more as luck than anything.

"Well...I believe that the Ukrainian and German government could work to help contain some of our...worst disasters. If you remember, a few years back, the nuclear plant at Grafenrheinfeld suffered a catastrophic meltdown. From what I recall, it was listed as a 6 on the nuclear accident scale, and it still has only been temporarily contained; I also know that the Sarcophagus over Reactor 4 in Chernobyl is running the risk of collapse at any time, yes?"

Igor would thoughtfully look on as Georg took his knight with the Queen and slightly open his mouth in surprise. Thinking he wasn't paying attention he'd point out that his pawn was in position to take the Queen and indeed used the pawn on f4 to capture the queen on e5.

"Your Majesty, were you not paying attention to the board?" Igor would take a few seconds to think about the Chernobyl proposition.

"Well that would be a good show of cooperation, the Sarcophagus is indeed slated to collapse within the next 5-6 years and we've been working on a new project known as 'New Safe Containment Shield'. It will likely comprise two 180 meter wide and 130 meter tall and 10 meter thick walls with a 500 meter length. The steel used has a tubular strength of around 500 MPa and the whole thing probably weighs around 90,000 tons each. I believe the plan is to build rails on either side of the NPP and build both shield halves around 200-300 meters away from the power plant before sandwiching them together to completely seal the entire NPP for the next 100-120 years."

Igor would take another sip of coffee and munch on his sandwich before continuing. "The plan is to use a missile to blow up the chimneys before sealing it. Also planned was a cordon around both Pripyat and the Red Forest with armed guards on 5 meter thick concrete walls 12 meters high with towers. The reason for this is because it's possible to reclaim much of the exclusion zone except those particular hotspots by scrubbing the soil and cleansing the area of radiation. The construction of a new village is also planned. It is entirely reasonable to do a similar project in Grafenrheinfeld especially if we both put our might into this task."

The Kaiser looked to the board, his content smile turning to a frown with quickened realization that he had "dun-goofed" and let his Queen get carried off the board. As he popped a mint into his mouth, he hummed in disappointment at himself.

"Scheiße," he mumbled, already beginning to panic to keep the pawn from moving any further. In a flash, his hand had fumbled to his Bishop and moved it to E5, avenging his Queen. He then looked back to Igor, listening intently to his plan for the Chernobyl Exclusion Zone as his face returned to a more neutral position. However, he frowned again when Igor stated that he was planning to blow up the chimneys with a missile.

"Now, don't you think that blowing up the chimneys of a decommissioned nuclear plant with radioactive material still inside might be a tad extreme? You run the risk of opening a bigger hole for radiation to escape; I may not be the best to ask on this, but I would say remove the chimneys carefully," — he hummed in thought, already getting an idea to make Igor that much more popular with his own people if he were to reclaim the Chernobyl Exclusion Zone — "Perhaps you could save the chimney over Reactor 4? Scrub it down, clean it, and erect it as a monument in the new village?" The Kaiser's thoughts then returned to Grafenrheinfeld and the surrounding 50 kilometer exclusion zone.

"I would be more than happy to accommodate for a project of similar scale for Grafenrheinfeld, especially given that the area is still not even remotely as properly 'contained' as the Chernobyl Zone. Alongside this kind of project, I would also like to see public works set up with joint funding, like tech parks and universities, or even entire communities if we can manage it. Trade is well and good, but for such an accord, I would imagine that Germany and Ukraine could do so much more than the simple trade of goods." Then, another thought crossed his mind: the Iron Ring.

"On an even more serious note, however, what are your views on the Global Assembly as of the moment? With all that's happened, I'm certain you've heard of my country's decision and reasons for departing, correct?"

Igor would click his tongue after the Kaiser took his pawn and move his own pawn on g2 to g4 before thinking about his thoughts on the GA and how to think about other joint projects.

"Well I certainly don't care either way with the Global Assembly to be honest, and my government's stance has been neutrality. Ukraine won't be dictated to by a world government but neither will it stir the pot as it were. I've seen news spread of the Iron Ring, at some future date Ukraine would likely join but developing bilateral ties is more important at the moment. If at all possible I would like to get into talks to be an observer of the Iron Ring.

The Premiere would continue eating his sandwich while replying, "The way I see it, I've been mulling proposing several renewal projects to the Upper Presidium. Executive decrees on developing Special Economic Zones in Chernobyl after repairing things there along with SEZs in Crimea and uplifting the republic there and in the Eastern Sovereignty of Donetsk-Kharkov. Perhaps we could set up joint zones of business within these SEZs? We could do something similar in Germany if you are so inclined."

The Kaiser was heavily inclined to agree on the offer, but he would have to first bring up the issue to the Reichstag to at least get an opinion on it. It didn't seem like anything that would inherently worry them, but he could never be too careful, just like with this chess game. Knowing how close his Rook was to the Queen, Georg proceeded to move his right-sided rook from B2 to B4 as he answered, taking small bites from his sandwich and taking a sip of his tea with his face scrunched in thought.

"I will see what I can do regarding an observer into the affairs of the Iron Ring, but I cannot guarantee anything. Regarding your offer for special economic zones, I do not see why this would be a problem. Of course, I would have to present such an offer to the Reichstag and the Cabinet as a Resolution. Perhaps at either this plenary session, or the one next month." He then proceeded to present an idea that he had as both an economic and governmental expansion of the Berlin area into Brandenberg.

"After all, I was planning to propose something similar regarding the cities of Berlin, Munich, Hamburg, and Bremen: vast expansionary projects that could be utilized for touristic activity, as well as basic governmental affairs. In particular, I was very interested in a very large-scale expansion of Berlin, similar to the old 'World Capital Germania' project that Albert Speer wished to attempt. Would you have any suggestions on such a vast undertaking at all?"

Igor would think about the Germania project, it certainly fit with his ideas on how to renovate Ukraine and make the citizens proud of their country. He also would remind himself to not be rude and respond to the Kaiser insightful idea on how to jumpstart pride in the Chernobyl project... "Your earlier comment about the Chimney of Reactor 4 is very sound, using an Mi-26 helicopter with attached cabling and a controlled explosion at the base would be excellent for preserving that history. It would remind Novaya Pripyat of the troubles but triumph of our past and future."

As Igor finished saying that he would move his king and right rook in a Castling action on the board.

"As for your Germania project, that sounds extremely ambitious, and while I was mulling over various infrastructure projects, a Greater Kiev would be quite invigorating for the citizens of Ukraine... Perhaps merging the entirety of the metropolitan region with more airports, a light monorail line, a few ring roads and expansion of the metro system. An idea for an Arcology project dubbed 'Crystal Palace' or 'Grand Presidarium of Kiev' has been in the works for months, that could be the centerpiece of our efforts in Kiev. As Igor voiced his thoughts he would take more sips of his coffee and stroke his chin.

"Such projects would be expensive but the benefits of national unity and bilateral cooperation would be immeasurable and with a resurgent Russia nextdoor... This would be necessary to keep them from hounding territorial disputes."

"Well, perhaps this can be a combined effort? The construction of special economic zone expansions to some of our more important cities, with the crowning achievements being the Germania and Greater Kiev projects? I would be more than willing to help pay for the cost and help reduce the time of such an endeavor in Ukraine if you were to to the same for Germany...but regarding Russia...you assume that they will be starting territorial disputes?" He proceeded to take another bite of his first sandwich and another sip of tea before continuing.

"I mean, I understand that Ukraine is ethnically-Russian territory, but it would be like Germany trying to take back the Alsace-Lorraine from France, or Eastern Prussia from Poland, without permission. I assume you fear that they will force you to comply?"

Igor would think on how to answer as he finished his sandwich and contemplated the board at the same time. After some deliberation the Premiere would move his pawn from h2 to h3 and then thoughtfully reply.

"Indeed, we have funding of 10-15 billion dollars set aside for infrastructure in the coming months... Perhaps we could set up a mutual development fund? As for Russia, it's merely worries, probably for nothing but their military expansion so quickly is indeed a cause for concern."

The Premiere would go silent for a few moments to think and smiled a bit. "You caught that Strandberg fellow eh? Have any idea where or why he'd hide his money?"

Taking a look at what else to move, the Kaiser sighed to himself as he moved a pawn from F7 to F5, thinking on his proposal.

"I cannot say that you haven't interested me, just as I have said with many of the topics you have brought up at this meeting. Now, what exactly would the mutual development fund be used for? What would its primary purpose be to the both of us? Military development? Civil development? Both?" He popped another mint in his mouth before moving onto the topic that the Premiere had chosen.

"I believe that the Federal Police recently arrested him, yes. They narrowed the search to Bavaria after several leads led them to believe he had fled to the rural countryside. I hope to god that they find the money he stole, but I also can't hope to be that optimistic. From what I hear, he's refusing to talk about the money at all, and is making claims that someone has it out bad for him." He proceeded to emphasize the point with a cutting motion across his throat before popping another mint into his mouth.

"Regardless, at least Strandberg is finally behind bars. I cannot thank my Interior Ministry enough. Oh, and don't worry; I'll see if I can keep Russia focused on other matters."

Igor would cock his eyebrow, 'someone had it out for him?' That was distressing information, perhaps a conspiracy? "That's certainly odd, perhaps more is going on than meets the eye with Strandberg... What were his original affiliations?

Upon asking the question he'd look down and move his knight from b5 to a7 and eliminate yet another pawn.

"As for the Fund... I would imagine that both our governments would put aside money each tax period and mutually decide how to spend it. For whatever benefits both of us of course and administered by a board of both German and Ukrainian officials. There is another matter I would like for us to cooperate on, as you know all modern military operations are done with satellite navigation systems such as GPS or GLONASS. Those are systems that can be shut off at any time by the USA or Russia. Ukraine has been meaning to build a cosmodrome near Mykolayiv and order a space and aeronautics program to along with it. We have space freighters already and we've been working closely with Singapore on other projects. One such project is ARIELLE, a future soldier system and this directly impacts that system as it relies in part on a satellite navigation for full efficiency."

Igor would take some sips of his coffee as he thought of what to say next, "Essentially I was thinking that we could develop a navigation system between the three of us if you're alright with that?"
