Fumio Kyūma, Japanese Minister of Defense, spoke upon hearing the Saudi response, "Greetings Minister Faisal. Thank you for taking my call. Normally, our initial contacts with a new government are far different than this, however, there are dire circumstances exploding in the Middle East. As you know, Iraq has effectively declared war on Syria and Kuwait. We have offered our support to the Kuwaitis, however, as Kuwait is a small nation and currently under attack, we would prefer to initially stage our support some distance away from Kuwait. We are asking for Saudi permission to either openly or secretly allow our soldiers to stage our operations from Saudi Arabia. At the very least, we would like to reassemble our aircraft in Saudi Arabia prior to flying the reconstituted planes to Kuwait.

We are unaware of your government's stance on this current Iraqi aggression, but Saudi Arabia stands to gain international recognition as the leader of the Arab and Muslim world by taking a strong position against the Iraqis. If Saudi Arabia becomes a target of the Iraqis, we promise the full power of the Japanese military forces to repel and crush any assaults. We are also prepared to offer military assistance in the form of 1) Cash assistance; 2) Reduced military equipment purchase costs from our contractors; and 3) Direct transfers of limited military assets to Saudi Arabia's military forces. Another possibility is for our government to help produce trade ships to get the Saudi economy off on the right foot.

Please let us know the level to which your government would allow our forces to stage from your nation, and what assurances and/or support from our government you will need to make this arrangement happen. We are acting in the best interest of peace in pursuing this defense of Kuwait, we hope your government will see it that way and take a similar position."

The Foreign Minister would be overwhelmed with the directness of his Japanese counterpart. However he respected it as he was not a fan of small talk.

"Dont worry about the formalities. Let it be known for all future contact Id prefer this mode of contact! I detest small talk and such formalities" He would laugh.

"Well, back to what you are suggesting. I must say it is a very interesting proposal. The Kingdom is undergoing major changes. The Crown Prince has taken initiative to develop and strengthen the nation. I believe he coined it, Saudi Vision 2000. I'm sure you'll see a press release about it sometime soon.

To give you some context to our current situation, the Kingdom recently just reshuffled its entire cabinet. Previous Ministries were lacking, severely. This new plan is to ensure the Kingdom modernizes and becomes a regional powerhorse as it heads towards the 21st century.

Since so much has been going on internally, we have kept quiet on the Iraq issue. However I must inform you that the Kingdom is appalled by the situation, and the overthrowal of Saddam Hussein is in the best interests of the Kingdom, and the region.

That being said, as of right now Military action is not an option, because we simply do not have the resources yet. Our weapon in this conflict will be diplomacy and of course, Islam. Islam has the power of bringing people together, and part of our mission is safeguarding and promoting Islam. Saddam Hussein is a direct threat to that. The Ulema of Saudi Arabia are preparing to issue a Fatwa against Saddam Hussein, and might suggest the Muslims of Iraq to take arms up against their state.

Saudi Arabia, as a state, cannot act. However we will support those who have the means to do so. Before we get into the details of that I would have to consult with the Crown Prince. (OOC: Need details on immunity from Admins).

Regardless of the Iraq conflict, would you be interested in establishing an economic relationship? We are also extremely interested in your trade ships."

"Please let us know when you have confirmation about whether we may stage, or at least reassemble some of our aircraft in Saudi Arabia - openly or secretly as needed. We have seen your declaration against the Ba'athists and we hope that this will allow your government to work more openly with us.

Our government is always open for economic relationships, however, I am not fully equipped to have that conversation as my affairs are strictly for our military operations. Our shipbuilders have international storefronts available to place orders for all manner of trade ships. Typically, we opt for mutual exchange treaties, rather than import-tariff treaties. This means that we would exchange categories of goods for each other. Let me know if you are interested in that and I will pass that along to our foreign affairs office."

"Lets focus on Iraq for now.

I would like to say that there is great potential for a good relationship between the two of us. I must inform you that we have initiated contact with the Coalition forces and even suggested using Saudi Arabia as a staging force.

I am completely open for Japanese forces to be used in Saudi Arabia. However, can it be done in secret? And potentially under the banner of the Kingdom of Saudi Arabia? Our Military at the moment is going through a rebuilding process. We were caught off guard. We definitely would not like to appear as though we are weak or did not involved.

Our only conditions are that you do not officially mention you are getting involved and that it is under a Saudi Banner. What kind of support can you provide? We are looking to help out the Kuwaitis.

Oh and one more thing. What do you think about post-Saddam Iraq? If you can help us reach Baghdad and fend off any western influence in regards to post-Saddam Iraq, that would be a much added bonus. "

“We are happy to hear you views on our future relationship. We are in agreement.

We are happy to act in secret, the main thing we would need is a location to rebuilt our aircraft we are transporting to the theater so that we can have air cover for our forces.

Next issue, we are unsure how we could not officially get involved if our soldiers are on the ground. We are also afraid of violating international law if we hide our flags. What we can do is establish a Japanese-Saudi Coalition and have your officers as leaders in the coalition. Furthermore, we can assist with getting your forces involved in the conflict. We have trucks that can carry your soldiers and we can integrate them without forces so that they can play an effective role, without the cost of heavier equipment.

Keeping Iraq free from any imperialist influences is important for us as well.”

“In order for our forces to be viewed as legal combatants and observe the laws of war under the Geneva Conventions, they must wear our uniform and flag. If they do not observe these rules, they may be subject to harsh treatment as unlawful combatants.

We are in direct contact with the Kuwaitis and we have their authorization to move soldiers into their borders. If our entire fleet arrives in Damman, it will be clear that your nation is supporting our efforts. Strategically, we do not wish to delay aiding the Kuwaitis any longer than necessary. If Kuwait City port is still functioning by time our forces arrive, would would like to go straight there. If, however, the port is not available, we would land in Damman at that time with your permission.

We can send the call signs our our ships heading to your port when the time comes for them to land. We have to maintain the highest levels of operational secrecy to help protect the Kuwaitis while our forces are underway.”

“We have standard mutual defense agreements pre-drafted and available, however, which terms are you looking for exactly? Furthermore, we can provide all of those vehicles and offer our ally rate of a maximum of 20% markup on all purchases.

The Isuzu does not have a machine gun mount, as it was intentioned as a troop transport or patrol vehicle. However, a machine gun mount could likely be developed for it. Note, the vehicle is totally unarmored and we would not recommend using it for combat actions.

As far as trucks go, we have some of the most reliable and affordable logistics options. The Type 73 Heavy Aditya Truck Can transport 22 troops at one time in addition to being able to transport 6 tons of equipment on the road. The Type 74 truck Can transport 11 tons of equipment. We imagine the price of these trucks to be under $35,000 each.”

"As far as light tactical vehicles with space for mounted machine guns go, our government is also in the market. We are exploring the creation of a domestic model. We suggest creating a purchase order competition and have international corporations bid for the production of this type of vehicle for your military. However, our Pacific Defense Export Company can produce most of your defensive needs. While we generally will sell everything we can produce, we have not yet advertised all of our products. If there is a product your government is looking for that we produce, simply make a request and we will price it for you."
