Dear Minister Kharazi,
I hope this email finds you well.
I am Edward Reid, Minister of the Department of Global Affairs of the Kingdom of Canada. I have been tasked with opening diplomacy with nations in the Middle East and neighboring areas. The Islamic Republic of Iran is at the top of our list.
It's fair to say that we both know that Canadian-Iranian relations have been an extremely bumpy one since the late 70s and early 80s. Canada's main concern is the human rights in Iran: the lack of freedom of expression, the treatment of women, the imprisonment and detaining of foreigners - specifically journalists, and the treatment of peoples belonging to religious and ethnic minorities. However, Iranian Canadians number just over 200,000 and our concerns should not prevent our two nations from holding a positive, or at least a neutral, political relationship - for the sake of both of our people. Recently our nations have re-opened diplomatic missions in our capitals but we have yet to properly exchange ambassadors.
I believe doing so would be a good starting point, do you?
