Dear Prime Minister,

I have the honour to reach out to you today with the hope of taking the first step in improving the Dutch-Norwegian relationship.

It is my strongest desire to meet with you in the near future so that we can discuss a broad range of issues on which I believe our governments can cooperate. Perhaps, if you are able and willing to host me, upon the conclusion of the Grand European Council I could travel to Olso where we could hold talks.

I believe we have an opportunity to explore cooperation in areas of European integration, North Sea cooperation, defence, and energy to name just a few.

It is wonderful to hear from you Prime Minister. We have since concluded the Grand European Summit. A summit in which your representatives were exceptionally helpful in helping craft the framework for a future European Union.

I would love to host you here in Olso. We could arrange a full-day meeting here in The Office of the Prime Minister. I imagine we will have a full slate of topics to discuss following the end of the Summit. But I also agree that we spend plenty of time on the subject of Dutch-Norwegian relations. We will go ahead and set the meeting for next Tuesday. This will give us ample time here to prepare for your arrival.

Norwegian Police Security Service (PST) will be handling security at the Oslo Airport awaiting your arrival. The motorcade will bring you directly here to Regjeringskvartalet (Government Quarter) in central Oslo.

I look forward to meeting you in person.

The Prime Minister, along with three of his senior political advisors, and a handful of aides who acted as liaisons to other Ministries. The delegation would be complemented by two security officers from the BSB . The delegation would be driven to Rotterdam The Hague Airport where they boarded a Gulfstream G550. The aircraft would be fully fueled and supplied for its flight to Oslo, Norway. A flightplan would be submitted to all relevant aviation authorities and the flight would safely take off and begin to follow its flight path.

Upon nearing Norwegian air space the aircraft would contact Norwegian air traffic control and follow their directions for a safe landing at Oslo Airport. Once on the ground the aircraft continued to follow the directions of Oslo tower as it made its way to the stand. Once the aircraft had been secured the crew would open the doors and allow disembarkation. The Prime Minister would be the first to disembark and would greet the waiting Norwegian delegate.

Upon receiving information about the Dutch prime minister's visit, the Norwegian government would initiate a comprehensive security plan to ensure the safety of all officials involved. This plan would involve multiple agencies and officials, including the Norwegian Police Security Service and small elements from the Royal Norwegian Air Force. The security plan would be designed to address various potential threats, such as terrorism, protests, and other security risks. It would also include a detailed route plan and transportation plan for the movement of officials.

The Gulfstream G550 would be permitted to land and taxied to a predetermined and secure location apart from the main air terminal. The Dutch prime minister would be received at Oslo airport by Norwegian government officials, including the prime minister, who would greet him and accompany him to a secure vehicle.


“Welcome to Olso, Prime Minster. How was your flight? We can keep talking while we walk. Let us get off this runway. If you'll follow me.”

During the walk back to the vehicle, the two men stopped for the small group of press that had gathered for some quick photographs for the morning papers. The media attempted to ask questions but were generally greeted with just smiles.

The primary vehicle would be part of a motorcade consisting of multiple cars and motorcycles, which would be escorted by the Norwegian Police Security Service and other security personnel. The motorcade would travel along a pre-planned route, which would have been secured in advance. This route would be chosen based on factors such as the security situation, traffic, and time of day. The motorcade would also have a lead car and a follow car, which would be equipped with advanced communication systems to coordinate the movement of the motorcade and respond to any emergencies. Norwegian Police Security Service would provide security cover to the Dutch prime minister's motorcade during the journey, which would include monitoring the route for potential security threats and coordinating with other security agencies to ensure a safe and secure journey.

Upon arrival at the Office of the Prime Minister, the Dutch prime minister would be escorted to the meeting room by security personnel, who would provide close protection throughout the meeting.

The meeting room was a spacious, well-equipped room designed to host high-level diplomatic meetings with foreign leaders. The room featured a large marble conference table with ornate yet comfortable-looking chairs arranged around it, providing ample seating for all attendees. Along with the Prime Minster, The Norwegian Minister of Foreign Affairs, Jonas Gahr Støre also joined the meeting. Minister Støre had just flown back to Olso from his trip to Ireland and looked a bit tired but none the less ready for diplomacy. Prime Minister Jens Stoltenberg sensing that everyone was settled in, decided to go ahead and start the meeting.


“Welcome everyone. I hope everyone is comfortable. We have much to discuss today before we break for lunch at 11. Shortly after I would like to hold a press conference open to the media giving them a chance to ask us both questions if that is acceptable.”

"Thank you for the warm greeting Prime Minister," Jaap de Hoop Scheffer would respond as he extended a hand to the Norwegian. As they walked towards the vehicles the Dutch Prime Minister would wave towards the assembled press and voiced a generic diplomatic statement of appreciation that the Norwegians had welcomed him to their country and that he looked forward to fruitful talks. Jaap de Hoop Scheffer would then proceed to follow the Norwegian Prime Minister towards the motorcade which would take him and his delegation to the capital.

The Dutch Prime Minister, along with his two most senior Political Advisors entered the conference room and took their seats at the table. De Hoop Scheffer would nod, "Your schedule is acceptable Prime Minister, perhaps we could also discuss an agenda before we proceed. I was hoping that we could discuss a range of matters, specifically the European Union. Though I would also like to touch upon topics of defence and economic cooperation. Are there any topics you are hoping to discuss today?"

“The most pressing issue is obviously going to be the European Union and the upcoming Amsterdam Summit. I want to quickly outline any changes that have been submitted after conversing with other European nations. I would also like to finalize a schedule for the Amsterdam Summit. It would also be a good idea to discuss where we hope to be in terms of the binding document of the European Union at the conclusion of the Summit.”

“On the matters regarding Norway and the Netherlands specifically, Defence and economic cooperation as you said are both at the top of our list. I would like to get your opinion on the situation going on in the Congolese empire. We have just recently had an incident in which our embassy there had to be evacuated. This was a new endeavor in hopes of improving relations with Africa with not only Norway but Europe as a whole. As of yet, we are off to a rough start. Many in Europe are starting to see these overtures toward diplomacy as hopeless. I’m not so sure I agree but much caution will be needed with diplomatic missions going forward.”
