OPERATION A TODA COSTA​

I. Orders/Situation
Operation A Toda Costa is an operation designated at taking down the cartels and it's key leaders. The map below indicates the Cartel Alliance in Red, the Gulf Cartel in Orange, and the Mexican Government in Green. The Gulf Cartel has opted to remain neutral and has been known to supply both sides with information and access through it's territory. The Cartel Alliance is comprised of the Cali Cartel, lead by Joaquín Guzmán as known as 'El Chapo', the Juárez Cartel who was lead by Carrillo Fuentes until his reported death a few months back, now it is being lead by whom we believe to be his cousin, Acosta Fuentes, it is also comprised of the Sinaloa Cartel lead by Julio Hernandez, and the Guadalajara Cartel lead by Raphael Mendez. Those are the key leaders to capture and/or eliminate. Reports of increased drug trafficking to include Marijuana, Cocaine, and Methamphetamines are being transported over the border into the United States daily. Among other crimes Human Trafficking is rampant as well, to include sex workers, drug smugglers, and laborers. The Federal Police will handle all investigations on this operation while the Army conducts raids. The United States will be constantly informed of the on goings of this operation. End result, weaken or defeat the cartels in Mexico, and liberate the country.

OPERATION A TODA COSTA​

At each respective base, each soldier would begin layouts of their equipment. Each soldier would be given a packing list: 3 uniforms, camelbak, rucksack, 3 MRE's, riflemen would be given M4 carbines and 210 rounds of 5.56 standard issued rounds, and 7 magazines, machine gunners would be given an M249 squad automatic weapon (SAW), with 1,000 rounds of ammo, to include 2 100 round sack, and 4 200 drum mags, the assistant gunner would carry the spare barrel and be issued M4 carbines as well. The officers would have maps, compasses, and radios. Squad Leaders would also carry these items. The trucks and vehicles would be outfitted with M2 .50 Cal. Browning machines guns or Mk19 Grenade Launchers. Each truck would be outfitted with 1,000 rounds or grenades of ammo. Each soldier would also have an IFAK for first aid. Other tools such as battering rams, ropes, flex cuffs, and ladders would be packed. NVGs would be on short supply and be given to Squad Leaders and Officers only. All trucks would be staged and ready to role out. All equipment for each soldier would be placed in lockers at their units. They would await orders to begin their operation. All additional logistics would be supplied by the Garrison at Mexico City.

The Federal Police who are already in the red zones (undercover), would continue to build intel and supply their information to the government when given opportunities.

The Soldiers would finally receive their orders after being on standby for a week. All units were to load up and stage at the borders of each state, blocking off highway access and any other major form of transit into the Cartel Alliance held regions. The first target would be that of Jalisco and Guadalajara. This cartel was reported as one of the weaker cartels and was also the only state nearly surrounded by the Federal Government. The 5/a. Brigada de Policía Militar (5th Military Police Brigade) would immediately block off Highway 15 on both sides, Highway 80, and Highway 110. They would also move directly into the city with a show of force. Armored Humvees would roll into the streets of Guadalajara and take control of all rail stations and any airfields/airports. They would make their presence known to the region that the Federal Government was in control and not the cartels. All flights would be canceled in the region.

Any foreign tourist would be vetted and taken to a camp on the outskirts of the city. There they would be processed and vetted once more. They would be fully refunded for any tickets and travel reservations that they may have made and be sent on their way to make other travel arrangements, all "Red Zones" would now be deemed off limits to tourist. The Mexican Government would play their emergency broadcast, after the first troop movements.

Tourist would not be given a reason as to why this emergency was in place. They would just quickly be hurried along by the soldiers. Throughout the city gun shots could be heard but they were in minimum capacity. They would be heard in the distance and away from the transit regions.

The Cartels were shocked by the rapid response from the government. They never imagined that the government would respond with so much force. The Guadalajara Cartel quickly grabbed their weapons and ran to protect their assets. As the military moved in it would be clear that they were surrounded. While some gave up easily, laying down their arms and returning home, some captured and detained, many more stayed to fight.

An armored convoy was seen patrolling down Colima, a local road in south Guadalajara. One of the cartel members took aim with his RPG-7 and fired at the lead truck, missing and hitting the sidewalk behind the truck. Bullets erupted after the first shot. After a short 30 seconds the street was quiet. 3 Cartel members lay dead on the street. The patrol kept moving, as citizens quickly pickpocketed the dead cartel members. This occurred in many areas of the city and surrounding towns.

Out in the country the Federal Police lent the Army their UH-60s (Federal Police would be piloting), carrying members of the 1/er Batallón de Fusileros Paracaidistas (1st Parachute Rifle Battalion). The helicopters would be fully loaded with 11 troops per helicopter for a total of 110 troops. The Federal Police would be flying a Elbit Hermes 450 over a marijuana plantation for the past week and was supplying the intel to the government. (The cartels would have no knowledge of this.) The Mexican aircraft would fly over the plantation. The cartel members on the ground would scurry, attempting to escape. The helicopters would fly over once more, this time taking small arms fire from the ground. None of the shots hit the helicopters although they were close. The helicopters would break formation and head towards the outskirts of the plantation. 5 of the 10 helicopters would touchdown, offloading the men. 4 would fly back to the airport at Guadalajara, which was now secure. The men on the ground would get into a wedge formation and proceed towards the center of the plantation. the other helicopter that touched down, would take off and provide surveillance along with the Elbit Hermes 450. They would provide constant tactical data and intel to the men on the ground. As the men pushed in they would detain multiple workers and would be forced to leave men behind with the detained personnel.

As the cartel members attempted to leave they would be met by other members of the 5/a. Brigada de Policía Militar (5th Military Police Brigade). They would quickly drop their guns and surrender, as they were heavily outgunned by the .50 cal. and MK19s mounted on the Humvees. The cartel members would be quickly apprehended and transported on the M35 trucks. They would be brought to the garrison in Mexico City, who was charged with processing the detainees.

As the men in the plantation pushed towards the compound their numbers would be reduced to a squad of troops. The 12 man squad would begin shooting at cartel members that were holding guns. The cartel members would return fire, spraying bullets in the direction of the soldiers. 2 of the soldiers would be hit during the onslaught of bullets. The remaining soldiers would go prone and return fire. The remaining 5 helicopters carrying soldiers would land on the sides of the compound, away from the gunfire. They would offload their troops who would immediately begin firing in the direction of the remaining cartel members. The helicopters would quickly lift off as soon as the troops were dismounted and flew to Guadalajara Airport. The overwhelming firepower, combined with the training of the soldiers quickly overwhelmed the cartel members, who began dying off. Once the gunfire had subsided, a helicopter would land and pick up the 2 wounded soldiers. They would be transported to Guadalajara Hospital which was now under government control as well. The remaining soldiers on ground would begin burning the marijuana plantation to the ground. The bodies of the dead cartel members were collected and placed in the back of a M35 truck. The remaining soldiers on ground, after setting fire to the plantation would board on the back of a M35 and return to base. One squad would remain on ground until the entire plantation was burned to the ground after which they would be picked up and brought back to base.

Sporadic fighting still continued in the State of Jalisco. Reports were high of many detainees. They would be taken to makeshift prison camps. The detainees would be given all basic necessities. The two men in the hospital that were injured in the raid, were expected to make a full recovery, however they would be out of commission for the next 6 months, as their wounds healed. Citizens would flee the state, hoping to seek asylum. Many more headed north in an attempt to reach America. Some would and attempt to cross the Rio Grande. (Odinson) The soldiers continued to seize high value infrastructure, such as clinics, power stations, water treatment plants, sewage, railyards, airports, and anything else deemed necessary, Jalisco, while still a hot zone was considered much safer than before by the Federal Government. A shelter in place order was given for the State of Jalisco, meanwhile an evacuation order was given to the remaining Red Zone States. Many cartel members that did escape death or capture, attempted to blend in with the civilian population and left to the north, some even attempting to cross in the United States.

In the other Red Zone States, the same was happening. Infrastructure was being seized and cartel "strongholds" and plantations were being raided. Much fighting was happening along the northern border states. Gunshots would echo into the border of the United States as the fighting got closer to the border. Some shots could even be heard on the outskirts of El Paso in Texas.

The Mexican Army Command, would prepare for a large push to the north. Many forces were dropped in by helicopter and placed on the outskirts of Juárez and Tijuana. They would hold the major road networks into and out of the city. Border guards would be placed on high alert, along with local police.

Although the fighting is fierce, low reports of casualties came in. A total of 12 injured and no deaths. The cartels were not as lucky,

All soldiers would begin their invasion into Cartel held territory. To better prepare the government would set up sectors.

I. Sector Aero
Battle of Tijuana
Second Military Region
Second Military Zone
Soldiers of the Second Military Police Battalion laid in for a siege of Tijuana. The city would be placed on lockdown. Soldiers blocked off all streets to and from the city with the exception of the U.S. border. All personnel attempting to flee the city would be detained and transported to the Second Military Regional Zone, located Southeast of Tijuana. From there they would be vetted and would be identified and processed accordingly. Citizens deemed not part of the Cartel would be released, Tourist would be sent to the green zone via military vehicles. Anyone deemed to be a Cartel member would be held in a detainment facility. The facility would be makeshift and not an official prison. Conditions would be poor. Each holding area would have a small and crowded hard site building. There would be 1 open shower and 1 toilet per building. Meals would consist of "slop" shredded meat into a paste. Each inmate would receive 1 portion a day.

Baja California Sur
Second Military Region
Third Military Zone
Other soldiers of Second Military Police Battalion would be located at Third Military Regional Zone located in Baja California Sur. They would remain as reserves for the Third Military Regional Zone. Baja California Sur saw relatively light cartel movement due to the mountainous terrain. The cartels would deem that land unfit landscape for their types of operations. Mexico City questioned if they should deem it part of the Green Zone, however due to being so far behind the Green Zone the government left it as Sector Aero.

Battle of Juárez

Fifth Military Zone
Soldiers of the Fifth Military Police Battalion would lay siege to the City of Juárez, just like with Tijuana all roads would be blocked off with the exception of the U.S. border. They would implement the same policies as the Second Military Region, their detained personnel would be brought to a camp made just outside the city. Tourist would be brought to the U.S. border for safety. (Odinson) Meanwhile citizens would be released. Any suspected cartel members would face worse conditions than in the Second Military Region. There would be no showers or hard sites. Detainees would be placed inside barbed wire fences. They would have no beds or any basic amenities with the exception of food and water. The food would consist of stripped Meals Ready to Eat (MRE), consisting of only the main course. They would not be given utensils to eat with. Being so far behind enemy lines, left logistics strained. The Mexican Army could transport them to the Green Zone, but the commanders deemed the roads "black" and too dangerous to transport civilians.

Coahuila

Sixth Military Zone
Soldiers of the Sixth Military Police Battalion would be stationed at the borders of Coahuila and Zacatecas, and Coahuila and Durango. They would hold the major roadways and set up checkpoints. They would see no fighting.

Battle of Nuevo León
Fourth Military Region
Seventh Military Zone
Members of the Seventh Military Police Battalion would advance into the State of Nuevo León. They would be met by fierce resistance in Monterrey. RPG-7 fire would open up on the convoys, missing many vehicles and blowing up buildings instead killing civilians. An IED would go off on the lead truck, killing everyone inside. The trucks would come to a halt and fire back at buildings and alleys. RPG-7s would once again fire on the trucks. One would hit the side of the truck taking it out of commission. The occupants would be alive although severely injured. Recovery teams moved up to save the occupants in the second truck. As the door opened, blood would come pouring out the door. The recovery team would bound back with the injured soldiers, while under fire. The Commander of the convoy would call for air support, however this was a theater wide operation, and none would be available. The soldiers would begin to panic as this was their first time under contact. They would begin shooting at anything that moved in the city. Many civilians would be shot as well as much friendly fire. The convoy Commander would issue a retreat, the vehicles went into reverse and made a turnaround as they sped off, holding on the outskirts of the city. This left the other element completely exposed in the center of the city. The cartels would capitalize on the opportunity and move in to encircle them. As the members of the second convoy reached the city center, they would place their trucks in a defensive perimeter. They would be under fire approximately 30 minutes after the first convoy took fire. The Cartel members would take up the roof tops and begin shooting with their AK-47s and AK-74Ms. RGO Grenades would be thrown at the trucks but due to the armor the trucks would absorb the blast from the grenades. Although the soldiers in the trucks would begin to lose their hearing and would be severely concussed. The Mexican Soldiers would hold out throughout the day, returning fire, and killing many Cartel Members.

III. Sector Chimera
Battle of Sinaloa
Third Military Region
9th Military Zone
The soldiers of the 9th Military Police Battalion and 1st Armor Battalion pushed into the State of Sinaloa. This State would see the heaviest of the fighting so far. With an estimated 20,000 to 45,000 Cartel Members, this was a key State to take back. 4,700 Troops pushed in with lightning-fast speed and immediately fell into contact at the border of Sinaloa and Jalisco. The 100 DN-V Bufalo's and 20 Panhard ERC 90 Sagaie 2's lead the formation as the HMMWV's and M35 Trucks followed behind. The turrets would begin to immediately open fire as the Military Police poured out from their trucks. Explosions rang out in the desert as the sand and rocks were soaked with blood. Body parts were scattered in the battlefield. Though try as they may, the Cartels were no match for the superior tank turrets and overwhelming troops on the ground. As the troops pushed down the road, they would find a large plantation of marijuana. The Commander was taking no chances as he ordered the Panhard ERCs to open fire on the buildings. The buildings would explode into a huge mushroom cloud, as the blast wave hit the troops. Many of them would have concussions and mild headaches but nothing life threatening. As the soldiers pushed up to where the buildings use to be they could see exploded barrels and scorch marks of what appeared to be people. Whether these were cartel or civilian's is unclear. The soldiers would set fire to the marijuana fields and continue to press north. Once the troops hit the city of Culiacán the real fight would begin. Grenades and RPGs would open up the fire. Troops poured out from their trucks once more. Fighting was bloody. The soldiers began to take notice of who they were fighting and noticed that they were children mixed in with the adults, fighting them. UH-60L (Blackhawk) helicopters flew overhead and proceeded to do a strafe run with their M134 Guns. Mowing down the people in front of the soldiers. Soldiers on the ground attempted to wave off the UH-60's but the pilots saw this as them cheering them on. As the UH-60's flew off the soldiers would assess the damage, looking on in horror.

10th Military Zone
The remaining 2,000 soldiers of the 9th Military Police Battalion were sent to Durango. They would have little to no resistance until they came upon the City of Durango. There they would meet little opposition, with a few skirmishes. The Cartel members fled when they saw the size of the Army sent after them.

Zacatecas
Fifth Military Region
11th Military Zone
Zacatecas was initially in the Green Zone, however members of the Sinaloa Cartel moved in after the first few raids, before the official war started. Members of the 10th and 12th Military Police Battalions would be sent in to reoccupy the State. They would push in with overwhelming numbers at 10,400 troops strong. The Cartel however, left this state fairly sparce with only a few regional senior cartel members to protect the State. The soldiers would push over the border from Jalisco into Zacatecas. Although a battle did occur over the narrow passage between Jalisco and Aguascalientes. The fighting was rather light although casualties did occur.

IV. Sector Demon

15th and 41st Military Zone
This State was occupied early as it was initially surrounded by the Green Zone. All remaining troops not actively engaged were stationed here at the HQ in Guadalajara. This would be the Forward Operation Base (FOB) and FOB HQ for the field. Mexico City HQ still relayed commands but Guadalajara HQ would enact and execute those orders. Although most the fighting has stopped in Jalisco, there were still a few holdouts, the Local Police tended to those matters in this State.

Second Military Zone
The Mexican Forces would begin their siege on Tijuana, moving into the city. They would be met with minimum resistance. The Mexican Army would push directly to the U.S. Border (Odinson). They would continue to hold the roads leading out of the city as well. Once at the border, they would take over operations for the Mexican side of the border. Only allowing people not of Mexican Nationality to leave into the United States. Massive backups would occur. The Mexican Army would also seize government buildings that have been evacuated. A search of the city for Cartel hold outs would soon take place.

Baja California Sur
Second Military Region
Third Military Zone
Reinforcements would push up into the Baja California region, and push towards Sonora. They would hold the border of the State and prevent any movement into and out of the Baja California region.

Fifth Military Zone
Similarly, to Tijuana, the forces blockading the city would push to the U.S. Border and hold major government buildings. Unlike Tijuana however the cartels fought more fiercely. Major battles ensued throughout Juárez. Echos of gunfire and explosions could be heard over the U.S. border. Residents in El Paso would be able to hear the noises. Many Mexican citizens would attempt to flee towards America, via all methods. The Mexican Army and the Cartels would take heavy casualties over the next few weeks as gunfire could be heard.

Coahuila

Sixth Military Zone
The soldiers in Coahuila would be holding the line, as citizens attempted to escape the fighting in the south. A crowed would be open fired on as they attempted to cross the line. Many casualties and injuries would follow.

Seventh Military Zone
Nuevo León would see some of the most fighting. No gains would be given. Each time the Mexican Forces attempted to advance they would be pushed back. The Forces in the center of Monterrey would continue to take heavy casualties as the Cartels continued to blow up the Armed Forces in the cities center. They would attempt to relay a radio request for assistance:

Sinaloa continued to be the hot ground for the most fighting in Mexico. Although the Mexican Army continued to press forward; the Cartels would make them pay a heavy toll for each bit of ground that they would take.

Durango would fall rather quickly. The Armed Forces of Mexico would push forward into the state. Once at the border they would hold the lines and await further orders. Soldiers would sweep cities and towns, arresting many Cartel Members.

Zacatecas

Zacatecas would be taken back and go directly under Government control once more. Forces continued to push forward, meeting with the forces in Coahuila. The next phase of the operation would be a full-scale invasion of Coahuila.

Although being deemed contested territory it was without a doubt Jalisco was now under Government control. Normal daily routines would take place. Jalisco would continue to being the staging grounds for all military movements in Mexico. Forces continued to push north as heavy fighting continued.

After almost an entire year of fighting and 2 months of holding the lines the Military Police Corps would finally get to return to their duty stations for R&R as the newly drafted soldiers take their place.​
