A private and encrypted video conference would be set up between Marc Garneau (President of the Canadian Space Agency), Paula Pareto (Argentine Minister of Education, Science, and Technology), Eduardo Lima Santos (Brazilian Chief of the Department of Science, Technology, and Innovation), and an invitation to the conference call would also be sent to the State Department with a note attached to send the invitation to whomever would be the most qualified to discuss the topics. All the invitees would be told that this conference call would be to discuss the scientific cooperation between the country's space agencies - whether in-development or yet to be funded.
