Mr. Dworak,

The United States Navy and Coast Guard have recently created a new frigate/cutter, called the Celestial-class, for use by both services. It includes a 32-cell VLS as well as state-of-the-art radar and sonar. The Department of Defense and the Department of State have whitelisted a handful of countries for potential export of the frigate, and Poland is one of them. This vessel is capable of a wide variety of missions as either an escort or an independent operator due to its armaments and its extended range. At this time, the frigate is under a special license from the Federal Government and is going for $1.235-billion each.

Some notable advantages of the Celestial-class for Sweden is the extended range of 11,200 miles. This range would allow one of the frigates to, for example, patrol the entirety of the Baltic Sea and also allow Poland to project power if possible.

Also, I am happy to hear that your government is interested in organizing military exercises and trainings between our armed forces. The United States does not operate any unit known as "Delta Force," however we do have active-duty Army special forces that you may be referring to. If you would be interested in some kind of joint operation between our special forces, I am sure that it something we could organize in Poland or the United States. What location would your government prefer?

At this time the Central Intelligence Agency is not conducting international cooperative exercises, but I will inform you if that changes in the future.​

Deputy Secretary of Defense Hall, I apologize for the misunderstanding on our part. I now assume the Delta Force mentioned to me by our Royal Special Forces is in fact an internal Polish designation for the special operations force that assisted our forces during the Ukrainian Crisis. As for location of such exercises, I'm sure your forces receive quite a bit of training but I'm sure Poland can offer a unique geographical experience for your forces. With the Tatra Mountains, the waters of the Baltic Sea, and the many forests that inhabit the countryside. But I can also see a bonus to utilizing the unique biomes of the United States which range from mountain ranges to plains to forests to deserts. And the cold of Alaska and her surrounding waters. That being said, we have no preference to the location and are willing to leave the final say up to your government, as I'm sure you do not wish to have too many foreign special forces units setting foot on American soil. And we understand that the Central Intelligence Agency is not conducting international cooperative exercises and are eager to see if they would be willing to do so in the future. I'm sure such an exercise will benefit both of our Intelligence Agencies in the future.

Once this information was shared, the deployment for this training exercise could be greenlit and initial moves could be made.

Our servicemembers aboard the ship have said nothing but great things and in particular have become the source of much envy to the rest of the Royal Navy. It is with this thought that I have been asked to reach out and negotiate the procurement of several other Celestial-class vessels as well as a new Amphibious Assault Ship to serve as the flagship for a new fleet venture proposed by Ministry of National Defense. While we are not too pressed on the time for the new Flagship, we would like to begin the purchasing of nine Celestial-class vessels as soon as you are able to begin negotiations. I have also been asked as to test the proverbial waters in the possibility of acquiring a license to utilize an as of yet undecided jet engine to be used in a future Next Generation Fighter program within the Polish Armed Forces. Like the proposed flagship, this will be taking a secondary priority to the purchasing of the nine Celestial-class vessels.

We are thankful for the opportunity to be more closely aligned with the United States by establishing a military base within our borders, we feel it is unwise to do so at this time. We shall issue the same reasons as given to the Republic of France, such as the Polish people have had a storied history allowing a foreign military presence within the Kingdom, often times turning violent and disastrous for Polish citizens, not that we would accuse the your nation of perpetuating such actions in modern times. I do feel that we may be able to offer a simple concession to this declination of the offer. I have been permitted to offer a visa exemption for American military personnel who wish to visit the Kingdom of Poland. Do not let the declination assuage your feelings towards Poland as we do wish to maintain our friendship with the American Government. It is possible we may revisit this idea at some point in the future but unfortunately now is not the time for such projects. As for nine Celestial-class vessels, what is the cost that your Government contemplating on issuing?
