Subject: Invitation for a Meeting

Mister President,

Throughout the decades China and Russia have had both ups and downs, however the Chinese people will never forget the aid the Russian state and its Soviet predecessor offered when it was most needed. While the Chinese government may have changed, it is my hope that we may be able to revive the friendship that our peoples share and the alliance our nations have held. To this purpose I would like to invite you to meet with myself in Beijing. Undoubtedly there are many things to discuss, but it is my hope that we can once again both become the defenders of the independent world.

President Putin's flight would swiftly be escorted by the PLA Air Force upon entering Chinese airspace. After landing the President was welcomed by the Ministry of Foreign Affairs and escorted to the President's office where the two could talk in peace as a high level of security was present to prevent anyone listening that shouldn't.

"President Putin, thank you for finding the time so fast to meet"

"Returning to normal luckily, we have detained the counter-revolutionaries and are dealing with removing the excesses of the previous administration. Admittedly that last part is likely going to take a few years to do fully. How is Russia doing?" Zhi replied before motioning for her aides to offer the Russian a drink.

Putin would nod his head while his counterpart spoke “Tea please” he paused speaking to the aide before continuing to speak to his counterpart “Russia is doing tremendous actually minus a few tiffs in the Chechen region but that’ll be dealt with. It’s good to see a decent Chinese administration in power, hopefully our friendship will be fruitful and a powerful one at that”

The aide would be quick to deliver Putin the requested tea. "It seems the Chechens are always up to something" Zhi commented. "I must thank you, as I said before we will never forget what Russia has done to make the Chinese state possible. I look forward to great economic and military ties in this world so filled with potential"

Zhi smiled at the Russian president. "Very well, I believe it may be best to start with the most important element. The world we are in is one that I think we can both agree affects our strategic interests. On both our borders forces rally to damage us, I feel for the national securities of both China and Russia it is vital that we engage in military and economic cooperation. The combination of our combined military potential, Russia's natural resources and China's industrial capability allows for a strong base to be formed against any force that would seek to impose its will. As such I believe that a vital first step is to restore the cooperation our states have shared in the past on these fields with a full security and trade agreement"

Convention on Mutual Defence and Optional Aggression between the People's Republic of China and the Russian Federation


The parties;

Recognizing the mutual friendship and trust placed in each other.

Resolving to aid each other in the fulfilment of goals.

Believing that is in the interests of both parties to enhance cooperation

Have agreed as follows:

Article 1

In line with the principles of mutual friendship and enhancing cooperation the parties agree to a policy of non-aggression in word and action. Any dispute is to be handled as discretely as possible.

Article 2

Under the principles of sincere cooperation the parties agree to share any information which may be vital to the security of the other.

Article 3

Should either nation state come under attack it is the obligation of the other to defend by any and all means available.

This convention shall provide either signatory the right to join in a war of aggression launched by the other. Should either party fall under attack as a result of a previous offensive action the attack will fall under the optional aggression section rather than mutual defence.

Article 4

The parties shall eliminate all possible barriers to trade with the other and facilitate the flow of trade via diplomatic means where existing laws and other agreements in signatory states allow.

Article 5

1. The convention shall enter into force upon the signing by both parties and the ratification through any procedure as required by relevant laws.
2. After the entry into force either nation state may withdraw from the convention provided a month of notice is given.

IN WITNESS WHEREOF the undersigned Plenipotentiaries, being duly authorized thereto by the collective peoples, have signed the present convention.

Vladimir would look over the agreement nodding at it then pausing rubbing his chin before speaking "With regards to this" he paused clearing his throat before beginning again "I have something you might like, it's called the International Security Organisation and it's treaty is quite similar to this which I think you would like" he paused once again gripping to his briefcase pulling out a folder sliding it to his counterpart "Have a read and let me know if this something that you would consider joining"


TREATY OF THE INTERNATIONAL SECURITY ORGANISATION

The Parties to this Treaty reaffirm their faith in the purposes and principles of the Charter of the Global Assembly and their desire to live in peace with all peoples and all governments. They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They seek to promote stability and well-being in the Intercontinental area. They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this International Security Organisation Treaty:

Article 1
The Parties undertake, as set forth in the Charter of the Global Assembly, to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of the Global Assembly.

Article 2
The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Article 3
In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article 4
The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article 5
The Parties agree that an armed attack against one or more of them in any region within the globe shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the intercontinental area.

Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Council. Such measures shall be terminated when the Council has taken the measures necessary to restore and maintain international peace and security.

Article 6
For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:
  • on the territory of any of the Parties in within the International Security Organisation.
  • on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in the globe in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force.

Article 7
This Treaty does not affect, and shall not be interpreted as affecting in any way the rights and obligations under the Charter of the Parties which are members of the Global Assembly, or the primary responsibility of the Council for the maintenance of international peace and security.

Article 8
Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Article 9
The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.

Article 10
The Parties may, by unanimous agreement, invite any other State in a position to further the principles of this Treaty and to contribute to the security of the intercontinental area to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of the Russian Federation and the The Third Unitary Republic of Poland.

Article 11
This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes.

Article 12
After the Treaty has been in force for five (5) years, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security in the North Atlantic area, including the development of universal as well as regional arrangements under the Charter of the Global Assembly for the maintenance of international peace and security.

Article 13
After the Treaty has been in force for ten (10) years, any Party may cease to be a Party one year after its notice of denunciation has been given to the Government of the Russian Federation and the The Third Unitary Republic of Poland, which will inform the Governments of the other Parties of the deposit of each notice of denunciation.

Article 14
This Treaty, of which the English, Russian and Polish texts are equally authentic, shall be deposited in the archives of the Government of the Russian Federation. Duly certified copies will be transmitted by that Government to the Governments of other signatories.

Zhi looked over the document carefully, her staff had briefed her on the organization before but she had never read their charter fully. "The organization is certainly intriguing. We do have some concerns about Poland though, recent statements by their government has given my government cause to believe they might not be an ally to the Chinese people"

"Could you show me these comments? I wasn't aware on any comments made by Poland, I have been quite busy myself however I can assure you Poland won't be a problem at all. They are quite fond of us and we are quite close, so I do believe I have a quite a strong political say in what happens between Poland and Russia" he'd smile pausing

"I do not have them at hand, however following the change of administration a representative of the Polish government has publicly stated their support for the monarchist revival movement" Zhi replied, considering Putin's words. "China may be willing to join this group, there are however two matters we would like to discuss first. I do believe it is most fitting that we still maintain a bilateral alliance as well. Treaty organizations can often be affected by individual parties, we would not want to see an alliance with Russia gone over what may be caused by a third party. Additionally we do have goals of establishing an organization within Asia. Would membership here be compatible with such efforts? If both matters can be worked out we will gladly join"

"Certainly, we do not hold you back if you wish to join an Asian organisation. We are hoping to make ISO more world orientated. Political parties will not come into effect with the organisation. It is solely ran by a Secretary General who does not have any affiliation with the political parties within said nations."
