Dear Minister Macierewicz,

The Republic Thai Navy Coast Maritime Service Support Team (MSST) has been made aware of the recent passage of Polish Naval assets passing through the Timor Sea. The composition of the fleet we are referring to has at least 7 frigates/destroyers, 1 light aircraft carrier/amphibious assault ship, and a replenishment oiler.

While the location, well-being, nor the Polish fleet movement and posturing are within our jurisdiction, the regional maritime authority hasn't been aware of any re-passing of the Polish fleet to return to their home base. If the Polish fleet has already returned to their base with another course, you can ignore this message. If not, please read below.

Based on our knowledge, the Polish naval assets are planning to conduct a military exercise. We would like to inquire if the Polish Navy intends to conduct any naval exercise near the vicinity or within Southeast Asia. If the answer is yes, please assist and cooperate with us by answering the inquiries below.

1. Is the exact location of the Polish naval exercise classified? If not, could you provide us with where the exercise will be taking place? If yes, could you at least share with us whether it is within or outside the waters of Southeast Asia?

2. If the Polish naval exercise takes place near the vicinity or within Southeast Asia, does the Polish Navy require any Maritime Service of the Thai Coast Guard? Our services currently available include an escort service, commercial and civilian maritime traffic rerouting service, resupply service, personal training for sailors to optimally operate within Southeast Asia, photography service for naval activities, and protection service.

3. Could the Polish Navy share the objective of this naval exercise if it is not classified? Does its sole goal to ensure the operational readiness of the Polish Navy or extend to the show of force operation?

4. If the naval exercise objective includes the show of force, could you share with us which country or organization the Polish Navy seeks to deter?

5. Does the Polish Navy acknowledge and recognize that any military operation or exercise within Southeast Asia would be under proportional surveillance by the Thai Navy to ensure the safety and minimal disruption to civilian life and commercial traffic?

Thank you for reaching out to the Polish Ministry of National Defense.

In regards to your questions concerning the supposed traffic of Polish military vessels through the Timor Sea. Naval exercises can indeed take months to complete nor is it unheard of naval vessels to complete a course and return via a different route rather than the same route. That withstanding, I will attempt to answer your questions to the best of my ability.

1. Unfortunately, Polish military exercises are listed as classified to prevent information from reaching potential enemies or subversive nations and at this time I am unable to tell you where the exercise is being held.

2. If the Polish naval vessels are accompanied by a replenishment oiler, like you believe, it is safe to say they are self sufficient for several months of deployment away from ports. As of writing this email, I do not believe the Polish Naval vessels will require the use of the Thai Maritime Services, or any foreign maritime services.

3. While the naval exercise itself is classified I can shar that the chief objective of this exercise is to test the capabilities of the crews.

4. As far as I am aware, for any Polish exercises abroad, this is a routine training exercise.

5. Should the exercise take place within Southeast Asia and the Thai Navy feel a responsibility to monitor the situation, that is acceptable. However, any Polish naval vessel has a strict set of rules to prevent foreign powers from interfering with the operations or exercises they are conducting. Failure to obey these warnings and orders whilst in international waters may have dire consequences and may involve complaints filed with the ICJ, Poland's Courts, and Thailand's Courts.
