The Kingdom of Saudi Arabia does not currently have any foreign relations with the State of Israel, neither does it officially recognize the State of Israel. However the Crown Prince recognizes the future of the Middle-East directly involved Israel.

In an unprecedented event, the Office of the Prime Minister would attempt to form a back channel with the Office of Prime Minister Benjamin Netanyahu. The Crown Prince's office would reach out to the Israeli PM on a private encrypted network with a masked I.P. This would not be revealed to anyone else in government, not even the King. Included in the message would be an encrypted and private telephone line.

As the Prime Minister was busy taking noted for the President, he would notify his assistant to take these notes on his behalf. Benjamin Netanyahu would dial the phone number given to him on an encrypted and private line.

The Office of the Crown Prince would receive the call. A staff member who had access to the private network line would attend to the call. "Office of the Crown Prince, please hold you are being transferred". The call would be directly forwarded to the Crown Prince's personal private and encrypted cellphone. The Crown Prince had just gotten back to his office after speaking with the Egyptians, unknown to public, and would immediately shut the doors of his office and pick up.

Enthusiastically he would say "This is Crown Prince Muhammad Al-Qahtani. Thank you for taking the call. I apologize for the manner of the call, I hope you understand given the circumstances surrounding our relationship in public. Let me start by assuring that I come to you today not as an enemy, but as someone with mutual-interests and seeking cooperation. I am no fool in recognizing the strength of Israel and I do firmly believe that the future of the Middle-east involves Israel. Whilst the official stance of the Saudi government may beg to defer, that is my personal opinion. And I hope that is an opinion you can value and trust going forward.

How are you and how is the State of Israel? What is your position on the Iraq conflict?"

"Good evening, Crown Prince Al-Qahtani. While our two nations have never seen eye-to-eye, I don't believe that we've ever came to the point of considering ourselves enemies of each other. The Middle East's future should be in the hands of its nations alone, Saddam Hussein is threatening that. It would be assumed that Saudi Arabia has the same stance as Israel; Western Powers in the Middle East will only make things worse.

Speaking of the Middle East and its stability... I have heard that your nation has offered the United States and its allies the chance to stage troops within your nation... while that would be the quickest way to get troops into Iraq and remove Saddam from power, I fear that this may not be a sound idea, with all due respect of course. If I recall correctly, Syria has already allowed the United States and its allies access to their territory to stage troops. I believe that if this Coalition had both Syrian bases and Saudi bases, it would only make them more powerful in the region and leave them to do as they please without much opposition. More so considering that Saudi Arabia's military is not as large as theirs.

So instead, I have a counter offer to American and British bases in Saudi Arabia. I offer the chance of secretly allying ourselves for one cause: keeping Western powers out of the Middle East. Egypt and Israel already have a close relationship, if Saudi Arabia were to join this relationship and we placed our nations towards the same goal we could push this Coalition into handing over Iraq after Saddam Hussein's removal from power, allowing us to restore democracy and hopefully allowing the Middle East to remain as stable as it can be. In return, I am certain that Egypt would lend its aid to your nation if it were under threat and I would be able to offer the full military might of Israel and Mossad."

The Crown Prince would pause the call momentarily and be briefed by an advisor. He would be told about Saddams declaration of War.

"I completely understand your concerns and I do agree with you. But as of right now we need all the help we can get. Saddam has officially declared war on the Kingdom. I have authorized my Military to take precautions.

Mr. Netanyahu, whilst in a private manner, the Kingdom is calling upon your help. I do not think it would be possible to station Israeli military assets into the Kingdom. What are your air defense and anti ballistic missile capabilities? Our biggest threat right now would be if Saddam launches bombardment of Saudi cities and Military assets."

"With all due respect, Crown Prince, I urge you to reconsider allowing the Coalition to base their troops in your nation. I fully understand your nation's situation and the approaching Iraqi military onto your border and your territory. But I believe we can both agree, through this Coalition call that the nations within that Coalition, specifically the United Kingdom and the United States have no interest in the stability and peace within the Middle East, only caring about the nations of the Middle East when they offer to stage troops within their territory and bases to aid with their invasion of Iraq.

Do you remember when the Gulf War happened, Crown Prince? Prior to this, various resolutions were made against Iraq which affected the nations around it and benefited the United States. When they first discussed the intervention in Iraq after their first invasion of Kuwait, the United States played carrot and stick with nations in the hopes of gaining their votes and those who voted no were harassed and maimed. They strenuously lobbied nations including the Russia, China, Malaysia and Yemen, to support a resolution authorizing states to use "all necessary means" for removing Iraqi forces from Kuwait. They forced China to abstain from the vote in return for lesser sanctions, other states were bribed economically for their 'yes' vote, and if I remember correctly the exact words to the Yemen 'no' vote was "That was the most expensive no vote you ever cast".

And what did all of this result into? The Highway of Death; the murder of more than a thousand Iraqi soldiers and Kuwaiti and civilian hostages during their retreat from Kuwait, the bulldozer assaults wherein the defending Iraqis were obliterated and buried alive by assaulting American forces, and the Coalition bombing of Iraqi civilian infrastructure. This isn't including the resolution that occurred after the war. And when the Coalition offered us support from the Scud missiles? I must be honest, I don't know much about the strikes that occurred in Saudi Arabia, but here in Israel the countermeasure systems that the Coalition offered us did little to help and therefore we lost nearly one hundred citizens. While Iraq has committed their own forms of war crimes, it is Israel's hope that by preventing large forces from being able to flow into Iraq so easily that such events would not occur."

There would be a small pause before a sigh could be heard from the man. "I apologize, Crown Prince, this is simply a very stressful moment and I fear only the worse for the future to come. It is not my place to decide what is best for your nation, please forgive me. I understand your nation's need for defense. That is why, if you allow Israel to do so, we will position Arrow-2 Anti-Ballistic Missile systems in requested locations along with trained personnel to operate them in the hopes of eliminating Iraqi Scuds or any other ballistic missiles that they may have. We would be able to send to Saudi Arabia a total of 2 batteries which includes x4 MIM-104D (PAC-2/GEM+)s, x4 Arrow-2s, and x1 EL/M-2080 Green Pines each for a total of 8 MIM-104Ds, 8 Arrow-2s, and 2 radars. We also have surplus equipment that we could donate to your armed forces; over a thousand Magach 7C, 120 HMMWVs, 200 M-240 Storms, 4 Pereh ATGMs, 10 Soltam M-71 Howtizers, 300 IDF L-33 Self-Propelled Howitzers, 500 HEMMT M985A2 cargo trucks, and 500 M85 troop carriers. We can also produce some IAI Neshers for your air force, free of charge. It isn't much, but it should allow you to slow down the Iraqis.

I know that our relations are thin and that Jewish and Arabic relations are thinner, but if you allow us, we can offer more, more than the Coalition is willing to send to you. If you allow us to use your ports we can send our navy to protect your waters, aircraft to protect your airspace, and we can send troops to push into Iraq and defend Saudi Arabia and Kuwait. We can work together, not as Jewish and Arabs but as Middle Eastern, this can be the start of a long and positive relation between our two people.

My last point, Crown Prince, is regarding the point that my President has made in the Coalition Call. It is Israel's belief that the decision made regarding Iraq after Hussein is removed from power should be done under strict Israeli, Saudi Arabian, Kuwaiti, and Syrian advice. If we could have your public support on this in the call, it would strengthen our position in the Coalition and in the region."

The Crown Prince would pause momentarily and evaluate what the Israeli PM had just told him. It was indeed a very compelling offer.

"I completely understand where you are coming from, and I do agree. No disrespect taken. Your offer of equipment is very compelling and appreciated. Before I accept your offer I am interested to know if you are willing to compromise.

Even though what you have offered is extremely helpful, Saddam boasts a large conventional military. We would still need direct air support. Would this offer still stand if we allow coalition forces to use our airspace and airbases only for the purposes of refueling? Or instead we could allow you to protect our airspace against Iraqi planes and strike any Iraqi ground forces progressing towards the Kingdom.

I must add that the Japanese are aiding us. We have good relations with Japan and know that we share the same interests. I am not prepared to bar the Japanese from entering Saudi Arabia."

"The Israeli-Japanese relations are positive and we trust them far more than the United States and the United Kingdom, therefore we have no opposition to you allowing them access to your nation. Especially if they are willing to fight alongside our armed forces to defeat the Iraqis.

I cannot deny your nation nor your people of the protection that they require. While I wish there was an alternative, there is not as Israel does not have enough aircraft to cover both Saudi and Israeli airspace... I simply ask that for the sake of our people that you will offer your support for Israel's stance on the fate of Iraq."

"I assure you that we have made clear to the coalition forces that the goal must be to take down Saddam and then leave. Does your offer for equipment still stand? I am going to let the coalition know exactly where we stand on this. I assure you we will support your stance. I'll let our representatives know about the changes to make in our offer to the coalition forces. We will only allow our airspace to be used to protect Saudi Arabia, not staged for an invasion."

The Crown Prince would pause the call momentarily, he would instruct his office to prepare for the arrival of the donated equipment. This would be done privately. On the ground in Riyadh only a few select people would know about the equipment being shipped. Upon arrival they would be instructed to mark off any Israeli serial numbers on the equipment.

"Going forward, you have my support. Once this is all over we can discuss the Palestinian issue. A stable Middle-East is in our best interests."

"We'll begin shipping the equipment the moment our call is over, Crown Prince. These Anti-Ballistic Missiles Batteries are included, yes, however these will be shipped alongside trained Israeli troops to operate them. If you wish, we can produce some Arrow-2 systems and Green Pine radars for Saudi Arabia to use, but as we do not have rights to the Patriot we will not be able to produce those systems. Will you also be accepting the offer of IAI Neshers? If so, how many would you like us to produce?" The Prime Minister would then wait for the Crown Prince to return. "I... that sounds wonderful, the issue of Palestine would be in our interest to find a solution for. I believe that inviting Egypt to such a meeting would be important as well. They are Israel's close friends and their proximity and power would make their support paramount for whatever decision we decide."

"Thank you very much. I have made arrangements for the equipment to be received. The Palestinian issue is as you know a very controversial topic in the muslim world. We have their best interests at heart as well and are more than happy to cooperate with nations such as Egypt on the matter.

Are there any terms of this donation that you would like to bring up? Id be more than happy to hear it. If you would like the equipment back once the conflict is over then that can be done. As for the IAI Neshers, it is a good offer however that will not be needed at this time, we have some aircraft productions underway. How many Arrow-2 and Green Pine can you produce? These are expensive equipment Im sure and we will be more than happy to pay for it."

"The only equipment that we will be requesting to be returned to Israel following the war are the 2 Batteries of Arrows that we are sending with our troops. Everything else is a donation that Saudi Arabia can keep to use in their armed forces. The only terms that we ask is that if, in the future, Saudi Arabia is no longer interested in the equipment Israel donated that it be given back to us instead of scrapped, sold, or donated.

We can produce as many radars and Arrow-2 systems as you wish. Each Arrow-2 system can be sold to you for 2,800,000.00$ and each Green Pine radar for 85,000,000.00$ each. We would recommend placing four to six Arrow-2 systems per radar."
