Dear Secretary Jackson Fitzgerald,

The United States of America and the Kingdom of Spain hold a wonderful friendship which has become a priority of the government here in Spain. In 1898, during the Spanish and American War, Puerto Rico was invaded and subsequently became a possession of the United States and even though Puerto Rico was granted local autonomy in 1952, it remains a territory of the United States. We would like for Puerto Rico to become part of Spain once again as an autonomous community such as the Canary Islands. An autonomous community in Spain is the first-level political and administrative division, created in accordance with the Spanish Constitution of 1978, with the aim of guaranteeing limited autonomy of the nationalities and regions that make up Spain. This is an ambitious plan that we have discussed with various other government departments in order to facilitate such a deal.

The 3.8-million Puerto Ricans who reside on the island are citizens of the United States of America, the same as New Yorkers, Texans, Californians, and Alaskans are. The United States government has no mandate from the American People or Puerto Rico to give the island and its inhabitants to a foreign state, and even if we did, territorial surrender is not a policy of the Gore Administration and is not a measure that would have any chance of passing the United States Congress.

It had been a slow day for the Ambassador as she took the day to catch up on paperwork and conclude any final meetings before the weekend hit where she could enjoy time with her family, her aide entered the office and informed her that she had been summoned to the White House to see the President which had came to a complete surprise to the Ambassador. She gathered her belongings and made her way to the White House via an armoured vehicle provided from the embassy garage. She was accompanied by three protection agents and her aide as she made her way into the White House and made herself known to one of the staffers as she flashed her diplomatic identification showing that she was the Spanish Ambassador.

Ambassador Narbona and her aide would be welcomed into the West Wing through the north portaco. The ambassador's security detail would be permitted to wait outside with her motorcade, under the supervision of the Secret Service. Both the Ambassador and her aid would have to go through security, including a metal detector, which was standard procedure for literally anyone entering the White House other than the President, Vice President, and some members of the Secret Service. After going through security, and verifying the identifications of both people, the ambassador would be met by a shorter man in his late 40s who was wearing a charcoal suit.

"Ambassador Narbona, I'm Duncan Nicholas, the President's Chief of Staff. It's a pleasure to meet you," he said as he offered to shake his hand. "The President and the Secretary of State are waiting for you in the Oval, please follow me," he said. Duncan the two through the small, but well-utilized space that made up the West Wing. The ambassador's aid would be offered a place to wait just outside of the Oval Office near the President's secretary's desk. A Secret Service agent was standing outside of one of the doors to the Oval Office. The special agent was dressed in a black suit and had an earpiece wedged into his left ear. He stepped aside as Duncan approached.

Duncan checked to make sure the Spanish Ambassador was still behind him, and then knocked twice on the door. "Come in!" a voice could be distantly heard through the thick walls.

Duncan opened the door and stepped in, "Mister President, Ambassador Narbona of Spain is here to see you," he said. He escorted the Ambassador into the room, and then left.
"Thank you, Duncan," President Gore said. He was sitting behind the Resolute desk, reading over some non-classified paperwork. He was wearing a black suit, a white shirt, and a dark, navy blue tie. Pinned to his left lapel was a small American flag lapel pin that was outlined in gold. Sitting beside the Resolute Desk was Secretary of State, Jackson Fitzgerald, who was wearing one of his signature blue suits. Jackson was the first to look up. The President, Seceretary of State, and the Ambassador would be the only people in the private meeting.

"Would you like some water, Ambassador?" Jackson asked. Neither he nor the President was eating or drinking anything. Meanwhile, President Gore kept his focus on what he was reading, and then signed his name at the bottom of whatever document he was looking over. If the Ambassador wanted water, Jackson would gladly pour her some from a nearby cart that had been situated there by a butler half an hour earlier. Jackson gestured for her to sit at a chair that had been situated in front of the President's desk.

"Ambassador," President Gore said as he took off his reading glasses and finally made eye contact with her. He folded his hands and rested them on his desk as he looked directly at her, "Why is your government's Foreign Minister insisting that we..." he shook his head and resisted the urge to roll his eyes, "cede Puerto Rico to Spain?.. Do you realize that is the most outrageous thing that a foreign government has ever requested from my administration?"

Upon entering, and passing through security and into the White House and being guided to the West Wing where she met with the Presidential Chief of Staff, she stood firm as she made herself known to the aide who had greeted her before greeting him as they made small talk as they maneuvered through the building to the Oval Office where she entered and greeted the two politicians stood in front of her, she felt the tension in the air as she made her way into the office.

"Mister Secretary, Mister President, it's a pleasure to finally meet you both in person, albeit under these terms. I will politely decline on the water thank you. Mister President, I am sorry that it has come to this. Although it may look like we are insulting the United States, we are actually doing this because of the strong bond between our two countries. As you know, between 1493 and 1898, Puerto Rico was actually apart of the Kingdom of Spain until your country invaded the territory and captured it forcing us to cede the territory to yourself. I can pass on any concerns that you may have to the Foreign Minister or even the Prime Minister if you wish. I will be holding a virtual meeting with the Foreign Minister in the coming days and I will also be visiting Puerto Rico for a working holiday to conduct meetings with Spanish interests on the island."

President Gore processed what she said for a moment, and then spoke. "Ambassador, your government wants to rehash a war from 100 years ago? I am sure you realize that it is the official doctrine of the United States government that no new territorial gains are to be made in the New World, from countries outside of the New World? Do you think we are just going to turn our back on that commitment? Do you think that we are just going to hand over a landmass the size of Connecticut to your government, because you asked nicely? Not to mention that nearly one-percent of all Americans live on that island? This country was once a series of colonies until we fought off a tyrannical government that didn't want to recognize our local institutions and systems of government, and did not want to give us representation. We permit Puerto Rico to have its own home rule, elect its own leaders, collect its own taxes and be exempt from federal taxes, and it is my hope that they eventually join the Union as our 51st state, but that is up to them and the United States Congress," Gore said as he raised his voice.

The President stood up. Secretary Fitzgerald quickly stood up as well. He couldn't remember the last time he saw the President this aggravated, "Inform your Prime Minister that your government is to drop this, whatever this is, otherwise there are going to be serious diplomatic and political consequences!" he said, almost shouting.

"One more thing, you will not set foot in Puerto Rico. You are the ambassador from Spain to the Federal Government of the United States of America... If you want a vacation, go to Ibiza," he said. He kept eye contact with here for five or so seconds, and then sat back down at his desk. Regardless of whether or not the Ambassador tried talking, he looked at what was on his desk and looked at Secretary Fitzgerald. "What's next?" the President asked, before pressing a small button under his desk.

Duncan Nicholas opened the door to the Oval Office and walked in. He approached the Ambassador, "Madam Ambassador..." he said, gesturing to the door as the President and Secretary Fitzgerald starting discussing a situation in California.

Ambassador Narbona rolled her eyes at the comments made by the President, taking in the words from both the President and the Secretary of State before picking up her briefcase upon being summoned by Chief of Staff Duncan Nicholas to leave the Oval Office.

"Mister President, Mister Secretary, who in the hell do you think you are telling me what I can't and can't do. I am the Ambassador of Spain to the United States of America. My job is to protect Spanish nationals here in your country. We have over three thousand Spanish nationals living on the island. I stood to represent each Spanish citizen whether it be in Puerto Rico or Alaska so if I want to take a working holiday and meet with our nationals, I will do so. I don't take to shouting or threats. I will be returning to the embassy now to report back to the Prime Minister. Mister Secretary, Mister President... Good day."

The Ambassador departed the office, shutting the door on her way out and met up with her aide before they followed the Chief of Staff to the exit where she linked up with her security detail and returned to the embassy to continue her duties for the day.

Ambassador Narbona would be escorted back to her motorcade by the President's Chief of Staff. Once the Spaniards were gone, the President and the Secretary of State privately discussed what the appropriate next steps would be. The White House securely contacted the Federal Aviation Administration and ordered that Cristina Narbona be added to one of the FAAs blacklists - she would specifically be forbidden from flying on any commercial, private, or military aircraft to Puerto Rico (even as a connecting flight). A few minutes after Ambassador Narbona returned back to the Spanish Embassy in Washington she would be copied on the following message that was sent from the State Department:

Per General Assembly Resolution: "Resolution for International Relations", this is the United States Government's official notice to the Kingdom of Spain that the Spanish Ambassador to the United States, Ms. Cristina Narbona, and any relatives of her who may (by extension) have a diplomatic visa to reside in the United States, are all hereby Persona Non Grata. The aforementioned individuals have 48 hours to leave the United States, after which time their diplomatic immunity will expire. The Kingdom of Spain still has the privilege to operate its diplomatic mission in Washington D.C. Please inform my office who the chargé d'affaires of your embassy is as soon as possible.

Ms. Narbona's actions and comments today at the White House were unacceptable. She berated and yelled at the President and demanded that the United States cede Puerto Rico to your government. Her behavior was unbecoming of a diplomat representing a sovereign nation, and her territorial demands are unfounded and outrageous. Puerto Rico is an integral territory of the United States and is home to nearly 4-million American citizens. There is no situation in which the United States will abandon its citizens or cede its sovereign territory, including Puerto Rico.

I am deeply disappointed to have received a message from you making similar demands, and also to have witnessed the unprofessional and hostile actions of former ambassador Rivera at the White House. This comes after our governments have made significant strides to improve our relations and work together to build a better and safer world. I briefly looked over the history of diplomatic relations between our countries, and since 1783 a Spanish ambassador has never been expelled from the United States.

If the Spanish government maintains this aggressive and hostile policy, there will be significant geopolitical repercussions for Spain - the Federal Government will take every necessary measure to ensure the security of the American People and the territorial integrity of the United States of America.​

With the United States of America not reconsidering their decision on expelling Ambassador Cristina Narbona and her family, she had vacated the city of Washington D.C. and was now on a flight back to Madrid with her family where she would be debriefed by officials from the Ministry of Foreign Affairs. The Minister of Foreign Affairs had decided to promote Uxia Carranza to the role of acting Ambassador to continue the diplomatic efforts of the Kingdom of Spain in the United States of America and to represent Spain's interests in the country and to represent all Spanish citizens wherever they are in the country.

The Prime Minister informed the Secretary of State that Uxia Carranza would be taking over the duties of Cristina Narbona until further notice, no official response was given in regards to the Kingdom of Spain's stance on Puerto Rico.

I understand that a message from my office to yours, for anything other than ceremonial purposes, is highly unorthodox. However, with the current transitional state of your government, I made the decision that this message should come directly from me as Commander-in-Chief of the United States Armed Forces, to you as Commander-in-Chief of the Spanish Armed Forces, and not to the Ministry of Defense or the Foreign Ministry. Your government has taken every appropriate step to begin repairing and healing relations between our countries. From one head of state to another, I can tell you that I am thankful that things did not degrade further. I truly hope that we can rebuild the national partnership that we had been working on, but it will take some time and negotiations. With that being said, I will get to the reason I am contacting you directly.

The United States Navy is about to make a massive deployment into the Atlantic Ocean. I want to make it abundantly clear that this deployment is not an aggressive move towards Spain. Because of the steps taken in good faith by your government to calm the situation between our countries, consider this a step from the United States in return.

Thailand's intention to deploy a surface fleet into the Atlantic Ocean to interfere in the affairs of our two countries - let alone interfering with any Western country - is an outrage and will not be tolerated. Their government is escalating a situation that should be cooling down, and I have no choice but to react in order to ensure the security of the American People, and our allies. If you and your government do truly intend to put our countries back on track to being close partners, I trust that you will keep your government and your armed forces calm, and understand that we are not acting against you. If anything else, I would ask that your government condemns Thailand's aggressive armed deployment to our ocean.​

It is a surprise but an absolute honour to hear from the President of the United States of America. It has taken me and many officers from the Spanish Navy by surprise of the mass deployment of ships to the Atlantic Ocean and we will be calling upon the Royal Thai Navy to return back to their country as we consider the steps taken between our two countries to calm the situation as an appropriate measure and I hope that the next Prime Minister can build upon the measures taken by you, Secretary Fitzgerald and our Congress President Meritxell Batet as we avert a potential serious escalation in the tensions between our two countries, Secretary Fitzgerald is a true credit to your administration and I look forward to hopefully meeting you or the Secretary when an opportunity arises.

As you may know, any nation will take any means necessary to protect themselves and that's why the Spanish Navy may consider a naval deployment to monitor the deployment from the Royal Thai Navy and we don't want this to be seen as a deployment against the United States Navy and your allies. We have decided to inform you of our potential deployment as a sign of good faith that we want to work together to avert a serious escalation in tensions by an outside party. I have instructed the Chief of the Naval Staff to inform any Spanish Navy deployment to remain outside of the United States Navy area of operations and he will be available for contact if you need to contact him.
