An encrypted telephone call is made from the Swedish Department of Home Affairs to the equivalent cabinet office within Belgium.
The telephone call is placed by Secretary of Home Affairs, Gustaf Quist.

The subject matter is not disclosed to any switchboard or recipient until the telephone call is encrypted in Belgium to ensure end-to-end encryption status - in addition, to retain and ensure Swedish national security interests are met, the telephone call is recorded by the Swedish Security and Intelligence Community as standard however is not actively being listened to, observed or monitored. There are no other persons within the Secretary's office of which the door is closed within a government building to which the general public do not have access without authorisation.

The line was encrypted and the room examined for bugs or any form of surveilance equipment for purpose of extracting intelligence.

"Understandably... I will cut a long story short, the Swedish Prime Minister would like to rebuild historically damaged ties between our nations in order to cooperate in a fundamentally essential European relationship, however this cannot happen with the legalisation of prostitution in its current form. Our administration has been very open and transparent regarding our condemnation of the legislation and it's something we'd like to work with Belgium one-on-one to come to a resolution. I am purely laying my cards bare and I'd love to hear your initial thoughts on this..."

"My government is prepared to aknowledge the collective efforts of Sweden in attempting to rejuvenate and restore its diplomatic relations with The Kingdom of Belgium. However, while we are prepared to aknowledge these efforts, I would like to make it clear to you that we are not prepared to tolerate the unwarranted interference in our internal domestic affairs on the part of the current administration in Stockholm over which no such rights exists."

Gustaf is taken aback by the unwarranted and frankly explosive level of hostility barked down the phone by the Belgian, in response he replies in a calm tone.

"Minister, please don't take my telephone call personally, it's not an attack on you or your nation and I'm by no means stepping in-between your legislative processes. I am simply exercising my concerns about the legislation which could see a rise in crimes you may not have considered... crimes that're not only at domestic level but also effect the international community of which I, and Sweden, are apart of. This is no more than a conversation about or views in the hope that we can mutually come to an agreement which sees a flourishing relationship between us in the future."

"My apologies for the brief flare in temperment, the current administration in Brussels has made it a point to ban the importation of foreign nationals as Prostitutes and is in favour of cracking down unlicensed facilities and their employees on the grounds that such entities pose a threat to the well being of the public warranting the attention of law enforcement in resolving any complications or disputes. I understand that this is merely a coversation and not a personal attack."
