Kseniya Petruk had been working as an operator in the Ukrainian Government House Building--the Budynok Uryadu--for a little over a year. The ringing phones never allowed for a moment of silence. “Government House, with whom am I speaking and how may I direct your call?” She asked over a secure and encrypted line.

Madame President Markwalder would answer before her line is encrypted. "Hello you are talking with the Swiss President. Can I speak with Ukrainian government?"

"Hello, Madame President Markwalder. Who in the government are you trying to contact?" Asked Ms. Petruk as she glanced at the list of phone numbers for President Yushchenko, Prime Minister Yankuovych, and various cabinet ministers. "I will transfer you to their phone line."

"Alright, one moment please." Ms. Petruk would briefly place the Swiss president on hold while alerting President Yushchenko to the call.

"Hello, President Markwalde," Yushchenko answered on a secure line in his private office. "I'm a bit surprised, but very happy to receive your call. It's good for our two countries to establish diplomatic relations. What would you like to discuss today?"

Yushchenko leaned back in his office chair, clicking his pen. "I'm glad to hear that. The Republic of Ukraine is always happy to establish peaceful relations with other countries. What exactly are your goals for the People’s Confederation of Switzerland? Is there anything in particular you would like to partner with Ukraine on?”

Something about the conversation gave him pause. Communists in the West, capitalists in the East, and no iron curtain to separate them all from doing business with each other… The world had certainly changed in the past five years.

“Well,” he began, “Ukraine is known for its timber, non-ferrous metals, natural gas, and of course the finest foodstuffs in Europe. Does any of this interest you? I’m sure we could negotiate a fair price. What are Switzerland's main exports?”

"Well We would like to get timber, natural gas, and foodstuff for our nation. In exchange, we would like to offer watches, machinery, chemicals and agricultural products. Although, Swiss are known for watches and I am sure that interest any one in the world more."

"I apologize, my phone connection seems to have cut out for a moment. That offer sounds excellent to me. If you would like, we can arrange to send our shipments by train, although this will take a few days for Ukraine to arrange. I’ll have you notified when we begin sending the shipments. Is there anything else you would like to discuss? We would be interested in better understanding Switzerland’s foreign policy goals. Oh, and how often would you like these shipments?”

"We would like to have these shipments once a month. Please use the Basel (Port). If we were to do shipment to Ukraine, which ports should we use and how often would you like them? To answer, our foreign policy is very neutral, our goal is not to engage in the warfare and maintain watchful and safe distance. May I know your foreign policy?"
