Hope you are doing well. Let me introduce myself, my name is Hui Yin, I am the State Secretary of European Affairs in Republic of Taiwan. I represent myself as an representative of Taiwanese Foreign Affairs. I would like to start bilateral relationship with Hungarian Republic. I would like to discuss our relationship to make it more productive. On behalf of the government of the Taiwan I am writing this letter to you to establish the first official communication between our two nations. The Republic of Taiwan, Honorable Madame State Secretary of European Affairs, Hui Yin would received a encrypted call from Hungarian Foreign Minister Martonyi. The call is encrypted and Secret Call. Taiwanese Madame State Secretary of European Affairs checks the rooms to make sure no one is snooping in. She would placed two armed guard outside the room. Upon getting green signals from National Bureau of Investigations & Security Services, the call is full encrypted and top secret.

"Ah well, we would love to discuss trade. But before we do, we would like to officially open an embassy in Taipei, and hence formally recognising the Republic of China. I have faxed a draft agreement to your ministry."

Article 1

(1a) The Head of the Mission is the person charged by the Sending State with the duty of acting in that capacity.

(1b) The Members of the Mission are the Head of the mission / Members of staff of the mission.

(1c) A Diplomatic Agents is the Head of the mission or a Member of the Diplomatic staff of the mission.

(1d) The Premises of the Missions are buildings (Parts / Land) owned by the counter-part government, used for the purpose of the mission. (Including Residence)


Article 2

FUNCTIONS OF A DIPLOMATIC MISSION CONSIST OF —

(2a) Representing the Sending State in the Receiving State.

(2b) Protecting in the Receiving State, the interests of the Sending State (and its Nationals) within the limits permitted by International Law.

(2c) Negotiating with the Government of the Receiving State.

(2b) Ascertaining by Lawful means, conditions and developments in the Receiving State, and reporting thereon to the Government of the Sending State.

(2e) Promoting Friendly Relations between the Sending State and the Receiving State, and developing, but not limited to, their Economic, Cultural and Scientific Relations.


Article 3

PREMISES AND DOCUMENTS OF THE MISSION —

(3a) The Premises of the Missions shall be inviolable. Agents of the Receiving State may not enter them, except with the explicit consent of the Head of the mission.

(3b) The Receiving State is under a Special Duty to take all appropriate steps to protect the Premises of the Mission against any intrusion /damage of the mission.

(3c) The Premises of the Mission, Furnishings, Property and Transport of the mission shall be immune from Search, Requisition, Attachment or Execution.

(3d) The Archives and Documents of the mission shall be inviolable, at any time and wherever they may be.

(3e) The Receiving State shall permit / protect Free Communication of the mission for all Official Purposes. Communicating with the Government (And other Consulates of the Sending State) wherever situated, the mission may employ all appropriate means, including Diplomatic Couriers and Messages in CODE or CIPHER.


Article 4

IMMUNITY OF THE MEMBERS OF THE MISSION —

(4a) The person of a Diplomatic Agent shall be inviolable. He shall not be liable to any form of Arrest or Detention. The Receiving State shall treat him respect and take all appropriate steps to prevent any attack on his Person, Freedom or Dignity.

(4b) The Private Residence of a Diplomatic Agent shall enjoy the same inviolability and protection as the Premises of the Mission.

(4c) His Papers, Correspondence and shall likewise enjoy inviolability.

(4d) A Diplomatic Agent shall enjoy immunity from the Criminal Jurisdiction of the Receiving State. He shall also enjoy immunity from its Civil and Administrative Jurisdiction.

(4e) A Diplomatic Agent is not obliged to give evidence as a witness.

(4f) .The immunity of a Diplomatic Agent from the jurisdiction of the Receiving State does not exempt him from the Jurisdiction of the Sending State.

(4g) The Members of the Family of a Diplomatic Agent forming part of his HOUSEHOLD shall, if they are not nationals of the Receiving State, enjoy the privileges mentioned in this article.

(4h) Without prejudice to their Privileges and Immunities, it is the duty of all persons to respect the Laws and Regulations of the Receiving State. They also have a duty not to interfere in the Internal Affairs of that State.


Article 5

FUNCTIONS OF A DIPLOMATIC AGENT COMES TO AN END —

(5a) Upon Notification by the Sending State to the Receiving State, that the function of the Diplomatic Agent has come to an end.

(5b) Upon Notification by the Receiving State to the Sending State, that it refuses to recognise the Diplomatic Agent as a member of the mission.

(5c) If Diplomatic Relations are broken off between two States and/or a mission is permanently or temporarily recalled, the Premises of the Mission is automatically returned to the receiving state.

Madame Secretary Hui Yin would receive the fax and would glanced the agreement and signed it. After signing the agreement, she would faxed the agreement to Hungarian Foreign Ministry.

"I have received and signed and returned to you. Similarly at Budapest, we have diplomatic mission and we would like to upgrade it to Embassy. What do you think? What kinds of trade do you wish to talk about?"

"We closed all diplomatic missions a while back. With this agreement, we will certainly reopen your diplomatic mission with an embassy.

We have a number of areas we wish to discuss. First, we would like to open a direct flight route from Budapest Ferenc Liszt International Airport to Taiwan Taoyuan International Airport, and vice versa. We also wish to increase the presence of our financial sector; we would like to propose an agreement removing tariffs imposed upon our respective financial sector, and also open a branch of the NBBC commercial and investment bank in Taipei."

We would like to open trade routes and direct flight route from Taipei (Taoyuan International Airport) to Budapest Ferenc Liszt International Airport and Debrecen International Airport. No needs for tariffs and your country can do unlimited business with our nation. We welcome you open heartedly. You can open the commercial and investment bank in Taipei. What do you wish to trade?"

After fax has signalled, the Madame Secretary Yin, would walk from her chair and grab the document that Hungarian Foreign Minister has sent. She would go back to her seat. "This is an outstanding proposal. Do we have to pay for the cost or vice-versa? Regarding trade, we would like to export electric machinary, computers, medical+optical apparatus, plastic and crude oil. For trading purposes which trade routes should we use?"
