The CDCA and by Extension Congolese Empire is searching for Missiles and Defense systems able to complement existing Naval Radars to protect the Congo's coast as well as the far wider Lake Tanganyika. It is also looking for new Aerial Radars and Surface to Air Missiles to defend the Congo's airspace.

The CDCA is prepared to directly purchase the systems from the sellers, but would also like to receive Domestic Production Licenses if possible.

To your tender we are offering a self-propelled anti-air artillery system. The model in question is the BOV Air Defence vehicle.

The capabilities are, a turret system mounted on the BOV armored car. The characteristics of the vehicle itself are a 4x4 vehicle, 150hp engine with 500 kilometers range. Not amphibious. Very lightly armored, can withstand small arms fire at all sides. Armament includes a turret with triple 20mm eastern style cannons. Pursuant to your request for surface to air missiles, our model can be upgraded to fire any form of short-range launch tube based surface-to-air missile. Pairing such a vehicle with a separate radar is possible but the standard vehicle does not come with an on-board radar. We hope that you will consider both the standard model for your air defence needs, as well as any upgraded variants; we also hope such a vehicle can help your side with other missions such as attacking ground targets.

The price per vehicle is $190,000, and if you order less than 60 pieces there will be an additional fee of 20% of the total purchase contract. We offer full technical knowledge transfer in the form of exchange of crews and technicians. We also offer future refurbishment in Serbian factories. We offer a production license too, and we will be available to assist with future upgrading of the vehicles but this must be negotiated separately after we asses costs and production methods.

We would be looking to purchase up to 120 of the base model, the BOV-3, with the AA cannons. We would also be looking for 20 versions of the vehicle with AA missiles, though this depends on the price and specifications.

Saudi Defense Ministry
The Saudi Arabia Defense Ministry would make an offer for the highly advanced Shahine SAM system. The system is highly maneuverable and well protected, mounted on a modified AMX-30 MBT Chasis it can protect the crew from a variety of small to medium arms fire.
It utilizes the French Crotale missile system which consists of two components; a vehicle for transport, equipped with 6 launchers; a tracking radar is located between the launchers. It also comes with a AMX-30 armored detection vehicle that allows for advanced radar range and can be connected to multiple systems in the same area. The system is perfect for armored divisions and can fire while mobile at targets at a maximum of 11km away.
The offer Price per unit is $43,000,000 and can come in the radar and Missile variant(Generally 4 SAM per single Radar unit). Please specify the amount of each system when purchasing or if the radar would not be included(Significantly reduced range).
A domestic production license is not possible due to this system being a joint French-Saudi Venture.

Rosoboronexport would offer the various systems to fill the Congolese Empire's needs. Each system would be charged at 20%, no domestic license would be available.

	System: 4K44 Redut-M Anti-Ship Missile System Information: The 4K44 Redut-M is a modernization of the 4K44 Redut anti-ship missile system which uses the SS-N-3 Shaddock missile. The missile has a range of 750km. A battery consists of a radar and command vehicle and 3 launch vehicles. Cost per Battery: 123,600,000.00$
	System: Rubezh Coastal Defense Missile System Information: An older system, the Rubezh entered service in 1978 and uses P-15M Termit missiles with a maximum range of 80km. A battery consists of 4 launchers, 4 reloading vehicles and each launcher is equipped with a radar and can operate autonomously - not requiring a command post. Cost per Battery: 54,000,000.00$
	System: 2K12 Kub SAM System Information: The 2K12 Kub is the original mobile of a tracked SAM system which entered service in 1967. It is a low to medium ranged air defence system designed to protect ground forces from air attack with a range of 6-22km and an engagement altitude of 100-7,000m. Please review this page for in-depth listing of battery composition. Cost per Battery: 22,500,000.00$

We would be looking to purchase a single 4k44 Redut-M system to defend our main coasts, as well as two Rubezh systems for inland and lake defense. We would also like to purchase 20 2k12 Kub SAM systems. We are willing to immediately transfer these funds to the organization.

To clarify, only the BOV Air Defence is currently available for sale. BOV with AA missiles must be negotiated separately. However, the BOV Air Defence can be modified to fire AA missiles, this can be done by your side without need for us to give you a license, unless you wish to buy a license separately. If you seek a version firing AA missiles only, you will have to wait an unknown period, perhaps up to December 1999, for our ministry to create means.
