I have been informed that the Federal Republic of Germany has come out from its international isolation. Please accept my warm welcome to your people.

I am writing to you today on behalf of the Thai Government in the hope that we can establish a formal bilateral relationship between Thailand and Germany. Initially, I want to request that our diplomatic mission to Germany would be reopened. We want to use and inherit the same Thai embassy edifice in Berlin, which would be led by the Thai ambassador to Germany, Mrs. Wipawan Benniman.

While I have been briefed on the German Government's multi-billion investment in your Armed Forces, I would like to encourage you to consider investing in infrastructure projects. And if it is feasible and favorable, to set a sustainable goal for your nation. Thailand will be completely transformed into the first zero-carbon and completely green energy-powered country by 2005, a year and a half ahead.

I want to propose an official visit from Thailand to Germany, led by our Deputy Prime Minister, Somkid Jatusripitak, who will be traveling to Berlin with his entourages. The agenda our government wants to discuss covers a wide range of understanding and cooperation from democratic governance and respect for sovereignty to economic cooperation, cultural exchange, and sustainable development.

If everything is agreeable on your side, please forward me the detailed diplomatic protocol, security details, and the schedule you as a host would like to propose. Thailand wishes to learn more about the German nation, and to another extent, to foster a cordial and cooperative bilateral relationship.

They were promptly escorted to the VIP lounge, where brief pre-flight preparations took place. Subsequently, they boarded the specially designated VIP transport plane of the Republic Thai Air Force. This aircraft, renowned for its state-of-the-art facilities and robust security measures, was prepped and ready for a long-haul flight. The crew, highly trained for VIP protocols, ensured a smooth and swift departure. En route to the international airport of Berlin, the delegation was briefed on diplomatic protocols and the agenda for their visit. The flight, although long, was made comfortable and productive with the available communication systems and onboard amenities.

During the flight, all delegations on board had been in their most comfortable state, thanks to the aircraft's luxurious facilities. These amenities included ergonomic seating, personalized entertainment systems, and a variety of gourmet dining options, catering to diverse tastes and preferences. Meanwhile in Berlin Brandenburg Airport, News regarding the state visit of high profile representatives from Thailand was considered a top priority for everyone working there, as one of the control tower operator notice VIP flight 01 approaching he then signals his supervisor that the VIP's are here, he then said through the mic "This is...Berlin Tower, callsign, VIP Flight Tango one one, we have readied for your arrival. Runway Alpha One Three Nine is at your disposal. Welcome to Berlin VIP Flight Tango One One, Berlin Tower out...Sshhhhk.

As the plane approaches the runway so did the convoy that is tasked to bring the VIPs to their respective hotel. It was a red carpet treatment and many Germans went to the airport to personally welcome the arrival of their first guests ever since the country was no longer isolated. Carrying their homemade Thai flags, big and small they smiled and waved as the plane lands, the security personnel even tried to take a glimpse but the crowd was getting too excited so they had no time wave themselves. It was heartfelt yet chaotic at the same time as entire families await by the sidelines, cheering and yelling.

Government representatives, high profile individuals were also there, waiting for them to disembark to formally receive the VIP's.

The Republic Thai Air Force chartered airplane, Boeing 787-9, would now approach the German Berlin Brandenburg Airport, having more than 35 percent fuel left. Upon being communicated by the Berlin Tower, the pilot would make a short reply. "Berlin Tower, Berlin Tower. This is the RTAF chartered airplane, Boeing 787-9. We have received your instructions. Out. Sshhhhk."

As the plane touched down on the sun-drenched tarmac, vibrations resonated through the very core of each Thai delegate. Time seemed to decelerate, mirroring the plane's gradual halt, triggering in some a heightened pulse of anticipation. Deputy Prime Minister Somkid, with a measured pivot of his head, acknowledged the staff's notification of their arrival. A silent nod and a respectful Wai conveyed his thanks. Even in this moment of pause, his observant nature remained vigilant. Gazing through the window on the opposite side, despite the less-than-ideal angle, the incessant murmur of fleeting souls outside continued to echo within him, a relentless reminder of the world beyond.

As the airplane came to a standstill, a fleeting montage of missed opportunities flashed before our eyes in the brief moments of a blink. Somkid made his way towards the airplane door. It was warm in Berlin as the morning sky provided no protection from the sun. It glared down on the city, waiting to spark the match. The air tinged with a touch of anticipation, a well sold victory for the German far-right as a foreign leader arrived in the German capital. A signal of international legitimacy amid internal gridlock.

Deputy Prime Minister Somki’s arrival came amid a tug of war between the constitutional court and the federal government. As Somki landed his delegation would probably learn that the constitutional court was making its final deliberations on the controversial move.

On the tarmac a welcome ceremony of smaller than usual delegation of German protocol agents from the ministry of foreign affairs were present. The initial grandeur promised was scaled back amid serious protests in the city.

The sleek black diplomatic convoy glided through the streets of the usually bustling city, escorted by a series of police vehicles. Deputy Prime Minister Somki, with his experience in foreign travel, would recognize that his welcome was all but lighter than usual. The German officials, their expressions reserved as customary, would accompany their Thai counterparts from the airport to the foreign ministry.

As Schreiber promised to drain the swap and clean Germany her fight with the German bureaucracy, a major institution in her path, had cause the government to all but cease to function. Just before a major diplomatic visit, 95 senior staff of the foreign ministry resigned. The chaotic scramble to salvage the visit would continue to be the goal of the remaining staffers, some of whom had just begun to work at the ministry.

The delegation could glance out of the tinted windows and noticed a wave of unrest gripping the city. Crowds gathered along the sidewalks as they walked towards the city center, brandishing placards and banners in protest.

If the dignitary could decipher the German signs lining the streets, the messages, they would see clearly that these were not supporters of Schreiber. If the signs were not enough, then the roar of anti-government chants would do away with any misconceptions. The motorcade would pass through as the federal police and diplomatic services kept protestors away from the motorcade as it got closer to the government center.

Throngs of demonstrators demanded the government halt the abolition of Article 79. While anti-government demonstrators occupied the downtown area there were growing calls for counter-protests with those being echoed by an embattled Schreiber. The significance of this controversial issue would not escape any seasoned diploma, but, the sheer magnitude of the protests suggested a profound discontent within the populace.

The scenes unfolding before him painted a stark contrast to the polished facade of diplomacy. The realization dawned on the dignitary that perhaps the current government's popularity was not as unblemished as it portrayed on the global stage. The resonance of discontent reverberated through the city, casting a shadow over the diplomatic proceedings about to unfold.

Inside, a younger looking man, no older than 29 would greet the deputy prime minister and take him to the ministers office. Inexperience could reek from the man as he broke perhaps every protocol possible within his five minute walk to the ministers office. Whose door he would just push open and let the Somki and his delegation of twenty into. A room which probably couldn’t hold more than nine people sitting.

Foreign Minister Peter Boehringer would greet them and apologize for the ruckus. “Welcome to Berlin Minister Somki. It is a pleasure to make your acquaintance.”

"I can see that you might be new to the intricacies of diplomacy, but don't worry, everyone starts somewhere on their path to excellence." He offered a friendly smile to the young man, aiming to encourage him.

Following the young official, Somkid made his way as the rest of the delegates were ushered into a different room. This gesture reflected his adaptability anh by and respect for the protocol, even in unfamiliar situations.

Upon entering the office of the German Foreign Minister, Somkid offered a respectful bow to the young German who had assisted them. He then extended a gracious greeting to Minister Boehringer. "Minister Boehringer, I'm grateful for your hospitality. It's truly a pleasure to be here," he said, offering a handshake to the Minister.

Settling into his seat opposite the Minister, Somkid took a moment to share his observations. "During our journey here, I couldn't help but notice the significant protest activity in Berlin. It appears that my visit has garnered some attention as well," he noted thoughtfully.

"Perhaps it will be best for your delegation to have some refreshments in the other room and wait..." He said as he whispered to his staffer to make sure to get something for the guests to avoid anymore bad optics.

Smiling, the Minister invited Somkid to sit down.
"While Germans are not known for their hospital," he said as a joke "we are known for quality and efficiency. I hope your journey did not give you any misconceptions. We are here to govern. Unfortunately the opposition is busy trying to stall us."

Pointing outside he said "Those aren't real protestors. They are just here because they think this is something far important than it is. Thanks to our media and opposition acting in collusion. But rest assured Mr. Somkid. The German people are behind their government and we intend to fulfill our promise to clean Germany and polish it.

"Well Deputy Prime Minister. It is important to recognize all this banana on climate action is very misleading. We must recognize that in all that talk about the rupture of the ozone or the sea levels will rise none of it has actually happened. If you ask me. It is a liberal conspiracy.

Anywho. I do think we can find greater ground on cooperation in German high-level exports to Thailand in the areas of heavy industry, electronics, and medical parts. As you are aware German quality is world renown and we hope to penetrate your nascent market with these goods.

I personally am not a fan of all this renewable talk. But. If we can make a buck out of it why not! He said with a smile I am certain there are certain German companies which would be interested such endeavors. But, where the real money is will be in our pharmaceutical and medical devices. There is definitely economic and diplomatic potential there!

I would have to say we would like to see some potential agreements you have prepared so we can review them as a government prior to making a decision. Both in agriculture, technology, medical expertise, and cultural exchanges.

As for the Thai Global Innovative Hub why not open a branch here in Germany to help bring in European investments. Sort of a branch that would connect with its main hub in Bangcock or something. Just a thought.

"I do fully recognize the economic potential of these sectors, however, more often than not, the intentions are based on some self-serving liberalist view of saving the environment without any serious thought to the potential side effects or poor integration with the economy.

As you put it, I am certain I can sell the economic benefits of such proposal but certainly not to champion some environmentalist language about how we are doing it for thee environment. Germany's leadership has been in its technological capabilities and foresight for economic opportunity. However, I can say that for many the sustainable badge-bearing has little to do with economic benefits but merely to satisfy the desires of some within their electorate.

I am happy to utilize Germany's industrial capabilities as part of the process but we should continue to be realistic of its economic undertone. I am certain when the ice melts and the sea levels rise we will all be long-gone by some other "prediction" by the scientific community. He said with dismissal.

Now to the realistic proposals on economic ventures. I must of course consult with relevant competent authorities on each specific technological transfer as it is important to maintain profitability and protection for German intellectual property. Collaboration on future projects should certainly be invited however I would like to see more concrete proposals than mere introductory language.

As for the Thai Global Hub we would envision it to be a hub for your European operations allowing it to establish satellite operations in the Netherlands, Spain, Poland, Italy, and elsewhere. We would of course need to discuss the nature of the Global Hub, its function, and then to figure an appropriate arrangement for its financing and funding.

As for import export tariffs we I am sure we can negotiate a comprehensive trade agreement. However. The trade agreements will limit costs of entry at ports of entry and not to lower the barriers of competition for foreign companies inside Germany. Therefore, tax relief would be unlikely a part of the package. However, I am sure we can work with your embassy here to ensure there is more accessible information for businesses seeking to enter the German market.

"I may economics may not be my forte Mr. Somkid. However. I am a businessman. We must be honest that Thailand's economic situation is not doing great. As a matter of fact Thailand is one of the most indebted nations as we speak. When we talk about the potential for your ROI it is highly unlikely that all this investment will return even close to the returns your are highlighting.

To scale your current investments to even make meaningful returns would require further injection of cash that would probably rapidly increase your deficit and push you into uncertain economic security. To say the least. I hope your government is not overlooking the potential bubble you are building by all this investment without any guarantee for strong economic returns.

As I have said. I would like to see these joint-statements or even a brief outline of potential agreements before I can bring anything to the chancellor. I am sure that we can work with the Thai Embassy to facilitate programs to enable Thai companies to operate in Germany.

Germany's position has always been in favor free and fair trade. I am certain we can discuss a comprehensive trade agreement at a future date. One which would see both of our nations standing to gain a lot.

As for potential Germany operations. Given Thailand's technological growth we would like to discuss opening a KdLE Plant, our main export consortium for land systems, in Thailand. Specifically in the Hub. The plant would mostly be aimed at offering an advanced facility for German exports and would allow us to tap into highly skilled labor and technological advancements in Thailand.

I am sure that KdLE representatives will want to get in touch to discuss this venture and hopefully it will be fruitful. As for the Hub's office in Germany we would be happy to discuss creating a working group, however, we would prefer that the Hub's operations remain a private space and that German investors would be on the board as opposed to members of the German government."

Nonetheless. To far more important matters to Germany. We think that the outcome of these talks should be a roadmap for future delegations to visit Thailand and to return to Germany to discuss the Technology Hub expansion in Germany, a trade agreement, an investment treaty, as well as a commercial delegation led by KdLE to visit Thailand to discuss a venture and a Thai commercial delegation to visit Germany to discuss renewable projects. Germany's Foreign Minister would read the document and after scribbling on it for a bit would provide the following notes to the Thai Deputy Prime Minister.
"

Remove Article (2), Sub-Article 2

Modify Article (2), Sub-Article 3 to remove the term consultation

Modify Article (2), Sub-Article 3 to remove the non-tariff barriers consultation (repetitive)

Article (4), Sub-Article 1 to include: "the creation of an investment treaty with legal protection for investments from undue interference."

Article (7), Sub-Article 3 sub-article 3: adding the following statement "the term actions or statements shall be constructed to mean active efforts or remarks aimed at undermining the other party"

Removal of article 9's sub-article 1, and 3

Add Article 16:
  1. The Parties to this Treaty reaffirm their commitment to the principles and purposes of the Global Assembly, recognizing it as an integral component of the international order.
  2. Nothing in this Treaty shall be construed as impairing the sovereign rights or obligations of any State Party under the Charter of the Global Assembly or any other international agreement to which it is a party.
  3. Each State Party undertakes to fulfill its obligations under this Treaty in a manner consistent with its concurrent responsibilities to the Global Assembly, and nothing herein shall relieve a State Party from its duties towards the international community as enshrined in the Charter of the Global Assembly.
  4. In the event of any inconsistency between the provisions of this Treaty and the obligations of a State Party to the Global Assembly, the latter shall prevail to the extent necessary to reconcile such disparities.

"I believe with the following changes that it would a far more acceptable agreement for my government and something I believe we can pass in our parliament. However you will need to clarify that this agreement is between Thailand and Germany, not a multilateral agreement with France in which case I will not present this treaty to my government." The Minister paused before continuing.

"What happens with France will be dependent on their actions. The solution to this crisis is that they end their sanctions immediately and without any conditions. I am unaware of what discreet diplomatic efforts you are alluding to. However. I am hopeful that your government will not provide any material or diplomatic support to France to enable them to continue their illegal sanctions regime against Germany.
