Upon my return to office, I was deeply troubled to learn of recent actions taken by my government during my absence from international affairs. It has come to my attention that the unauthorized sale of ten Gepard-class Frigates, regardless of whether a buyer was identified, constitutes a clear breach of the agreement between Thailand and Russia. This action is not only unacceptable but also disrespectful to your nation's sovereignty.
I view the unauthorized sale of the Gepard-class frigates with the utmost seriousness, recognizing the potential negative impact it could have on our bilateral relationship with Russia. I am deeply disappointed that this action, undertaken without proper authorization, has occurred within my administration. The Republic of Thailand Armed Forces Sale Authority's actions have undoubtedly damaged the reputations of both Thailand and Russia. I acknowledge the International Court of Justice's advisory opinion on this matter, while recognizing its non-binding nature. Nevertheless, the Court's pronouncements deserve our utmost respect, given its esteemed position as a highly competent and authoritative body. Thailand and Russia have consistently demonstrated a commitment to upholding international norms and established frameworks. The unauthorized sale of these frigates directly contradicts this commitment and raises serious concerns about the potential erosion of global trust in international agreements and their interpretation.
The investigation into the unauthorized sale of the Gepard-class frigates has revealed concerning information regarding the involvement of the previous Commerce Minister. It appears he may have acted in a manner that undermined the authority of the Foreign Affairs and Justice Ministries. These actions are deeply troubling and raise serious concerns about potential misconduct within my administration. I want to assure you that I take these allegations very seriously. My government is firmly committed to upholding the highest standards of transparency and accountability, as reflected in the recent passage of the Transparency and Information Act. We are taking this matter extremely seriously and are conducting a thorough investigation to determine the full extent of any wrongdoing. I am fully committed to addressing this situation decisively and taking all necessary steps to prevent similar incidents from occurring in the future. I understand the potential impact this situation may have on our bilateral relationship and am prepared to work closely with you to rebuild trust and ensure such issues do not hinder our continued cooperation.
As you may be aware, the Ministry of Interior has concluded a comprehensive and impartial investigation into the unauthorized sale of the Gepard-class frigates.
