XI. IntroductionX

1.1 Background

The 79th Ministry of Defense document issued to the Thai Armed Forces Headquarters has ordered the transferring of military assets under the Thai Armed Forces Command and Control Center to the Thai Armed Forces Middle East Command and Control Center under the Royal Thai Armed Forces Middle East Headquarters. This document will outline the logistic detail and operation to transfer those assets between two command chains.

1.2 Objective

The Objective of the 79th Ministry of Defense issued to the Thai Armed Forces Headquarters is for the transferring of its assets to the Thai Armed Forces Middle East Headquarters. The Thai Armed Forces Headquarters must complete and lead this logistic operation.

XII. Command and ControlX

2.1 Guidance

This operation is conducted under the guidance of the Vice Admiral Kamontat Pipattanakul of the Coast Guard Fleet and Vice Admiral Nawisa Patamadecha of the Auxiliary Fleet, and under the approval of Rear Admiral Nawamon Sali of the Middle East Fleet and Major General Pawich Sangthong of the Tatvan/Bitlis Division.

XIII. Operational ForcesX

*All equipment and detail are referred to the Armed Forces document and the Ministry of Defense Document.
** Transportation is being done by the Auxiliary fleet of 17 Endurance Class and 340 sailors.
*** Replenishment is being done periodically by the LSS squadron of the Auxiliary Fleet. 5 Tanker 23000 and 100 sailors

XIV. ExecutionX

4.1 Initial Deployment

All personnel of the Thai Navy subjected to the headquarters transferring must report to their respective base immediately. Personnel from the Thai Army Active Duty must report to the Sattahip Naval Base after being transported by the Tatvan/Bitlis Service Support Regiment. The Amphibious and Combat Support Service Squadron (ACSSS) would be fully loaded and fully utilized by the Tatvan/Bitlis Division. They would depart from the Sattahip Naval Base along with the ACSSS and LSS at OK to meet with the Middle East Fleet that departed from Songkhla Naval Base in OJ. They would then sail as follow: OJ > NJ > MJ > LK > KL > KM.

4.2 Communication

Effective communication among all the units must be maintained. Any unidentified or suspicious activity must be reported to the command center immediately.

4.3 Rules of Engagement

Engagement will be in accordance with the established Rule of Engagement (ROE) with the application of Increased Vigilance (IVG) and international laws. The use of force must be proportionate, and only used in self-defense or to deter identified threats after all non-lethal methods have been exhausted.

4.4 Support

Logistic support, including fuel, supplies, and maintenance, will be provided by the respective naval bases.

XV. CoordinationX

5.1 Inter-agency

Liaise with maritime agencies such as the Navy, Coast Guard, and Army to ensure maximum coverage and sharing of intelligence.

5.2 International

In case any foreign vessels or units are involved, contact must be established with the respective embassies or consulates and the situation must be reported to the Ministry of Foreign Affairs.

XVI. ConclusionX

The Defense Ministry of Thailand has issued this document to be the guideline for the military assets transferring between the Thai Armed Forces Headquarters and its Middle East Headquarters.

The unforgiving embrace of Mother Nature knows no bounds, sparing neither child nor seasoned sailor from her wrath. The Thai mariners, too, faced her trials: tempestuous waves, relentless rain, and the heavens' deafening roars tested their spirit and resilience. As the fleet advanced, the 17 ships of the Endurance-class maintained a deliberate, fuel-conserving pace towards Turkey. Yet, the Krabi-class, having braved the storm-tossed seas, found themselves drained of fuel amidst the barren expanse of the Arab Sea in the Indian Ocean, a desolate void devoid of life. Unbeknownst to them, Tanker 23000 had vanished, likely returning to its sanctuary.

Left with no alternative, the Endurance-class had to forge ahead, leaving their brethren adrift in the vastness of the Indian Ocean, confronting an uncertain fate. Aboard the HTMS Krabi, the vanguard of the patrol squadron, they were compelled to broadcast a desperate plea into the void, hoping against hope for a savior.

"SOS, SOS, SOS. Requesting additional fuel for 500 NM to sustain five vessels."

ENF Ziway, currently deployed in the western region of the Indian Ocean (Sector LK) as part of Operation Prosper Horizon, would pick up the distress call coming from the HTMS Krabi and reply.

"HTMS Krabi, HTMS Krabi, this is Ethiopian Navy Ship Ziway, please state current location and bearing."

“Rear Admiral, what’s your next order?” A naval officer sitting in front of the Command and Control room’s panels of the HTMS Krabi turned his attention to his superior after sending a distress call.

Nawamon Sali, a woman commander of the nascent Middle East Fleet, beheld at the various screens in front of her. She was a kind woman, but her duty had offered her a chance of learning to adapt. “Wait for any response. Conserve the fleet fuel. We only need another 500 NM worth of fuel each ship to supplement the existing resource s we have.”

With a firm, “yes, madam,” a message was sent between ships of the Thai Navy. Within a mere minute, two responses would come in. “Rear Admiral, we have received two responses. One from the Ethiopian Navy, another one from a station in Indian Ocean. They are requesting our location.” With an sigh of relief in the operation room, Nawamon would order to comply.

“SOS, SOS, SOS. Five vessels at 7.303165,62.172501. We are in need of fuel that could sustain 16V28/33D diesel engines, 14,700kW/10,950HP, 2 shafts for a total length of 2500 NM at 12 kn. It will be distributes to five vessels.” After many pauses during the signal communication for such a long message, another would be sent. “We had just gotten out from a storm 100 NM to East and Southeast. Please be aware.”

ENF Ziway would receive the reply and relay everything to the Naval Base in Assab, requesting instructions.

The situation would be analyzed by the naval command there. At the moment the Ethiopian Navy had no tanker available, and while the informed location of the five thai vessels would be well within the range of the available ships, the logistics of carrying enough transferable fuel while still guaranteeing a safe autonomy for the ships would be complex.

The order would be given to prepare 2 additional Cyclone-Class ships, with full fuel tanks (which also work with naval diesel, just as the thai ones) and additional spare tanks on deck. Everythign would be secured for safe navigation together with the equipment to transfer fuel.

A message would be sent back to the that fleet:

"HTMS Krabi, HTMS Krabi, this is Ethiopian Navy Ship Ziway, we have located your position. We can provide enough fuel to reach Assab Naval Port on the Red Sea, for a full resupply there. If accepted 2 ships will be dispatched to intercept and transfer enough fuel to reach said port. Please confirm for additional instructions."

As the radio communication from the Ethiopian Navy came in, the Thai ship would respond immediately.

"Ethiopian Navy Ship Ziway, Ethiopian Navy Ship Ziway, we accept and appreciate your offer. Please head to the mentioned location and we will be there."
as the message was sent, there would be a cheer in the Command and Control room. An encrypted message would be announced between ships in the fleet and sent to the Thai Command Base.

Each member of the crew might come out to wait patiently for the Ethiopian ships. Many would be preparing food and drinks to enjoy the tranquil time at sea.

Having received confirmation form the thai vessels, the Ethiopian Navy would ready and dispatch 2x Cyclone-Class ships, fully crewed and supplied and loaded with additional fuel tanks, secured on and below deck. They would depart the Assab Naval Base as soon as ready and its position would be shared with the thai ships in distress. The navigation would take an estimated 48hs if sea conditions remain stable.

As the Thai Endurance-Class ships forged their way through the Red Sea, they came to approach Egyptian waters and the Gulf of Suez. Civilian authority small patrol craft in the area would have made visual contact with the seventeen massive armed ships approaching closed-off waters. A radio message would go out to the head of the Thai fleet.

"Unidentified vessels, this is the Egyptian Civil Coastal Authority; please state your purpose and identity. You are about to enter Egyptian territorial waters. Please state your purpose and identity, immediately."

The Thai Endurnace-class would have arrived at the Iskenderun Naval Base of the Turkish Navy for two days and had been stationing since then. The Thai Army personnel, after receiving an order, would not travel to their base in East Turkey for stationing.

When the Ethiopian Navy arrived, the Thai Navy would deeply appreciate their help. They would travel to Assab Naval Port for resupply before departing back to their base. With the fact that it was unlikely to pass the Suez Canal, they would prepare for the fleet of replenishment ships to accompany them to reach the Turkish Naval Base.
