I would like to begin this correspondence by stating Ukraine's admiration for the Republic of Korea. Your geographically-small state stands against a communist giant like David before Goliath. Politically, your Republic remains stable. What's more, despite harassment and even past invasions, your refined culture has maintained its distinctiveness from neighboring nations. Although we are on opposite sides of the globe, we believe there is much Korea and Ukraine have in common. We are always looking for allies to maintain the stability of liberal values--voting rights, freedom of speech, the pursuit of happiness. We would like to extend a hand to South Korea in friendship.

If your government is interested in establishing diplomatic relations, I propose we being talks on trade and possibly defense sales. The Republic of Ukraine is happy to offer discounted pricing to countries who face threats to their Republican or Democratic institutions.

Unfortunately, President Yushchenko is currently in a meeting with President Yeltsin of the Russian Federation and will not be immediately available for a phone call. However, our Prime Minister, Viktor Yanukovych, will soon be attending the funeral of Crown Prince Vajiralongkorn of Thailand and the coronation of Queen Sirivannavari Nariratana Rajakanva. The Prime Minister of the Republic of Korea, Jo Jaehyuk would be eager to have a phone call with Prime Minister Yanukovych, if time permits the Prime Minister on behalf of the President would even wish to extend a formal invitation to the Prime Minister to visit Korea while he is in the region. The Foreign Minister is happy to meet with Ambassador Musiyenko, hopefully to establish the proper working relationship, and work out a plan for bilateral economic, security, and foreign policy issues.

While we are still working out domestic arms manufacturing export licensing to ensure ethical arms sales to countries, as well as accountability for ensuring the proper use of Korean arms, the National Defense Ministry is happy to discuss any arms purchases Ukraine might be interested in from Korea as a friendly nation. The President is still addressing the export licensing laws, and for open purchasing we anticipate naval and air equipment will be provided first, but for Ukraine and a select few other friendly states we can expedite privately a ground/land force equipment such as anti-air, artillery, tanks, and small arms if needed.

The President extends his best wishes to H.E. President Yushchenko and wishes him the best of luck in his term and hoping he can bring stability, peace, and unity to Ukraine. Bridging the gap between West and East, ensuring the decades of linguistic suppression, ethnic oppression, and subversion of the Ukrainian identity are undone, but not reimposed on those ethnic minorities. With over 120,000 ethnic Koreans living in Ukraine due to the mass deportation of our people from East Russia during the Soviet era, Korea and Ukraine will continue to share a strong cultural bond that we hope will transcend any bilateral freezes in relations. Our common pursuit for peace and prosperity we hope will be shared with other countries and that we may begin the foundations for a global network of likeminded states all interested in the prosperity of our people.

The passing of His Majesty the Crown Prince, and abdication of His Majesty are both saddening news. The Kingdom had played a part of the defense of Korea during the Korean War, an act we can not merely overlook. We will continue to be thankful for their actions. Our sincerest prayers are with His Majesty the Crown Prince, and our best of wishes are with Her Majesty the Crown Prince and her ascension. This somber occasion yet, presents, our two countries an opportunity to meet face to face and show the globe our newfound relationship and friendship. I believe our agenda of discussion should focus on how Korea and Ukraine can engage on trade, addressing the situation in Romania with perhaps a joint-statement issued at the end of our conference, addressing human rights with the possibility of a joint declaration of our two nations commitment to human rights and foreign policy respective of that, and if desired contracts to sign on infrastructure, cargo, military, and civilian purchases as we both deem necessary. On a side note, a Korean Peacekeeping mission will be heading to the region under the GAPFOR-ROM force being assembled. The Minister of National Defense would like a brief side meeting to discuss matters of security for the transport and the possibility of using Ukraine as a logistical base for the ROK. We'd also like to discuss how we can engage with the 120,000 ethnic Korean Ukrainians brought to Ukraine by the Soviet Union, whether it is through a cultural program, removing visa restrictions between our nations, and the possibility of meeting the President of Seoul National University to arrange a partnership with your prestigious universities.

Together we can build the friendship that will propel our nations into the 21st century, and with a global community, we can propel humanity into the 21st century stronger than before.

Language for the Joint Statement on Situation in Romania

We, the Prime Ministers of The Republic of Korea, and The Republic of Ukraine continue to strongly support the political resolution of the Madrid Treaty with the supplemental facilitation of its provisions of the GA Resolution [A/R/0006].

We support the efforts of Spanish Government for their efforts and quick measures to reach a political settlement to the Moldova situation. The peacekeeping mission as set out in GA Resolution A/R/0006 has the support of the Republic of Ukraine, and the Republic of Korea. Seeing it as the only way to bring a sustainable peace, stability, and security to the Moldovan and Romanian people, and facilitate the withdrawal of all armed forces in the border area. Such a solution shall continue to preserve the territorial integrity, unity, and sovereignty of Moldova, and peace and stability in the Eastern European region.

We took note of the efforts of the global community to bring about a peaceful solution. As well as the willingness of the two parties to engage with each other. We urge continued engagement with the GAPFOR by both parties to ensure substantial progress on the principles of the Madrid Treaty, A/R/0006, and peaceful coexistence and relations in Eastern Europe. In line with the President's of Korea's commitment to global security and peace, the Republic of Korea shall pledge its participation in the upcoming peacekeeping mission. Both parties stand behind the peacekeeping initiative and support a round of meetings, mediated by Spain and GAPFOR to discuss the substantial issues in order to achieve meaningful peaceful coexistence.

Steps towards democracy should be made to advance all of the other dimensions of the conflict resolution measures, including towards the convening of GA-supervised free and fair elections in a safe and neutral environment as outlined in GA Resolution A/R/0006 2254, in which, the Romanian people shall be provided the ability to participate in the election of their leaders. The accountability of political parties, consensus, and cooperation, are the foundations of a stable government. Both The Republic of Ukraine and the Republic of Korea pledge their support to facilitate the peaceful process of power transition to a democratic Romania. Both parties support the rebuilding process in which internally displaced person(s) as a result of the conflict may return to their homes in the de-escalation and de-militarized zones.

The people of Romania and Moldova have suffered as a result of this conflict. Shedding light once more on the human cost of wars of aggression. The growing need once again highlights the importance of global peace and security to ensure safe and unhindered opportunity for all to succeed and live a dignified life. Both the Republic of Korea and Republic of Ukraine oppose any attempt for forced demographic change by either party to systematically eliminate or remove ethnic minorities, including ethnic Moldavians and ethnic Romanians. We stress the importance of sufficient international support to assist this process of democratization in Romania to help the people of Romania in their quest for just governance.

There is no military solution that will bring peace, security, and stability to any nation. Progress on the foundational process of diplomacy remains the only path forward towards a better future for all people. As outlined in the Treaty of Madrid, the recognition of Moldova as an independent state by Romania is a step in the right direction. We call on continued efforts by the Romanian government to ensure this policy is recognized by all political parties of all spectrums. Both Korea and Ukraine reiterate their support towards a global community of nations working together towards the betterment of humanity. We deplore the efforts of strongman authoritarians who forgo the rules in their own interest. We deplore the actions of states that undermine global security. We express our deep concern therein to the political future of the region, stressing the need for an accountable government to the people.

Language for the Joint Statement on Human Rights

The protection of fundamental human rights has been a foundational stone in the establishment of foreign policy objectives by the Republic of Korea and Republic of Ukraine. The promotion of respect for human rights and move towards a Universal Declaration of Human Rights remains a goal of both the Republic of Korea and Republic of Ukraine. Both our governments remain firm promoter and defender of human rights and democracy across the world, as well as within our own borders. Human rights are universal, indivisible and interdependent. They transcend political system, ideology, Respect for human rights is essential for addressing the global challenges that face us today, but also those that we will face tomorrow. The world is rapidly changing and new challenges are arising, including universal rights. Our governments will never ever give up on our commitment to protecting and supporting human rights. Both our governments will leverage a broad range of policies, tools, and instruments, including dialogues, trade, electoral observation, and human rights dialogue towards the mission of supporting the facilitation of global security. This process helps to create a more secure, stable, and prosperous environment in which, the people of this globe may prosper

The Republic of Korea backed by the Kingdom of Norway and the Federal Republic of Germany wish to provide a $150 million (₴4,257,799,500 Ukrainian Hryvnia) financial package towards reforms in justice, prisons, juridical, political integration of all Ukrainians. The terms of which shall be outlined in a Memorandum of Understanding attached below. We hope the language is acceptable to Ukraine and we hope that it can be signed by the Prime Ministers during your excellencies visit to Seoul. At this stage we've confirmed $100 million out of the $150 million, however, should the target goal be missed by the mentioned parties, Korea will fill the $50 million gap and provide a total of $100 million.

I shall allow the Prime Minister to give his opinion on the language for a joint statement on the situation in Romania. My own assessment is that there is no major flaw in the statement itself. If we are to go forward with this statement, I would consider changing one the sentence in the second-to-last paragraph slightly: "Both the Republic of Korea and Republic of Ukraine oppose any attempt for forced demographic change by either party to systematically eliminate or remove ethnic minorities, including but not limited to ethnic Moldavians and ethnic Romanians."

The statement is eloquently written, again, we see no major issues with the content. Our hesitancy comes from the timing. The situation in Romania has been swiftly extinguished. What's more, the entire world seems to be in support of the peace keeping forces now stationed there. We wonder if it might be more relevant--and more influential--if our states came out in support of peoples still actively being oppressed and persecuted. The Hmong of Indochina come to mind--Queen Sirivannavari has spoken out in regards to the Khmer Rouge and Pathet Lao's treatment of the Hmong and other minority groups. [link1] [link2] We feel a statement regarding these active but less discussed issues would be more beneficial.

In regards to the agenda, we like what has been added so far. I should inform you that Narbut Studios has unfortunately gone out of business, however, group remains as functional as ever. Thank you for your feedback regarding the language of the joint statements, we find these changes as acceptable. We will make the relevant changes prior to announcement of the joint statement during the official meetings between the Prime Ministers.

As per your hesitancy, this statement reflects more of the aftermath, addressing how war is not the solution to a problem, the situations of minority, and supporting the General Assembly's mission. We do not believe, at least from our perspective, that the statement would misplaced in timing, and hopefully, a reminder to many other countries the importance of supporting the process in Romania.

With regards to the situation in Laos, our Government continues to monitor the situation to ensure no violations of human rights are actively occurring, and will condemn them as they become revealed. We believe if Ukraine would like to issue a joint-statement during the official meeting, we would be eager to see the language and support such a measure. It is no doubt that the level of crimes by the Khmer Rouge is widely known today. However, our primary concerns that if an invasion from Rattanakosin seeking to restore the monarchy and democracy would occur, just as Vietnam had done to Cambodia, ultimately it would lead to yet again another impoverished, corrupt, and undemocratic state in the aftermath. We hope the Ukrainian language for the joint-statement would tread lightly with this in mind. Korea nevertheless, will support any efforts for a peaceful effort led by Laotians that seeks to bring about peace, stability, democracy, and other values. We hope that these efforts by the Kingdom as well as Ukraine, will continue to raise awareness on the issue, and Korea will be eager to support their efforts towards a democratic, just, and developed Laos.

Regardless, the situation for the Hmong should be addressed and we thank Ukraine for bringing it up. Many of the Hmong were veterans fighting against Communism and its totalitarian system, perhaps it should also be raised with the US, hopefully allowing a form of shared burden between Rattanakosin and the US to ensure the refugees from the Laos Civil War and those fearing persecution can continue to be provided a safe haven as H.M. Crown Princess Sirivannavari has graciously extended.

We find your amendments to the agenda in order, and shall be certain to include it on the official agenda, are there specifics of where you'd like to talk on crime prevention as well as cooperation between Ukrainian and Korean law enforcement agencies?

Thank you for your consideration, currently, both Korea and Germany are in agreement over the language, Norway is still being consulted, however, in regards to financing all countries have agreed to collectively provide $150 million, meaning the funding side is at least at the moment handled. We hope you will find the language approvable, please make all changes you'd like on the document in red, and send it back to us when you feel it is appropriate.

In Sejeong City, the Korean Prime Minister and his staff would be in their virtual meeting room being updated on the air incident with the Japanese Prime Minister the day prior. The meeting involved a number of senior advisors and ministers as the situation was discussed and how to deal with Japan's actions. They had agreed, summoning the Japanese Ambassador and issuing a strong protest to the incident would be the appropriate and calculated action. After the JAF1 incident, the Prime Minister and his Chief Secretary would have a private meeting with Foreign Minister Baek. The Foreign Minister was concerned over the developments in Ukraine and given the Prime Minister's relationship with his Ukrainian counterparts. He would be asked to contact his Ukrainian counterpart and see what was happening in Ukraine and relate Korea's concerns and willingness to assist him.

Setting up the call, the Korean Prime Minister would be reading a recent article on the developments in Ukraine as his Chief Secretary made the call to the Ukrainian Prime Minister. It was uncertain his status due to previous emails not being answered and concerns were raising in Seoul over the state of democracy in Ukraine. The NIS would encrypt the line and make sure even if answering from an unsecure phone, it would not be able to be tapped. At least they would know if it was being taped. Prime Minister Jo would wait for the phone to be answered, sitting at his desk, staring at a briefing papers over the number of piling incidents, waiting for his Chief Secretary to hand him the line after confirming it.

Prime Minister Yanukovych was still bogged down in Thailand. Had he gotten the news right away that the President had been shot he would have hopped on a plane home as soon as possible, but his phone had been shut off during the diplomatic affair. Now, in the aftermath, embassy staff were scrambling to figure out just what they should do. Home didn't seem so safe anymore.

"Prime Minister Yanukovych," he would answer without looking at the caller ID--whoever had his number and was calling him now had to have a damn good reason. His cellphone was secure and he had ducked into the privacy of one of the embassy office rooms.

Secretary Park would hand over the phone to the Prime Minister after Prime Minister Yanukovych answered the phone. "Hello Prime Minister Yanukovych, I hope you are doing fine. It is Prime Minister Jo from Korea...I am calling about the situation in Ukraine. Before this, I hope you and your staff are okay, our government is more than happy to assist you in getting out of Thailand and to come to Korea before connecting you back to Kiev...considering it best to hear how the Prime Minister was doing rather than jump into the concerns, he would hope that his offer of assistance would be well received as well as to assist their Ukrainian friends. Leaving it at that as he listened to his counterparts response, he had his Secretary bring him some tea and ordering the team dinner expecting it the call to take some time.

A private one this time--like he deserved.

Yanukovych paused for a moment, "I'm embarrassed to admit things in Ukraine are tumultuous. I have a duty to my country and must return home as soon as possible," or as close to home as he could get. "I'm afraid we will have to reschedule the state visit. We're hopeful this unrest will soon pass and our relations with Korea will be back on track. I hope you understand?"

"This Is good to hear Prime Minister. If you require any assistance please do not hesitate to let me know. I believe rescheduling the official visit is the best course of action as well. It would not be appropriate during these tense times back home. We completely understand and hope the situation improves so we can push ahead with the Korea-Ukraine summit as planned before. On the subject of things back home...the situation is quite precarious for us and we believe any actions may make the situation worse or embolden actors in Kyiv.

As you know, the constitution requires that the President of the Rada shall become acting-President until such a time that the President recovers or an election takes place. With that role, the acting-President may not as you know do things such as dismiss the legislature or appoint military officers etc...Our Foreign Ministry is concerned about this development with the Minister of Defense assuming leadership...and declaring martial law and other items. Primarily, as it seems to be side-stepping the legislature and our worries that in the time where you are abroad and the President's wellbeing unknown, the most organized faction...the security forces...may plan to stay longer. I am hoping you can ease our concerns as well as explain the situation to your knowledge, I know you've been out of the country so we appreciate any information."

Holding the phone away from his ear for a moment, "Oh, you've got to be shitting me, why the hell do these people keep insisting I fly in coach? You tell Minister Gryshchenko-" He cut himself short, remembering the cellphone in his hand.

"My apologies. As I was saying, this is just right wing radicals trying to point a finger at Russia for all their problems. We take Minister Kuzmuk's assault on our republican way of life very seriously. I really do apologize Prime Minister Jo, but I must be going." He would end the call as politely as he could, though the stress was dulling the oratory refinement he had spent so many years sharpening.

The phone line would be cut by the Ukrainian Prime Minister as Prime Minister Jo had his secretary write up a transcript and a note to the NSC for the report on Ukraine's situation. Giving the translators team his personal translations, and allowing them to do a more professional job. Prime Minister Jo returned to his normal affairs and continued his work on the efforts for education reforms.
