[Vietnam:] Summons to the Serbian Ambassador to Hanoi

Nguyễn Minh Chiến, the Minister of the State Ministry, would summon the Serbian Ambassador to Hanoi for an urgent meeting with the Vietnamese State Ministry in order to discuss the recent Kosovan Crisis and to find a peaceful resolution that satisfies all parties.

The Serbian Ambassador would arrive at the State Ministry, accompanied by an Aide.

The Ambassador would be met by a State Security Inspector who would usher the Ambassador through security and immediately have him checked in. Any firearms, briefcases or unneeded equipment that the aide may be possessing would be temporarily confiscated for the duration of the meeting. After the security check, the Ambassador would be brought to the Minister's office, where he would be immediately brought in to meet with Minh Chien Nguyen.

Interestingly enough, he would be accompanied by the shadowy Director of the General Intelligence Directorate Phu Hung Ngo.

"Mr. Ambassador," Minister Nguyen would say gruffly. As per protocol, he would arise. "It is very nice to meet you, at last. I assume you know why we summoned you, yes?"

"Yes. I suspect you probably already know my answer. Not only does the Serbian Government refuse to recognize Kosovo's Independence, but their government and military are also the successors and thus the continuation of a criminal and terrorist organization. Such disrespect for the law we cannot abide."

Minister Nguyen would blink before crossing his legs and placing his hands over them. He'd smile softly. "I suspected as much. Allow me to introduce you to a friend of mine. This is Director Phu of the General Intelligence Directorate... he had been delightfully briefing me on a report given to me from the GID Office of European Affairs. Mr. Phu... would you kindly remind the room of the size of the standing Army of the Serbian Army?"

"70,000... sir," Director Phu would reply.

"70,000..." Minister Nguyen would note, smiling softly. "Can you, pray tell, remind the Ambassador of the size of the 5th "Roaring Tigers" Airborne Division, who are being prepared to be activated to liberate Kosovo after these recent war crimes?"

"12,000 and change... sir," Director Phu would answer.

"Is that counting the American Carrier Task Group that will surely be deployed to the Adriatic Sea after we get off the phone with them and inform them of the blatant human rights violations?"

"No, sir."

"Is that also counting the Canadian assistance who we are working with on Operation: Parasol?"

"No, sir."

"So..., using your estimations, the Serbian military will very soon be outgunned and outmatched in a fight."

"Yes, sir."

Minister Nguyen would gesture to the Serbian Ambassador. "Mr. Ambassador, the Republic of Vietnam is willing to see us go toe-to-toe with your nation in order to see an end to this fight. The President recognizes Kosovo and their right to self-determination, just like how he recognizes what is going in Spain and Catalan. He will not stand to see any sovereign, independent nation be invaded and will downright be ready to see this mission through. But, we do have a saving grace for you that will let the United States of America, the Republic of Vietnam save their own lives and their own face, while also allowing you to keep your claims. On the floor of the General Assembly is a draft written by one of the stronger nations of the planet, Argentina. They have agreed to allow you to keep Kosovo as your territorial claim if you choose to allow a neutral third-party referendum to take place and let the will of the people be known. Director Phu?"

"We are willing to be that third party referendum," Director Phu would say. "Of course, it won't be neutral. General Intelligence Directorate Inspectors are... efficient at ensuring votes go the way they're supposed to go."

"This option allows you to ward off the might of the Americans, placate the world, and guarantee to keep your claims. If you choose to go your own way, dare I say we didn't warn you."

"We will go our own way. We will not leave the future of the Serbian People, and the return of 200,000 Serbs to their homes, be decided a population that saw fit to elect war criminals and terrorists to lead their government, War Criminals and Terrorists who we are now in the process of dealing with, however belated it might be."

Minister Nguyen would sigh, arising to his feet to shake the hand of the Ambassador. "That is unfortunate... very, very, very much unfortunate. We have given you a way to peacefully obtain Kosovo... we have given you an alternative... yet, you do not listen... it's a shame. Such a shame. I will be sure to reflect to President Ngo of your hubris."

"We've already peacefully obtained Kosovo. Their military folded without a shot fired. They offered no defense to their war criminal leaders when our airborne forces loaded them onto helicopters. Now all that is left is for the people of the world to step aside, as the terrorists have already been dismantled."

"That is hardly what our reports say," Minister Nguyen would note. "I'm sure the world looks fondly upon you taking peacefully elected leaders and shooting them like rabid dogs. We have given you a peaceful solution to the issue that will allow you to retain your newly gained territory and allow us to save face. Yet, you choose to pick hubris. The people of the world will not step aside for you, Mr. Ambassador and I'm sure your country will be interested to know why your country will face sanction after economic sanction before your own leader looks out his window and sees Vietnamese tanks rolling down his street. When he faces an international tribunal... when he faces his sentence... when he asks for names of whose responsible for that, we will give him one name."

Minister Nguyen would take the Ambassador's hand, shaking it hard, and then pull the Ambassador close.

"Yours," Minister Nguyen would wink, releasing the Ambassador's hand, and turning around to go behind his desk. "Si vis pacem, para bellum... Mr. Ambassador."

Minister Nguyen would glance at his desk, receiving a silent alert from the Ministry of State Security. From behind his desk, a text would come up on the laptop that immediately made him blanch.

"SERBIAN AMBASSADOR TO NORWAY EXECUTED BY SECURITY. PREPARING TO DETAIN AMBASSADOR FOR SAFETY. INSPECTORS AND GID MOVING OUTSIDE OFFICE. PRESS BUTTON WHEN READY. REMAIN CALM."

Minister Nguyen would lean backward, hovering his foot over the panic button at the bottom of his desk. He would drum his fingers on the counter top.

"Mr. Ambassador... I sincerely apologize we weren't able to reach a deal to peacefully hand over Kosovo to your government. We offered a solution that would placate the world. I offer my government's hand in friendship, yet you spit on that hand. I offer you an offer that any sane man would not refuse... yet, you refuse it. Perhaps this will be a lesson to you. However much it pains me to say, I'm sorry about this."

He'd press the button with his foot.

Immediately, the door would open and three burly armed guards would enter the room, grabbing the Ambassador around each arm. He would immediately be placed in handcuffs and escorted out of the room to be taken to a secure location in Hanoi, a safehouse operated by domestic GID Intelligence Officers. Prior to exiting the building, a GID Officer would place a bulletproof vest on the Ambassador to protect his vital organs should any of his security detail attempt to take his life.
