[Vietnam] Visit to Russia

The Secretary of Defense, Secretary Phi Long Nguyen, would request a visit to meet with his Russian counterpart in order to potentially discuss a business deal that would allow the Republic of Vietnam and the Russian Federation Defense Industries to work together for their own mutual gain.

The Russian Ministry of Defence would authorize the visit and meeting between Secretary Phi Long Nguyen and Pavel Grachev. They would request to know their time of arrival so proper preparations could be made. The meeting would of course have to be in Moscow.

The Department of Defense would formally prepare for a visit between Secretary Nguyen and Grachev, with Nguyen departing on a Viet Airlines Flight the next morning to head to Moscow. They would send word ahead through the use of the Vietnamese Diplomatic Embassy in Moscow.

The Vietnamese Department of Defense would be informed to have their flight land at Kubinka air base as it was a secure location where the 370th Special Purpose Detachment would pick them up and escort them.


The 370th Special Purpose Detachment would wear Winter VSR 93 Uniforms with Sphera helmets, 6B5-15 Vest (with inserts), and meshok packs. Each was given a breakfast ration, lunch ration, and dinner ration. Ten each would load into a GAZ-3934 "Siam" and of those ten four were equipped with AK-74M assault rifles with ten thirty round magazines. One was given a Dragunov SVD with five ten round magazines and a Makarov pistol with two 8 round magazines. One was given a PK machine gun with two 100 round boxes. One was given a OTs-14 Groza with 10 thirty round magazines and a RPO-A Shmel. One was given a OTs-14 Groza with 10 thirty round magazines. Two were given AK-74M assault rifles with 10 thirty round magazines and a GP-34 grenade launcher with two frag grenades and two tear gas grenades. They also all had shooting earmuffs/earplugs and two canteens of water.

Leaving in a convoy fashion with four car lengths between them they would Get on P22/Е119 from Тамбовская Окружная дор and follow that for 22.9 km before Continueing on P22 and then Taking М-4 to ш. Наро - Фоминское in Кубинка and continue that for 504 km. Then after getting onto Take ш. Можайское/А100 and following it for 8.2 km they would arrive at Kubinka air base and take a brief break as well as refueling their almost empty vehicles which have an endurance of 700 km.

Four GAZ-3934 "Siam" with forty men would stay behind for the pick up while the rest would leave to establish the route.

6 GAZ-3934 "Siam" would be assigned to each check point with their own field kitchen and four days worth of supplies. These supplies would be brought by the 1st Motor Rifle Division and 16 of their Ural-4320. Each checkpoint was also given a single Igla-1M with two missiles each.

Landing at Kubinka Air Base, the Secretary of Defense, Phi Long Nguyen, would disembark. He would bring along a small entourage: his chief of staff, his aide-de-camp, a press journalist, and a Republic of Vietnam Air Force Colonel serving as an attache. Along with the entourage would be six officers of the Department of State Security, the Republic of Vietnam's diplomatic protection wing. They would be armed with M1911 handguns.

The Secretary of Defense, after disembarking, would depart from the plane and await his escort.

After being granted clearance into Russian airspace, and landing at Kubinka air base the aircraft would of been directed to taxi to a parking spot. Kubinka air base ground crew would put parking blocks on the wheels and bring over a flight staircase. The GAZ-3934 "Siam would pull up alongside the aircraft, a few yards away where the Spetsnaz inside would step out and form a perimeter.

Lieutenant Colonel Krutikov Petr Valeryevich would greet the secretary of defense at the bottom of the stairs."Welcome to Russia. My men and myself shall be your escort. As you can see, Russia takes your safety very seriously." he would seemingly stair at one of the Vietnamese guards, eyeing their waist, or rather the handgun they were keeping. Saying nothing more he would invite the Secretary of Defense to follow and get into the Siam."We have established a secure route. We will get you to the Ministry of Defense in no time."

"Very well." Secretary Nguyen responded, shaking hands with Lt. Colonel Valeryevich. "I'm sure that my men and I are in secure hands."

The Secretary got in the back of the GAZ-3934 along with his aide-de-camp, as well as with a Diplomatic State Security Officer serving as his close-protection bodyguard. The remainder of the entourage spread out among the other vehicles.

Lieutenant Colonel Valeryevich would watch as the Secretary entered the Gaz Siam along with his aide-de-camp, and the Diplomatic State Security Officer. He would then enter behind them, getting in the Siam along with them and having the door closed. Once everyone was embarked on the convoy, they would depart. Getting on P22/Е119 from Тамбовская Окружная дор and follow that for 22.9 km at the appropriate speed."It is an honor to escort you to the Ministry of Defense." Valeryevich would say to the Secretary."Vietnam has been such a good friend to Russia. I am hopeful that will continue once your meeting is concluded." he would say with a little bit of a nod."I was hoping that I might be able to visit Vietnam. Say, is that an American 1911? or local product?" he asked pointing to the holstered 1911.

Secretary Nguyen glanced at his aide, who listened intently to Lieutenant Colonel Valeryevich. Captain Tan had studied abroad during his university days at the Da Nang Naval Academy, spending three semesters studying naval architecture at the St. Petersburg Naval Institute.

"What did he say?" Nguyen asked.

"He said that it is his greatest honor to escort you to the Ministry, Mr. Secretary. He hopes that the mutual friendship between our countries continues." Tan responded.

"Excellent," Nguyen said softly. "Let him know likewise."

Tan took a moment to get his thoughts together before responding. "It is the Secretary's greatest pleasure to say that he agrees."

He listened again to the Russian before looking down at his service sidearm, the chrome-plated 1911. "This is an American weapon. We have yet to have our own local defense industry... but we hope to have one soon, similar to Daewoo Industries of Korea." He reached down, unclasping it from his holster. It was not merely for show, but that was belied by the fact that the gun shined and reflected the light. It was remarkably clean and well-maintained, despite being over 40 years old. It was presumably stolen from an American soldier back in the day.

Valeryevich smiled looking at the chrome-plated 1911 as it was showed to him, it glinted in is eye as it shined on from the sun touching it just right."Beautiful weapon, if they know anything it is craftsmanship. I believe Vietnam is more then capable of reaching or surpassing such capabilities. You know, back when I was still young I was in Vietnam. Part of that group of military experts for the S-75 Dvina. Didn't operate any myself, just part of the security team." he would say with a pause."It would seem Russia and Vietnam are a lot alike in some ways yes? A change of flags, a change of systems, but in the end our hearts are still the same."

Captain Tan listened intently, before responding without consulting the Secretary.

"Of course, sir." He said, holstering the battered 1911. "We are both people who know what it's like to lose again and again. To feel so desperately that their cause is right and just, only to have our backs against the wall time and time again. Then, out of sheer willpower, we pry open the jaws of defeat, reach into the beast's throat, and yank out victory. It is our hope that we can work together to advance the interest's of both of our countries, sir."

I believe your hope is well placed, for it is in both our interests to be in a partnership. Speaking of which, we are about to arrive. No Chechens to interfere."

With that the convoy would arrive in front of the Ministry of Defence buildings where Spetsnaz were waiting to escort the VIPs inside.

"Chechens?" Captain Tan questioned Secretary Nguyen.

"Riff-raff," He answered, waving his hand.

Not that Captain Tan needed explanation. He knew what... or who, rather the Chechens were. Nasty stuff, that was indeed, considering that the Secretary was in his own personal care. Glancing around at the Spetsnaz, he didn't think that they had much to fear, anyways. Their host had gone to considerable lengths to protect them. It was a display of Russian brute force, very much unlike the elegant measures that the Republic of Vietnam put into their public security. The well-dressed Marines in pristine dress uniform were an icon in Saigon and Hanoi, standing at attention with ceremonial M14 rifles loaded with full metal jacket.

Unlike the Spetsnaz here, they invited challenge.

Yes, they were very unlike indeed, Tan noted.

"This way, Mr. Secretary," He said softly, opening the door to the car and stepping out into the bitter cold. He placed on his peaked cap, glad again for the regulation changes that began to take place at the beginning of 1995. Gone were the bright white flashy uniforms, and back were the conservative dark blue tunics. He glanced at the Air Force Colonel that served as their attache. "Sir."

"Captain," Colonel Do, PhD, responded.

"Shall we head inside?" Secretary Nguyen said, sliding out of the car.

"Yes, we shall." Captain Tan said. He turned to Valeryevich. "Lead the way, Colonel."

Once out of the vehicle they were greeted by an approved camera crew so that the footage could be broadcast later on. Lieutenant Colonel Valeryevich lead the way inside. Spetsnaz having formed a perimeter as to protect the Vietnamese with both their bodies and rifles. They stood as still as stone in the bitter cold. But the moment they entered inside it grew warm almost immediately as the heat was on. However, Pavel Grachev stood there to greet them. Pavel Grachev did not say anything for a moment before he spoke."Xin chào." he said while offering both hands with a slight bow. He had done some apparently preliminary research to determine the proper greeting in Vietnamese wanting to make their guests feel welcome.
