To: Lawrence Adams MP, Secretary of State for Foreign and Commonwealth Affairs; Jason Green MP, Secretary of State for Defence; Paige Orton MP, Secretary of State for Business, Innovation and Skills Jamie From: Trevor Hawkins, Chairman of The Provisional Executive Council of Zimbabwe Subject: Arms Enquiries Dear sir, As you are, no doubt, aware, Zimbabwe has suffered a catastrophic collapse of government, which has left us with no structures to coordinate the functions that hold a nation together. The military has collapsed, the police have vanished, and the governmental bureaucracy is gone. An appeal to the general populace for support to try and hold things together long enough has been met with positive responses, however it won't last forever. As a result, it is necessary to act quickly to stabilise the country before it falls into total anarchy. To this end, The Executive Council is moving swiftly to procure weapons for the purpose of arming local militia and establishing a brand new army. Zimbabwe has historical ties to Great Britain in the form of the colony of Southern Rhodesia, which has resulted in the country having experience in the operation of various British-made weapons and vehicles. It would be of great assistance to us if it is within the realms of reality for British support to come in the form of the negotiation of production licenses for a number of different pieces of equipment that can both equip the new defence force planned for the country, and keep military industry in the country afloat by having them be contracted to produce the weapons for the government.
