The Russian Federation condemns in the strongest terms the heinous and cowardly attacks on innocent people and members of the Iraqi Security Forces in Baghdad, Iraq, on January 1 2004. The Russian Federation expresses its deepest sympathy and condolences to the families of the victims and to the Government of the Iraq, and wishes a speedy and full recovery to those who were injured.

The Russian Federation underlines the need to hold perpetrators, organizers, financiers, and sponsors of these reprehensible acts accountable and bring them to justice. We urge all States, in accordance with their obligations under international law and relevant Global Assembly resolutions, to cooperate actively with the Government of the Iraq, as well as all other relevant authorities in this regard.

We reaffirmed the need for all States to combat by all means, in accordance with the Charter of the United Nations and other obligations under international law, including international human rights law, international refugee law, and international humanitarian law, threats to international peace and security caused by these acts.

By targeting innocent civilians during the New Year festivities celebrations, these actors have demonstrated yet again that they are enemies of humanity and contemptuous of the values all in the civilized world share. On behalf of the Russian people, the President extends his deepest condolences to all of those who lost loved ones.

Russia and Iraq stand together in the fight against terrorism, including by working together on technology to prevent attacks on public infrastructure We will continue to cooperate to improve the safety of our citizens, and the security of our countries.

The Russian Federation acknowledges Thailand's recent statement addressing the unauthorized sale of Gepard-class frigates and its commitment to rectifying this issue. We appreciate Thailand's apology and recognition of the breach of contract and violation of Russian sovereignty. However, while we accept Thailand's apology, we also hold it fully accountable for its actions and expect tangible steps to be taken to address the consequences of this misconduct.

Thailand's acknowledgment of responsibility is an important first step, but it must be followed by concrete actions to remedy the situation. The Russian Government will review its requests to the International Court of Justice (ICJ) accordingly, taking into consideration the sincerity of Thailand's commitment to rectify its wrongdoing.

It is imperative that Thailand takes serious steps to prevent similar incidents in the future and to uphold the principles of international law and diplomatic integrity. The Russian Federation stands ready to engage constructively with Thailand to resolve this matter and strengthen our bilateral relations.

The unauthorized sale of military equipment and subsequent diplomatic missteps demonstrate a wanton disregard for Russia's interests and must not be taken lightly. We urge Thailand to follow through on its commitments and prioritize transparency in its dealings with Russia. We call on Thailand to hold those responsible accountable.

The Russian Government respects all decisions made by the Dominican people and hopes the process of power transfer in the Dominican Republic will take place smoothly, ensuring the independence, sovereignty, and territorial integrity of the Caribbean nation. Russia expects that the transitional government and Dominica political forces will take effective measures to see the stable transition of power, resume peace and stability in the country, and hold a general election for a government of the general will of the Dominican people.

The consolidation of new political realities in the Dominican Republic means that the new authorities have the rights and protections commonly afforded to states. The Russian Federation positively affirms the Dominican transitional government's eagerness to transition to a democratically elected government as well as its openness of Dominican to foreign assistance. Russia wishes to cooperate with the new government in an effort to boost the ties of friendship between our two countries, and Russia is ready to take part in the reconstruction of Libya within its capabilities."

Minister Albrecht has exchanged views on developments in the Dominican Republic with its transitional government. She has highlighted how it is an important dialogue partner and stakeholder for the future of the nation. Russia respects the Dominican people's decision to determine their future and recognized that the transitional government of the Dominican Republic as the ruling authority and representative of the Dominican people.

The Russian Government is monitoring the situation in Singapore. Russia is concerned with the levels of violence instituted against student protestors and is actively monitoring the status of its nationals in Singapore. We call on the Singaporean government to show restraint and act reasonably.

The Russian Government is unaware of any Russian citizens who were apart of protests or suffered any injuries. The Embassy of the Russian Federation is actively reaching out to ensure the safety and wellbeing of its nationals in Singapore.

In addition, we express to Singaporean officials our concern over the situation. We ask them to promptly notify our government of any Russian nationals harmed as a result of the situation and to offer them their duly right to receive consular services.

At this time the Russian Government maintains that this is an internal matter for Singapore for which the Singaporean people and its government must decide the best course of action. Nevertheless, Russia condemns all forms of violence and urges restraint.

The Government of the Russian Federation extends its heartfelt condolences to His Majesty's Government and the Polish people for the tragic loss of Polish servicemen in New Caledonia. The Russian Federation condemns in the strongest possible terms any acts of violence undertaken to achieve political objectives by secessionist movements in New Caledonia. We stand in solidarity with Poland in confronting and countering all forms of violence and aggression.

His Excellency President Nemtsov has extended an offer prepared to offer assistance and cooperation to support any investigations into the alleged involvement of external actors in the unrest that has occurred in New Caledonia. The Russian Government stands ready to hold all those responsible for the deaths of the brotherly people of Poland.

The Russian Federation denounces any actions that seek to instigate terror or destabilize regions on a global scale. The Russian Government remains vigilant in monitoring any efforts that threaten international stability and security.

The Government of the Russian Federation confirms the decision to close Russia's diplomatic mission in Thailand due to continued harassment of Russian diplomatic personnel, the attempts to illegally detain Russian government officials conducting lawful business, an attempted seizure of Russia's diplomatic quarter, and the illegal expropriation of Russian national's business assets.

The Ministry of Foreign Affairs has expressed this disappointment and concern to the Government of Thailand. On a number of occasions, Thailand has demonstrated a complete disregard for international law and taken efforts to undermine Russia's national security. Thailand's acts as an agent of destabilization continue to demonstrate its intent to destroy the rules-based order.

Following an artificially created crisis, members of Thailand's Government attempted to kidnap Deputy Prime Minister Abramchenko who was in Thailand for official negotiations. Thailand's use of thugs to harass the Russian mission along with its government attempting to seize government documents is a serious affront to the norms and customs of international law.

The Russian Federation remains committed to peace and shall continue to consult with global actors as necessary. However, the current environment in Thailand and continued efforts to undermine Russia make maintaining an Embassy infeasible. Russia will continue to work with our international partners and like-minded nations to maintain and promote peace, stability, and cooperation around the world. Russia finds it regrettable that Thailand has walked the path of anarchy and urges the Republic of Thailand to cease its global campaign of supporting terrorism, instability, and conflict.

The Russian Federation condemns of the recent attack on an Egyptian naval port. This cowardly act of aggression not only threatens the safety and security of the Egyptian people but also destabilizes the broader region, undermining international peace and security.

Reports indicating that this attack may have involved a missile strike are particularly concerning. If a state actor is found to be responsible, we must ensure that those responsible are held accountable and brought to justice. Such actions cannot be allowed to go unchecked, as they represent a blatant violation of international norms and the principles of state sovereignty.

Egypt has long been a vital partner and ally of Russia in the region, and we stand resolutely by its side during this critical juncture. The Ministry of Foreign Affairs of the Russian Federation categorically rejects the United States' unilateral and irresponsible decision to adopt the so-called "Strategic Accountability" policy. This policy, as articulated by the U.S. Department of State, threatens to destabilize the international order and undermines the principles of sovereign equality and non-interference in the internal affairs of states. It is a dangerous attempt to impose an arbitrary and legally baseless framework on the global community that could lead to severe consequences.

First and foremost, Russia will not allow its national interests to be dictated by external powers, particularly through policies that reflect an outdated and hegemonic worldview. We are fully committed to defending our sovereignty and ensuring the security of our people. In this regard, we hold the United States and its allies fully accountable for any actions that disrupt peace and stability on the global stage, including the harm caused by their own weapons and interventionist policies. The U.S. has demonstrated repeatedly its willingness to engage in military actions that cause massive human suffering and destabilize entire regions. If the U.S. wishes to pursue its goals with a reckless disregard for international law, it must be prepared to answer for the consequences.

Secondly, the legal theory underlying the "Strategic Accountability" policy is fundamentally flawed and has no foundation in international law. There is no legitimate legal instrument, treaty, or convention that supports the idea that one state can hold another country accountable for the actions of a third party with whom it has had no direct involvement. This policy is a manifestation of an arbitrary and self-serving interpretation of global law, which Russia does not and will not accept. The principles of the United Nations Charter, which guarantee the sovereignty of nations and the prohibition of collective punishment, must be upheld, and any attempt to rewrite international law in favor of one state’s interests is a grave violation of these principles.

Furthermore, Russia condemns this declaration as a blatant act of unilateralism. The U.S. has once again demonstrated its willingness to dictate terms to the rest of the world without considering the legitimate concerns of other nations, including Russia. The idea of a "global policeman," acting outside of established international legal frameworks, is not only counterproductive but also dangerous. There is no place for such a role in a world where the principles of mutual respect, dialogue, and cooperation should guide the relationships between sovereign states.

If the United States seeks to build a relationship with Russia based on trust, respect, and mutual interest, it must abandon its approach of imposing its legal and moral norms on others. The path to a stable and peaceful world order requires cooperation and understanding, not coercion and arrogance. We call on the United States to reconsider this policy and engage in meaningful dialogue with all global powers in the spirit of partnership, not confrontation.

Russia remains steadfast in its commitment to uphold its own security and to defend the principles of the United Nations Charter. We will continue to work with like-minded nations to ensure a multipolar world order, free from the influence of any one nation seeking to dominate others through self-serving and unjust policies.

The Russian Federation strongly believes that Thailand’s actions—specifically its involvement in violent incidents including the assassination of Egypt’s Foreign Minister, the arbitrary detention of Egyptian diplomats, and other acts of aggression—have firmly placed it in the category of a belligerent state, stripping it of the customary right to innocent passage through the Suez Canal. This is consistent with the principle that belligerent parties are not entitled to the same rights as peaceful states under international law. Such an assumption of innocent passage by the Court is, in the Russian Federation’s view, a fundamental legal error. It assumes powers that fall squarely within the prerogative of sovereign states, not judicial organs. By granting Thailand rights and privileges it should not possess, the Court inadvertently opens the door for future misuse of international legal principles by parties who violate international norms and threaten the security of states.

The Russian Federation further takes issue with the Court’s interpretation of the 1888 Constantinople Convention, noting that Thailand, as a non-signatory to the treaty, cannot claim the same rights under the Convention as the High Contracting Parties. The Suez Canal, as governed by this convention, provides free passage for vessels of states that are parties to the treaty, both in times of peace and war. However, Thailand, as a non-state party, cannot invoke the same privileges. Especially in light of the fact that Thailand is not a party, but could have acceded to the treaty,

The Court's opinion, by failing to account for Egypt's sovereignty and security concerns, represents a troubling erosion of the rights of states to regulate their own territorial waters.

The Russian Federation affirms Egypt's right to maintain control over the Suez Canal, a vital international waterway, and underscores the importance of respecting Egypt's sovereignty. Articles VIII, X, and XII of the Constantinople Convention affirm that Egypt, like any sovereign nation, is entitled to take measures deemed necessary to protect the security and public order of the Canal. The nationalization of the Suez Canal in 1956 granted Egypt full sovereignty over the Canal, further solidifying its right to make security-related decisions regarding its operation. The Russian Federation further believes the Court erred in not finding that Egypt is within its rights to restrict or deny access to Thailand’s vessels, especially in light of the hostile actions undertaken by Thailand, which pose a threat to the free passage of the Canal. Indeed, the Court disregarded important elements of this argument and instead looked to provide reassurances to global maritime powers and companies.

The Russian Federation further contends that Egypt’s refusal to allow Thailand’s vessels to pass through the Suez Canal is not a breach of international law or the 1888 Constantinople Convention when taking into consideration of the whole facts. Rather, Egypt's decision is an exercise of its sovereignty and a reasonable response to the threat posed by Thailand’s belligerent actions. The Court's failure to address this fundamental issue has left a significant gap in its reasoning.

The Russian Federation regrets the Court’s decision to overlook the belligerent status of Thailand and its disregard for the practical implications of granting rights to a nation that has demonstrably violated international law.
