Your Imperial Majesty,
First of all, I must welcome you on your ascension to the Russian throne. The method in which this was achieved truly is to the credit of yourself and your people. Throughout history the Celestial Empire and the Russian Empire have held friendly relations. It is our hope that these relations may be restored. As such I would like to propose a meeting between ourselves so we may discuss the future of Celestial-Russian relations as well as the fate of Eurasia at large.
