Ministers,
I address you today as two of our most closest allies and trade partners with a proposal. Up to know, Argentina has been discussing trade policies individually with both Brazil and Canada, but now, recognizing the importance of the free market practices to provide competitive and afforable products to both our populations as well as to feed our industries, we would like to propose to establish a trade bloc between our nations to lower barriers to trade, such as tariffs and others, and to automatically open our markets to certain products.

The idea behind this is to automatically allow for our nations to exports the goods we produce without additional and complicated paperwork and requirements, while also removing tariffs. The mechanism would be through the establishment of standarized forms that we submit to an executive secretariat we would establish and that manages all public trade related information. These standarized forms will include the products that said nation will export to the other members of the trade block, and ports of departure and arrival, as well as a list of potential goods it wishes to specifically NOT include in this deal and that would need special discussions to take place for it to be traded. Obviously the less we use this "exception" the better, but it is important to still give our Governments the tools to protect special sectors we wish to foster.

Is this something that would be in our interests? If so, I would like to invite you to Buenos Aires for a first round of preliminary talks. If this project consolidates, we could eventually address commerce with extra-regional trade partners on a more strong relative position.

Canada is fully in support of a trade bloc within the Americas and potentially one day, further continents. With the recent failure of the Norwegian resolution to sanction Canada and how close it was to passing, it is our belief that the European nations are prone to nothing more than causing instability within the region. Having close ties with our neighbors will, hopefully, assure that any further attempts by the Europeans to block trade with Canada will fail dramatically. This potential trade bloc is a very good step towards achieving that goal.

Please schedule a date which suits you best and I will depart from Ottawa to Buenos Aires as soon as possible.

Minister Vincent Henry would be late, but still board a private jet that was stationed in Canadian Forces Base Uplands. It would depart early in the morning, flying down to Buenos Aires where he would be meeting with Ministers Esteban Andrada and Pedro Santana Galego to discuss an economy alliance between the trio. It was late in the evening when he touched down in the Argentine capital, alongside roughly six individuals to discuss topics in the Summit. They all exited the aircraft, hoping that Argentina would send some people to meet them at the airport.

The canadian representative would be received by a discrete motorcade with unmarked security vehicles. He would be brought directly to his place of lodging. The meeting would begin as soon as the brazilian representative would arrive.

The Brazilians would arrive in one of the "Sucatões" Aircraft of the Government, Pedro Santana would be accompanied by the Brazilian Ambassador to Argentina and the Chief of Economy and Finance, Carlos Ramalho Melo.

Once out of the aircraft the Brazilians would enter the vehicles before being brought to the location where the meeting was to take place.

Pedro would be the one to greet the other representatives "

Everything would be prepared and ready at the Palacio San Martin, the argentine Ministry of Foreign Affairs. One of the bigger meeting rooms would be arranged with the corresponding seatings and the flags of Argentine, Brazil and Canada, which some of the staff refered to it as the "ABC Summit".

Motorcades and security would be dispatched to bring the canadian and brazilian delegations, and Minsiter Andrada would receive Mr. Carlos Ramalho Melo and Minister Vincent Henry at the main gate and walk them to the room.

After everyone was seated and ready, he would begin addresing the participants in the private room, with no media yet allowed.

"Ladies and Gentlemen, thank you all for being here today, on behalf of the Argentine Republic, we would like to formally welcome you and express our hopes for this meeting to be the beginning of a prosperous economic and commercial endeavour for us all.

As I stated in my first letter, the idea for this new trade bloc is to help our nations gain independence from some of the global economic strings and directives that are subject to be politically influenced by other global players agendas. By substantially increasing trade among us we can counterweight any unjust or arbitrary embargo or blockade, while at the sime time expanding our economies through the integration of our workforces and chains of production.

We agree with everything that this trade bloc stands for. It was far too close and far too easy for the Global Assembly to nearly sanction Canada and ruin our economy and for nothing more than democratic elections. Canada cannot let something like this happen again, creating a trade bloc among ourselves will assure economic and trade security for all of us. The United States have also begun forming a 'World Trade Forum' so I believe the quicker we get this trade bloc into formation, the better.

I believe the first question would be; what shall we be trading among ourselves? Only our resources or everything that our nations produce as well?"
