Message to: Rolf Olhouser, Chief Justice of the ICJ
Message from: Esteban Andrada, Minister of Foreign Affairs and International Trade of the Republic of Argentina

Esteemed Chief Justice Olhouser,
In the name of the Government of the Argentine Republic, we salute you and extend our highest considerations. We wish to address you today as a non-General Assembly member, who despite the fact of their absence from said organization, makes an effort in voluntarily complying with most of its regulations to mantain stability accross the world.

However, it is very difficult for us to do this if there are General Assembly Members who do not follow the international law they should be obliged to, putting us in a difficult position considering we want to abide to those laws but cannot do this if they are ignored by the same countries that should follow them.

We do not wish to present a case for this to the ICJ, since it can be solved with a mere public warning, with no other consequences for the moment in our opinion, but the Kingdom of Sweden, a GA member and so called "superpower", failed to comply with the Convention on Diplomatic Relations by ignoring our public and formal declaration of persona non grata of their embassy personnel station in Buenos Aires, sparking an international indicent. While we not only informed them publicly and directly, we gave them more time than the minimum usually required for these cases, yet, they ignored it and when the argentine justice revoked their immunity and detained them after their refusal to leave the country, made a scene about it.

You surely understand that we cannot have foreign agents running freely around our capital during a war with their employers. The detainees will be deported, but we would like for this to not be repeated.

I attach to this message transcriptions and copies of all communications made to and from Sweden, including their acceptance of fault, on this matter and would like you to address to issue to avoid this to be repeated in the future.

Sincerely yours,

Esteban Andrada
Minister of Foreign Affairs and International Trade
Republic of Argentina

Communications to Sweden askig them to leave on the basis of the declaration of persona non gratta.

Admission of fault from the Swedish authorities on the matter.

SUBJECT: ICJ Case
RECIPIENT: Esteban Andrada, Minister of Foreign Affairs and International Trade Naio90
SENDER: Rolfe Olhouser, Chief Justice of The International Court of Justice
SECURITY: SECRET

Good Afternoon,

Thank you for your message and your patience. I am happy to address the concerns which you have here. However, I would recommend that in the future you may want to send this kind of message to the Secretary General or the Deputy Secretary General who are in charge of enforcement of International Law.

To clarify, the Resolution on International Relations, in part, specifies how Host Nations are to treat visiting diplomats and individuals with diplomatic immunity. If a Host Nation declares individuals Persona Non Grata, or takes the proper steps to close an embassy/consulate, then it is up to the Sending Nation to recall the individuals who are no longer welcome. However, according to the Resolution, a government which fails to recall individuals in time is not in violation of the Resolution, but is simply open to detainment/arrest and prosecution by the Host Nation. In my personal opinion, the Swedish government did not violate the Resolution. They simply failed to take the minimum steps required to protect their citizens and diplomats which while I admit is an incredible oversite, is not a violation of International Law.

Best Regards,

Rolfe Olhouser
Chief Justice
