I contact you because in the past we had a good communication and decent level of understanding with your Government. We would like to not let that "die down", and so we would like to invite you to Buenos Aires for a State visit to talk personally with President Herrero and discuss potential areas for future cooperation on a commercial and political level."

The prime minister would first make everything ready before he would be picked up by a driver that would take him to Narita International Airport.
At the airport he would take the first available flight that would take him to Buenos Aires with a stopover in CDG(Paris).

A small but decorous ceremony would be held at the airport to receive the japanese PM. A military band would play the japanese anthem and foreign minister Daniel Osvaldo would receive him and accompany him to his VIP car in a motorcade that was waiting for him.

The PM and his delegation would be brought to the Casa Rosada, the argentina nacional governmental palace, where President Herrero would be waiting for him at the main entrance, surrounded by the Granaderos, the honor guard.

When the vehicle arrived at the Argentinian nacional government palace Shinzo would slowly exit the vehicle and walk towards President Herrero were they would shake each others hand before the press.

"Greetings Mr. President it is a pleasure to finally meet you in person. How are you doing Mr. President? "

In perfect english the argentine president would address the visiting japanese leader:

"Prime Minister Abe, welcome to Argentina, welcome to the Casa Rosada! I am very fine, thank you. I hope you had a pleasent flight, I know the journey was long and you must be tired. Maybe once we are done with the official bussines part of the visit I can show you a little bit of my country and you can rest 1 or 2 days here.

Should we move on to my office now? We have much to talk."

The argentine president would then gesture his japanese counterpart in and lead him up the main white marbe stairs into the private presidential office.

"Can I offer you something to drink?" He would say while inviting him to sit in a area of the big office prepared with small sofas and a low coffee table.

"The flight was better than I had anticipated. Although the flight was long, the seats were comfortable and. I also had some time to rest and to prepare for the visit. But I would be more the happy to visit some monuments and to see and know more about Argentina.

The argentine president would gesture one of the aides on the corridor to get a glass of cold water for the japanese and an expresso for himself, afterwards he would indicate the doors to be closed.

Inside the office would remain only both Heads of State, the argentine minister of foreign affairs and the japanese leader's secretary/aide.

"Prime Minister Abe, again, thank you for coming all the way down here. Let me begin by expressing my Governments gratitude for the support given in the past, such as during the vote for the international finanace regulations resolution that sadly didn't pass. We find many similarities between our Governments and that is a very positive issue that could boost the historic relation between Argentina and Japan to historic levels.

We would like to not only open new trade routes between our nations and open our growing markets to japanese goods, but also allocate argentine products in Japan. At the same time, we are looking forward to carry out rounds of bussines to discuss mutual investments here and in asia.

Finally, on a more political level, we wanted also to inquire about Japans relation with China, an important neighbour of yours, and Nigeria. Both are important allies of Argentina and now fellow members of the Confederation of Independent States. Did you hear of this initiative?"

Well thank you for inviting us here. Indeed it is unfortunate that the Finance Regulations resolution did not pass. But we have to listen to the majority since the majority voted against the resolution. We espected this result Once the big political infuencers like USA And Great Brittian were agaist the resolution.

We hope that our talks today will start a new and long lasting friendship between out two nations.

Well let's start first with opening trade routes.
We would like to export Steel, cars and medical apparatus to Argentina and in return we would like to import Grain, Meat and Lithium to Japan if possible.
We would like to receive the Grain, Meat and Lithium via to Port of Tokyo.

I don't know if you already have heard of the new Japanese Airline called Aviationly. They are looking to expend their network even further. If the network expansion are successful in Europe then Aviatonly will expand their network to North and South America.

Well I'm afraid i have not heard from the Confederation of Independent States yet. As for the relationships. We have currently have a non-aggression & cooperation treaty with China. Our relationship with Nigeria is currently Neutral. Both of our Governments haven't had any contact with each other."

"Although the US and the UK were against the project, it only got rejected by 2 votes. We had the bad luck that 3 representatives who had informed were voting in favor werent able to make the vote in time. But well, its in the past now and we can live witout that.

The Argentine Republic would be more than happy to open its markets to japanese steel, cars and medical instruments. Like most of the maritime trade, it should be imported through the Port of Buenos Aires. In return we are indeed happy to confirm that we will be exporting grain, meat and lithium to Japan through the Port of Tokyo. I think that with fortnighly shipmetns we will be fine to begin with. Of course we can increase the amount if we see that the demand requires it.

We have not heard of the new company, however, it is a firm policy of my Government of encourage free competition and give the citizens more option to choose from. When the time comes, we would be delighted to approve flight routes from Japan to Argentina and even some internal routes one, if the airline so requires.

The Confederation of Independent States is a new alternative we are currently establishing with the Republic of Nigeria and the People's Republic of China. Its main goal is to boost cooperation in three different aspects: international politics, commerce and economy and defence. Each of these three issues has a specific body within the framework of the CIS, that is composed by the Core and Supporting Partners, the two categories of members that integrate the CIS.

The spirit behind the CIS is to create a structure of cooperation were likeminded nations can negotiate and dialogue to find common positions that bring benefits to all sides and then bring that consensed position to the international stage and push for it. In such a interconnected world, the best way to guarantee a nations goals is through cooperation."

"First of I want to Congratulate Argentina, Nigeria and China in forming an alliance. We hope that this alliance will last long. Since there were a few alliances that failed or got disbanded in the past. Myself and the Taiwan tried to make Defense alliance. Unfortunately it failed when the Taiwanese government collapsed.

Well do I have some questions about the CIS

In the Charter of the CIS line 11 it is stated that Supporting Partners have limited access to the Political Board. We do understand that Core partners have a higher influence in the Alliance since they also contribute more. But what does the limited access mean for the supporting Partners?

The next question is about Defense In the Chart if the CIS it says that all members are protected. But is CIS willing to help/support a non CIS member when war breaks out. Since not to long ago there was a heated conflict Europe that almost ended into a new war.

"The CIS has more than a military function. Actually, politics and economy will be far more active than military affairs. We understand that this will make it a durable accord and help it endure the test of time.

Regarding your specific questions, the main difference between Core and Supporting Partners in relation to the Political Board is that the former are entitled to be present at all times on all discussions, while the latter could potentially be asked to leave for matters of specific discussions. Also, Supporting Partners, if participating, can give their opinion but cannot vote.

As for the Defence, the CIS Core Partners are only obliged to militarily support/aid other CIS Core Partners. Regarding Supporting Partners, they can petition for formal CIS help through the Defence Council, which on turn need the approval from the Political Board (unanimous approval). Non CIS Partner are not entitled to formal military support. All types of help are to be done on a bilateral level.

I hope this claryfies things.

The rules that are stated in the chart of CIS are made fair and equal.
I definitely do see a potential in CIS not only becoming a Political but also a Strong economic Alliance in the world very soon.

"Would Japan eventualyl consider joining the CIS? We would really like to be able to continue working with Japan on a bilateral level and being both in the same economic and political block and sharing the CIS would really ease everything."

"Argentina would be delighted to act as the sponor required to put forward a new partner application. I'm also confident aht we can have the approval in a matter of days, given the good external opinion Japan has gathered during the last months thanks to your Governments centered policies and way of acting.

The first step would be to submit the formal application through the admissions office to obtain the Supporting Partner status. If your Government then so desires, in only few weeks later you could formally ask the Board to become a Core Partner."
