[Argentina] Meeting with Vietnam, China and Nigeria

The argentine Ministry of Foreign Affairs would send private and encrypted invitations for a private meeting to be held in Buenos Aires to the ministries of foreign affairs of the PRC, Vietnam and Nigeria.

The meeting would be of private and informal nature and the chinese, vietnamese and nigeria would be informed that the topic of the meeting would be to discuss further opportunities to formalize an political, economical and military cooperation agreement.

Via encrypted SIN the Vietnamese Ministry of Foreign Affairs would request to know the date in which this meeting will take place. Currently there is a meeting between Vietnam and China involving multiple VIPs who would not be able to attend the proposed meeting from Argentina. This message would be directed privately at the Argentine Ministry of Foreign Affairs.

Over a double and triple encrypted and secured line, privately, the argentine MoFA would reply to Vietnam that this would be a preparatory meeting to discuss general aspects of the potential deal, and therefore it would not be required (at this moment) for high ranking officals to attend.

Also, having technical staff and Secretary-level officials would allow for a more discrete gathering.

The meeting could be held by the end of this week.

The Chinese Ministry of Foreign Affairs would in a encrypted and private way contact the Ministry of Foreign Affairs of Argentina, detailing that the Minister of Forgeins Affairs of China would be attending this private and informal meetings, however it would request its date and location. It would also inform that the Chinese Ambassador in Argentina would also attend.

The chinese wold privately be informed that the meeting would be taking place next friday in Buenos Aires, in one of the external buildings of the Ministry of Foreign Affairs.

Nigeria would notify the parties via encrypted and private means that they would send Vice President and Minister of Defense Adetokunbo Kayode to the meeting.

With all participants confirmed, a private meeting room would be reserved at the Palacio San Martin, in the City of Buenos Aire to hold this special meeting between Argentina, China, Vietnam and Nigeria.

Specific logistic information would be privately sent to the invited countries.

Once all participants arrive, the private meeting would begin.

The Minister of Forgeins Affairs of China and the Chinese Ambassador to Argentina,depart to the meeting, the Ambassador would wait for the Minister to Arrive at the Embassy, once together, both would arrive at the meeting, everything was done in a private way, with no media coverage or anything but the governments involved being informed. Once at the Palacio Sam Martin they would wait further instructions on where to go,eat and sit. They would greet their Argentinians Partners warmly and engage in small talk and some political talk while the other participants didn't arrive.

At the Embassy of the Socialist Republic of Vietnam in Buenos Aires the Ambassador would message the Argentine Ministry of Foreign Affairs and request a pick up to the meeting via an encrypted and private line. After putting the call in he would await pick up from Argentina so he could safely arrive at the meeting.

A private pick-up would be arranged for the ambassador of the Socialist Republic of Vietnam. At the indicated time, the black sedan would be waiting at the entrance of the vietnamese residence in Buenos Aires. Once the ambassador was on board, the car would depart directly to the Palacio San Martin, were the chinese was already waiting, chatting with some argentine diplomats.

Once the nigerian representatives would arrive the meeting could begin.

Vice President Adetokunbo Kayode and a delegation of 15 staffers from the Defense and State Ministry would set off privately in secret from a Chartered Private Aircraft in Lagos. They would set off for Buenos Aires. They would notifiy air traffic control of their near arrival when they approached Argentine air space.

Everything would be cleared for the nigerians and pick-up would be awaiting at Ezeiza International Airport. The nigerian delegation would be privately brought directly to the Palacio San Martin, were the rest of the participants had already gathered and were informally chatting amond them.

All this would be done with secrecy and caution.

With the last participants arriving, the room would be closed and no external interference would be allowed to guarantee privacy. The argentine Minister of Foreign Affairs, the veteran Daniel Osvaldo, would be presiding the encounter.

The room would be laid out with a big squared glass and metal table, each side of the table would have 5 chairs for each of the four delegations, with a small flag and name plates. In the backrows, further 10 seats would be prepared for additional staff and notetakers.

Daniel Osvaldo would take a seat and invite all participants to do the same.

Vietnamese Ambassador Đỗ Việt Duy would take their seat after having been brought to the room. They would adjust there tie before glancing around the room at the other attendants before looking to Daniel Osvaldo.

Osvaldo would turn on the mic in front of his seat and with the red circle turned on around the tip, with the room secured and in privacy, he would start addressing the participants:

"Gentlemen, on behalf of the Government of the Republic of Argentina, I want to thank you all for attending in such short notice and with such a high-level representation.

The idea of this private meeting is to begin discussing the possibility of institutionalizing the current amount of bilateral and multilateral cooperation our four nations are currently engaged in, and expand it.

We all saw what happened only few weeks ago with a small diplomatic incident being escalated with one or two States, pushing their own agenda and with a dangerous eurocentric view, trying to put the blame of the situation to a third nation that was not of their liking. This time it was Brazil, but any of us could be the next.

With this, and with the traditional political block around ISAF still active in the international community, it would be very positive for our interests to begin a formal diplomatic, economic and military exchange, and to show the world that the balance of power can and will shift. We have to proceed with caution and diplomacy, but it is completely doable considering the relevance and individual prestige of each of our four countries."

After the Chinese had sat in their chair, and heard Mr. Osvaldo speak, they would murmur between themselves showing agreement towards the Argentinian Speech.

"We agree strongly on what Mr. Osvaldo said, anything that goes against the West ideals is swiftly put down, its the tyranny of the west on those they view inferior or discarded. Nations like Brazil, which has a different way of approaching the international community, was swiftly piled on, by nations who acted in the same way or worse, but since they are considered equals or have the same values as those in the Western Culture, they were swiftly ignored and even supported! Did anyone of the members here present see an act or actions of condemnation by the western nations on Italy's blatantly piracy acts in the Mediterranean? Or Germany, disregarding the current very tense situation and outright invading an embassy, on a nation which was being piled on by various others? Who here has received help or support from more than one western nation?

Gentlemen, our ideals and our way of life is disregarded by the West. They view us as a threat to their way of life, even if we don't pose or want to be it.
But I believe, and I agree with Mr. Osvaldo view that we need to band together in order to protect ourselves and support each other, we only have ourselves. And today it might be Brazil...but tomorrow it might be any of us, being their escape goat."

"Thank you for your words. I'm pleased to find such a positive repercusion. The idea of this new entity would be to create something far more ambitious than a simple military alliance, like many will try to identify this as. Something that will work as an engine of economic and commercial development and as a political coordination mechanism to help us redirect international policy making towards things that not only favor the more "classic" nations.

This is why we would like to propose that this organism we are working should be divided into three "Secretariats", or similar: one to promote trade and commerce, one to work as political consultation forum and finally a military council to discuss potential joint exercises or courses of action.

Another general idea would be to work with a core of nations, most possibly the ones present here today, and a set of associated nations, which will be alligned with the core group, but have less obligations, like a smaller contribution fee (if we decided to apply one). Mutual benefits will also be discussed, like access to better lines of credits, discounts in miltiary hardware or trade preferences.

Finally, it would be of interest to review what happened some years ago with the Hainan Concordant... Not because this is its succesor,something we don't want it to be, but to learn from its errors and avoid repeating them.

I would like to hear the opinion of my colleagues here present.

"Couldn't agree more, and now as we discussed its Argentina who is now getting attacked via diplomatic means. See here gentlemen? We cannot trust the west, because the west does not trust us, and they every possible step to try and degrade us.

We fully agree on creating this Alliance, and join our Economic, Political and Military Ideals together. But this cannot be a another Hainan, we are not Hainan, we are better. This Alliance must be formed because we need it and to defend ourselves mutually. Not a coalition against the west.

I do believe allocating around 2% of our Running Costs towards this alliance would be the best, 1,5% or 2% as then we could share our wealth and grow our infrastructure and other fronts."

"I concur that there is a major problem with the west in terms of their policies, their practices, and the very way in which they approach diplomacy. When trying to gain the trust of one of these powers they will always keep one at an arms length. The prime example of this being the United States. We have tried very hard to create stronger bonds between our nations, and time and time again they have not met us half way. At the very most we have found that these countries can only ever be neutral. At other times they will be hostile. Those countries in the west that try to break this mold are of course singled out and cast out. Their options becomes very bleak, and they slowly but surely fall.

Thus we fully support the creation of this organism. But I would like to make an addition which will assure what happened with the Hainan Concordant does not happen again. As Vietnam was a part of the Hainan concordant I believe our perspective on it will prove useful. First and foremost I believe this alliance should promote trust and cooperation which I believe as Argentina had outlined so far would be doable. But we must make absolute certain with a vetting process. Ultimately the downfall of Hainan came from within. We should set up an assistant program in which case the most industrialized and developed countries can offer expertise and materials for developing a nation. One of the downfalls of Hainan was that countries within it were of differeing ammounts of development and military power. Vietnam as you all know has perhaps the largest military in our region. However, the countries of Vietnam, Laos, and Cambodia are poorly developed. This would be entirely optional however.

I would also like to suggest the addition of a joint space program between all nations. In that all that join gain access to our space resources. Vietnam has a space program, but our economy is not set up well enough to have continued use of it. However, if it was a joint effort we all could benefit from it."

"We agree on the ides presented by Vietnam, including a more active Partner Development Programm for nations who might be lagging behind in terms of operationa capability. We also agree on "special projects" such as a jointly funded space program, based on our nations current developments on that area of speciality.

What we have until now, plus some additional proposals I would like to add, would be something like this:

  1. A broad alliance with a permanent structure with a political body, a commercial hub and a military council. Each of these structures will have permanente representation from each of the member countries and will have specifically ligned out functions, duties and responsabilities.
  2. The political body will have the task to serve as a permanent and 24h active line of political dialogue and decision making in order to have quick and coordinated responses to political events worldwide.
  3. The commercial hub will be a mechanism to facilitate fast and extensive trade among the partners. It will also list a series of benefits for partners, granted by themselves, like preferencial prices, reduced interest rates in loans and consulting services.
  4. The military council has the responsability of organize and improve the inter-operability the partners armed forces, through coordinationg meetings, general logistics planning and joint exercises. It will also manage potential military operations.
  5. This alliance will consist of 2 different categories of groups: Core Partners and Supporting Partners. Each of these two has different amount of responsabilities and benefits in regard of the present alliance.
  6. Each category of partner will ahve different requirements and duties, being obviously the core partners the ones more involved, while the supporting partners can obtain some benefits and have optional rights, but may be excluded from some actions.
  7. Each member will have to commit a TBD percentage of its nations running costs to support diferent actions of the group. Ths % to be contributed will be less for the Supporting Partners.

Vice President Adetokunbo Kayode having listened intently to the representatives of all nations speak would now break his rather long silence.

"Nigeria is of the believe that such an organization would greatly benefit our nation and indeed the globe. While we do not necessarily see issues with the West as such an imminent military threat, it is of great importance that we prepare irregardless. I urge continued diplomatic overtures still to those nations we feel threaten us most. Nigeria maintains very close diplomatic ties with France, and they are the largest supplier of the Nigerian Land Forces, they provide equipment and support quickly and at a reasonable price. We cannot see these recent issues substantially changing our relationship with them. Further we hold strong ties with Singapore, who speaks of a great Red threat building to his North, Nigeria maintains that this union should focus on collaboration of its member states and the strengthening of developing economies and regions rather than focus on anti-Western rhetoric. While we recognize the issues obvious in nations like Germany and Italy. We do not believe that treating them as hostiles is our most advantageous option.

Now with all of that said let me lend my full support to the Argentine rough draft, as well as join my colleague from Vietnam that focusing on local relations between members must come first, we must support joint development as well as joint military training exercises. These will be vital to the long term success of any agreement. Nigeria would be willing to support up to 4 or 5% to such an organization, supposing it funds joint domestic development as well as military operations."
